Rakali
Rakali
At the table
Voice
A dry, slightly nasal voice with the crisp projection of someone used to giving directions outdoors. Before speaking, Rakali takes a short audible breath through the nose. Their consonants are clean and deliberate, and their practiced commands carry without a shout.
Their words are clipped and clearly separated, shaped by years of calling instructions across wind and crowded streets. They begin with a brief nasal intake that sounds like a scent check, then speak in a dry, level cadence. Patrol terminology slips into ordinary conversation, and when rattled they become more precise rather than louder.
Speech patterns
How to play them
Rakali is courteous but procedural with strangers, explaining what authority they are acting under before making demands. They listen for inconsistencies without treating nervousness as guilt. A character who offers evidence about the huntsmen's treatment earns cautious attention; someone who threatens civilians or invokes Ciena's name as a shortcut meets a firm refusal. Private conversation and verifiable facts can move them further than flattery.
Goal
Secure a formal review of the restrictions placed on the huntsmen and find the original report from the sealed pass incident before it disappears.
Motivation
To preserve public safety without allowing obedience to become an excuse for cruelty
Appearance
Rakali is a lean, wolf-eared Adlet with a long muzzle, dense russet-brown fur darkening to soot gray at the wrists and ankles, and a pale throat ruff that catches drifting snow. Their amber eyes are steady rather than fierce, and their nose constantly tests the air before they answer. They move with a patrol's economical precision, placing each boot as if the ground might need to testify later. Within a minute of meeting them, most people notice the smell of juniper smoke and wet wool clinging to their coat; Rakali knows, and claims it keeps nervous suspects from mistaking them for a court clerk.
Clothing
A weatherproof charcoal patrol coat with a high collar, patched at both elbows, over layered wool and a leather harness. Their badge is plain and polished smooth from frequent handling. Fur-lined boots, a belt pouch of chalk and evidence tags, and a short cloak with a hood complete the uniform.
Body language
Their ears turn toward whoever is speaking, while their shoulders remain square to the nearest exit. They keep their hands visible and rest one thumb against the baton ring when assessing a threat. When a huntsman is treated unfairly, their muzzle tightens and their tail goes unnaturally still.

Combat
AC 14 · HP 27 · 30 ft.Rakali tries to end violence with a command, a clear escape route, or a disarm before drawing blood. In a fight they hold a doorway or narrow street, use the baton to control limbs, and call nearby guards into a defensive line. They avoid attacking a downed foe and will break off to protect a bystander. If forced to fight alone, they use the bow to discourage pursuit and retreat toward cover.

Background
Rakali grew up among Adlet families who tracked game and carried messages between scattered settlements. As a young patrol runner, they believed a clear rule was kinder than a powerful person's whim. That belief broke during the winter of the sealed pass: after a lawful order barred the huntsmen from entering a protected valley, a storm trapped several families beyond the checkpoint. Rakali obeyed until they heard a child calling through the wind, then opened the gate and led a rescue party through. The rescue succeeded, but the official report blamed the huntsmen for forcing the breach. Rakali accepted promotion to chief of police afterward, partly to keep worse officers from taking the post and partly to learn who had altered the report. They enforce Ciena's laws with exacting care, while quietly questioning why huntsmen are searched, fined, and denied access to supplies more often than other residents. They remain in regular contact with Ciena, who trusts their judgment but expects their obedience. At home, Rakali shares a cramped room above the station with an elderly aunt who taught them trail signs; lately the aunt's failing memory has made Rakali fear that the last witness to the pass incident will forget what truly happened.
Role in the story
A principled authority figure who can become an ally, obstacle, or whistleblower depending on how the characters handle the huntsmen's treatment. Rakali offers a route into Ciena's administration while embodying the cost of enforcing laws they increasingly doubt.

- Faction
- Chief of police under Ciena's authority; a cautious, unofficial advocate for fair treatment of the huntsmen
