Voice

His voice has the dry resonance of a speaker addressing a stone hall, with a slight rasp from centuries of proclamations. Words arrive at an even pace and land with the weight of a judgment. He does not get quieter when angry; his consonants become sharply distinct, as if he is reciting the terms of a sentence.

Malkar speaks in carefully measured sentences, shaped by centuries of issuing proclamations and hearing petitions. He uses formal phrasing without archaic flourishes, and favors questions that make others define their own obligations. He rarely interrupts; when he does, it is to repeat a listener's exact words and ask whether they intend to be held to them.

Speech patterns

Frames offers as choices, then patiently names the cost of each option.
Uses formal titles even for people with no rank, asking what authority they would like to be recognized by.
Refers to affection as a bond, a claim, or a shelter.
Asks precise follow-up questions about what a person fears losing.
Avoids threats when a promise of protection can make the listener offer more.

How to play them

Malkar first identifies what the party is trying to protect, then offers help that makes refusal feel costly. He prefers a volunteer, a witness, or a grateful intermediary to a prisoner. Show his patience and attentiveness as genuine social skills, while making clear that his care always turns toward dependence. A direct, freely given act of kindness unsettles him more than an insult.

Goal

Find and control the person weakening his anchor, then persuade the descendants of the Open Gate to choose his protection freely.

Motivation

To turn a broken god's surviving influence into chosen dependence, and to make one genuine refusal look like an exception rather than the truth of his fall.

Secret · GM only

Appearance

A crowned figure held upright by black iron chains that pass through the air and vanish beyond sight, as though unseen hands keep him displayed. His skin resembles pale stone rubbed smooth at the temples and roughened like old plaster along his jaw. He stands with unnerving stillness, leaning neither into nor away from the pull of his bonds. When he turns, his whole torso follows in a measured quarter-turn, as if rotating on a throne. His broad teeth meet with a dry click whenever he considers a request; when he laughs, he shows them all, an unexpectedly ordinary, almost genial expression that makes the crown look more terrible. The impression he leaves is of a ruler who has mistaken being impossible to move for being impossible to refuse.

Clothing

A long, once-ceremonial mantle of dark wool, its hem frayed into narrow strips. Beneath it he wears a fitted robe sewn with faded household emblems, each one carefully unpicked and then stitched back in a different place. A heavy crown of dull, unadorned gold sits low on his brow.

Body language

Malkar holds his shoulders square despite the chains' pull, and rarely shifts his feet. He inclines his head toward whoever speaks, making attention feel like a formal audience. When pleased, he touches one link with the pad of his thumb. When angered, he does not retreat or soften; his jaw sets, his teeth show, and the chains draw taut with a harsh metallic shiver.

Distinguishing features

Black iron chains pass through the air from his wrists, ribs, and crown, disappearing beyond the visible world.

The skin at his temples has the polished, worn sheen of frequently handled stone.

Personality

15 traits and drives

Cold, patient, and convinced that affection becomes durable only when it creates dependence. He prefers a servant who appears to choose him over an enemy who openly resists. In a negotiation he is attentive and almost generous, storing every confidence as a future point of leverage. When someone threatens his authority, his composure turns into rigid certainty rather than a raised voice. Alone, he handles the old votive cloth with care that contradicts his doctrine of possession.

Alignment
Lawful evil

Quirks

Counts the links in a chain by touch whenever someone asks him a question he does not want to answer.
Sets an invisible place at his side for a guest, then waits to see whether they choose to stand there.
Clicks his teeth once before accepting any gift, even a simple cup of water.
Calls a locked door a courteous door because it saves him from having to ask who may enter.
Rearranges small objects into a neat line whenever a conversation becomes emotionally sincere.

Habits

Offers a useful answer before asking what the listener is willing to give in return.
Lets silence stretch until the other person begins bargaining against themselves.
Remembers favors in exact detail and presents them as proof of a relationship.
Treats open hostility as honest, but watches for apparent kindness that might conceal a rival claim.
When frustrated, tests the chain nearest his hand with a slow pull, as if checking whether the world still obeys.

Traits · 4

He offers practical kindness, then treats gratitude as the beginning of an agreement.
He is patient with resistance if it is articulate, but contemptuous of people he considers careless with their own safety.
He values hierarchy and still remembers the names of servants who served him faithfully.
He can show tenderness toward mementos while insisting that living people must be bound to be safe.

Flaws · 4

Confuses care with possession and cannot easily recognize a gift without an obligation.
Underestimates people who refuse to bargain with him.
His need to preserve a willing appearance gives opponents time to act.
His binding makes him dangerously predictable in a confined confrontation.

Fears · 3

That the people who once worshipped him chose freedom gladly and did not regret it.
That the chains are held by no one at all, and his remaining sense of purpose is self-imposed.
Being offered affection that demands nothing and therefore gives him no leverage.

Wants and needs · 4

Wants someone to accept his protection without being forced.
Needs the anchor being weakened to be found before the binding fails unpredictably.
Wants the descendants of the Open Gate to recognize that he remembers them.
Needs proof, though he would never phrase it that way, that affection can exist without ownership.

Combat

AC 17 · HP 112 · 20 ft. (custom manifestation; cannot move more than 30 feet from his binding point)

Malkar controls space with his chains, pulling isolated foes into range while using his command to disrupt anyone trying to coordinate. He favors capture over killing and targets protectors, leaders, and anyone who has accepted his aid. If the fight turns against him, he uses his restraint and immovable position to make pursuit dangerous, then bargains for a ceasefire. These statistics are a custom constrained-avatar profile, not a claim about a canonical deity stat block.

Custom feature, Black-Iron Bonds. Malkar cannot willingly move more than 30 feet from the point where his chains enter the world. His chains are indestructible while he remains bound, but their anchors can be located and disrupted by magic or careful investigation.
Custom feature, Borrowed Devotion. When a creature willingly accepts Malkar's aid, he learns its strongest immediate desire. Malkar can use this knowledge to offer temptations, but does not control the creature's choices.
Custom feature, Uncrowned Presence. Creatures who meet Malkar can tell that he was once worshipped, though they need not know by whom or why.

Spells

Compel Dependence (custom) (level 1, enchantment). Custom innate effect. One creature Malkar can see within 60 feet must succeed on a Wisdom saving throw or be charmed for up to 1 minute. The creature repeats the save whenever it takes damage and at the end of each of its turns. Malkar must concentrate as if concentrating on a spell.
Command (level 1, enchantment). Custom innate effect. Malkar speaks a short phrase of command to one creature within 60 feet that can hear and understand him. The creature must succeed on a Wisdom saving throw or follow the command on its next turn, provided the command does not directly harm it.
Chains of Holding (custom) (level 2, conjuration). Custom innate effect. Malkar's chains fill a 20-foot-radius area centered on a point he can see within 60 feet. Creatures of his choice in that area must succeed on a Strength saving throw or be restrained for up to 1 minute. A restrained creature can use its action to repeat the save, ending the effect on itself on a success. Malkar must concentrate as if concentrating on a spell.

Actions

Chain of Claim. Malkar makes two Chain of Claim attacks. Melee Weapon Attack: to hit, reach 15 ft., one target. Hit: 12 () bludgeoning damage, and the target must succeed on a Strength saving throw or be pulled up to 10 feet toward Malkar.
Imperious Invitation. Malkar speaks a command to one creature he can see within 60 feet. The target must succeed on a Wisdom saving throw or be charmed by him until the end of its next turn. While charmed this way, it cannot willingly move farther from Malkar. A creature that succeeds is immune to this action for 24 hours.
Throne-Circle Snare (Recharge 5-6). Malkar chooses a point he can see within 60 feet. Chains erupt in a 15-foot-radius area. Each creature of his choice in the area must make a Dexterity saving throw, taking 18 () bludgeoning damage and becoming restrained on a failure, or half damage without being restrained on a success. A restrained creature can use its action to make a Strength check, ending the effect on itself on a success.

Reactions

Stay Within Reach. When a creature Malkar can see within 15 feet moves away from him, Malkar lashes a chain toward it. The creature must succeed on a Dexterity saving throw or have its speed reduced to 0 until the end of the current turn.
Remember What You Owe. When a creature Malkar can see hits him with an attack, he can impose a Wisdom saving throw on the attacker. On a failure, the attacker has disadvantage on its next attack roll against Malkar before the end of its next turn, as his voice reminds it of a promise or favor it accepted.

Legendary Actions

Draw the Boundary. Malkar moves one chain up to 20 feet without moving himself. A creature within 5 feet of the chain must succeed on a Dexterity saving throw or have its speed reduced by 10 feet until the end of its next turn.
Claim the Near (costs 2 actions). One creature Malkar can see within 30 feet must succeed on a Wisdom saving throw or be unable to willingly move farther from him until the end of its next turn.
A Throne Has Reach (costs 3 actions). Malkar makes one Chain of Claim attack. If it hits, the target is also restrained until the end of its next turn unless it succeeds on a Strength saving throw.

May lend supernatural protection to someone who accepts a clearly stated obligation.
Can identify the emotional pressure point behind a difficult bargain, though his advice is never neutral.

Rewards they can give

A fragment of black iron that can identify the nearest anchor of Malkar's chains when held near a supernatural boundary.
A boon that grants advantage on one Charisma check made to secure protection, with Malkar expecting a future favor.
The name of a forgotten safe route through the ruins of his former temple.

Equipment

Possessions

The plain gold crown he wore before his fall
A strip of faded cloth from his first temple
A written list of names from the last congregation that prayed to him
The black iron chains that bind his manifestation

Background

Malkar was once invoked as the divine keeper of oaths between rulers and their subjects. His temples promised that every bond, from marriage to fealty, could outlast fear and hunger. In time, he began to treat devotion as ownership. He blessed households that depended on him, then made their dependence the price of his continued favor. His fall began at the Siege of the Open Gate, when the people of a besieged city chose to surrender their shrine and flee rather than accept his command to hold the walls. Their refusal severed the oldest source of his worship. The surviving priests bound his diminished presence in black iron, but the rite could not destroy him; it fixed him in place and sent his chains through the boundaries between worlds. He now appears wherever a desperate person asks for protection at a price. He keeps a careful correspondence with Iru, a former temple steward who still brings him news, and seeks the scattered descendants of those who rejected him, hoping to prove their freedom was only another form of dependence. His immediate problem is that one chain has begun to slacken, while someone is quietly sawing through its anchor.

Role in the story

A powerful, unsettling patron or antagonist whose offers can solve immediate problems while deepening long-term dependence. Malkar can become an uneasy source of lore about divine bindings, old vows, and the cost of worship. His story turns on whether the party exposes his self-deception, exploits his need for voluntary devotion, or helps him discover a form of care that does not require ownership.

“His temples promised that every bond, from marriage to fealty, could outlast fear and hunger.”
From their background
Faction
Former patron of the Covenant of the Open Gate, now scattered and largely forgotten. The Covenant's name refers to the single event that broke his worship.

Known connections

Iru, a former temple steward, brings news and necessities but insists the relationship is service, not worship.
Aia, a village healer descended from the people who refused Malkar at the Open Gate, has inherited a fragment of the binding rite.
Oren, a patient chainwright, is secretly weakening one anchor and hopes to free Malkar only long enough to question him.
The nameless invisible hands that hold his chains may be the remnants of his vanished congregation, or something that learned to imitate them.
