High Prosecutor Naxilar
High Prosecutor Naxilar
At the table
Voice
His voice has the dry, lightly rasped grain of someone who has spent decades speaking over rustling papers and crowded courtrooms. He places consonants cleanly, as if each were a mark pressed into wax. When angered, he does not soften or lower his voice; his pace accelerates and the clauses come out clipped, like a sequence of rulings.
He speaks in complete, carefully nested sentences, the cadence of a man accustomed to being transcribed. Legal terms arrive without effort, but he switches to blunt everyday language when discussing private loyalties. He often repeats a key phrase from another speaker, changing just one word to expose a contradiction.
Speech patterns
How to play them
Begin with courteous procedure and offer the party a narrow, legitimate way to cooperate. Learn which character values reputation, mercy, or access to the court, then present a tailored bargain. If they challenge his conduct, demand evidence and exploit any uncertainty. He would rather divide the party than threaten them openly. If exposed, he portrays the ritual as a temporary safeguard and the bribe as a necessary payment to prevent a worse injustice.
Goal
Secure a conviction in the Inquisition in Draknaar, conceal his bribes, and complete the ritual that controls Magistrate Varen before anyone can expose the link.
Motivation
He believes that if he can control the court's outcome, he can keep Draknaar's ruling class from tearing the city apart. Beneath that rationalization is a simpler hunger: he cannot bear to be powerless again.
Appearance
Naxilar looks like a legal instrument given a human shape: long-backed, immaculate, and arranged with the care of a page laid flat beneath glass. His skin has the dry, faintly powdered look of someone who spends too many hours under courthouse lamps. His jaw is broad and squared, and his closely set teeth are unusually flat at the edges; when he chews, he works his food with small, deliberate side-to-side motions, and when he laughs he exposes them all at once in a startling, almost canine grin. He carries a blackwood seal case on a chain, polished smooth everywhere except one thumb-worn crescent where he rubs it while listening. He moves in measured half-turns, as if always making room for an unseen clerk to record him. The first impression is severe order; the second is that he has practiced looking harmless in a room full of witnesses.
Clothing
A charcoal wool court coat with narrow sleeves, a high white collar, and a plum-colored lining visible only when he turns. His cuffs are spotless, his boots are soft-soled, and a blackwood seal case hangs from a plain chain beneath his lapel.
Body language
He keeps his shoulders level and his chin slightly tucked, projecting patience without yielding space. His thumb circles the worn crescent on his seal case when someone lies convincingly. When caught off guard, his jaw locks and his flat teeth press together hard enough to make a faint click. He does not fidget with papers; he squares them.

Personality
13 traits and drivesNaxilar is genuinely attentive to the frightened and merciless toward anyone he thinks is performing innocence. In public he is patient, ceremonious, and almost reassuring; under pressure he becomes brisk and managerial, treating human pain as a problem of order. He can show real tenderness toward his mother and real respect for Varen, yet those feelings make him more controlling, not less. After a victory he is expansive and dryly funny. After a setback he becomes exacting, revisiting every word until someone else is made to carry the blame.

Combat
AC 13 · HP 38 · 30 ft.Naxilar avoids a fair fight. He uses Compel Testimony and Objection in the Mind to disrupt threats while moving behind furniture, guards, or Magistrate Varen. He targets spellcasters and anyone trying to reach the ritual apparatus. If cornered, he bargains, invokes legal authority, and uses his dagger only to escape. If the control ritual is exposed, he tries to make the party choose between stopping him and protecting Varen.

Background
Naxilar was raised above a cramped copyist's shop in Draknaar, where his mother Siofra taught him that a badly placed word could ruin a life more thoroughly than a blade. He became a junior advocate, then a prosecutor whose neat arguments helped convict the powerful as readily as the poor. His turning point came during the Ashen Quay hearings: he proved that a dockmaster had falsified testimony, only to see the court dismiss the case when the evidence implicated a magistrate's family. Naxilar learned that truth alone did not command a courtroom; leverage did. He began taking bribes through intermediaries and collecting secrets as insurance. Recently, he arranged payments to make a witness withdraw from the case now called Inquisition in Draknaar. He is also performing a control ritual on Magistrate Varen, whom he once respected for refusing a bribe. Naxilar tells himself that Varen's compromised judgment will prevent the court from collapsing into factional violence. Varen's clerk Eshon has noticed the repeated absences and is quietly searching the sealed chambers. Naxilar still sends money to Siofra, who believes it comes from honest work, and avoids visiting her because she can read his face better than any witness.
Role in the story
The principal human antagonist of Inquisition in Draknaar. Naxilar is trying to turn a legal proceeding into both a conviction and a cover for his corruption, while the ritual controlling Magistrate Varen gives the investigation an urgent supernatural edge.
“He became a junior advocate, then a prosecutor whose neat arguments helped convict the powerful as readily as the poor.”
- Faction
- Senior officer of Draknaar's High Court prosecution; covertly beholden to bribed intermediaries and bound to Magistrate Varen by a custom control ritual.
