Voice

Mairen's voice has a dry, slightly rasped edge from salt air and years of calling across a working quay. She projects cleanly without shouting and clips the ends of instructions so they carry through wind. When she tells a joke, her chipped tooth catches her lower lip for a beat before she smiles.

Her speech is direct and workmanlike, full of verbs like haul, brace, lash, and clear. Years of calling instructions over surf have given her crisp consonants and a habit of repeating the key part of an order. Jokes come dry and quick; anger makes her words more exact, not softer.

Speech patterns

Uses plain work language and concrete examples rather than slogans.
Asks who will be exposed to danger before she asks whether a plan is clever.
Calls people by their trade or task when under pressure: 'Hauler, take the line.'
Uses dry humor to ease fear, then becomes blunt when the stakes are ignored.

How to play them

Treat Mairen as a practical partner, not a symbol. Offer reliable evidence, a safe plan for children, or a way to protect workers from retaliation. She is willing to break rules, but will not accept a plan that depends on luck in the low streets.

Goal

Have the lower gate opened under a controlled, witnessed test before the next spring tide, then secure a safe evacuation route for the families living below the wall.

Motivation

She wants the town to confront the seawall's condition while there is still time to save the people living below it.

Secret · GM only

Appearance

Mairen has the compact, weather-braced look of someone who has spent years hauling wet rope against a crosswind. She walks with her right shoulder slightly forward, as if perpetually leaning into a load, and plants each boot with deliberate care on slick ground. Her chipped front tooth shows when she gives a quick, lopsided grin. A short coil of spare cord is always looped around her wrist; one section is flattened, dark with grease, and polished smooth by her thumb. Unexpectedly, she keeps a tiny carved wooden bird tucked into her breast pocket, its beak worn blunt from handling. She leaves the impression of a person already measuring the nearest exit and the safest route for everyone else.

Clothing

A patched tarred-wool coat over a coarse linen shirt, a salt-stiff scarf, rolled trousers, and heavy boots with fresh stitching at the soles. Her cuffs are mended with sail thread, and a net needle sits in a leather sleeve at her belt.

Body language

She leans slightly into conversations, as if bracing against wind, and keeps her hands busy with cord or netting. When someone suggests a plan that endangers children, she stops fidgeting, plants both feet, and looks directly at the speaker.

Personality

14 traits and drives

Mairen is warm with tired workers and impatient with officials who confuse calm appearances for safety. She can be funny and generous over a shared meal, but in a planning meeting she is exacting, skeptical, and unwilling to let a hopeful guess stand in for a tested route. She will risk arrest for the lower streets, yet refuses to gamble with children to prove a point.

Quirks

Tests a line by snapping it once against her thumbnail before she trusts it.
Ties a tiny temporary knot in the edge of any map while thinking, then unties it before handing the map back.
Counts aloud under her breath when people descend stairs in a crowd.
Leaves the last bite of bread untouched until everyone at the table has been served.

Habits

Counts people, not supplies, when planning an evacuation.
Checks the tide before agreeing to any risky work, even when everyone else is impatient.

Protective without being sentimental: she remembers who needs help and expects them to take part in their own rescue if able.
Practical enough to distrust grand speeches, but hopeful enough to keep organizing after setbacks.
Patient while teaching a difficult repair, impatient when someone dismisses a warning without checking it.

Flaws · 3

She takes on too much herself and can mistake exhaustion for proof that a plan is working.
She is stubborn once she believes a danger has been dismissed for political convenience.
She withholds uncertain information until she can verify it, which can make allies feel shut out.

A spring tide flooding the low streets before families can escape.
A rescue plan that leaves children behind.

Reliable confirmation of whether the seawall is failing.

Combat

AC 11 · HP 9 · 30 ft.

Mairen avoids fair fights. She uses the net or boat hook to create an opening, then retreats toward cover and calls for help. She will put herself between danger and children or trapped workers, but she will not start a fight to make a political point.

Custom feature. Tidewise. Mairen can judge the direction and urgency of a current by watching loose fibers, foam, and floating scraps. This grants advantage on an appropriate check to assess a tide or find a safe route through shallow water.
Custom feature. Workers' Trust. Quay workers who know Mairen are more likely to share practical information, shelter, or a warning if she has treated them fairly.

Actions

Boat Hook. Melee Weapon Attack: to hit, reach 5 ft., one target. Hit: 3 () bludgeoning damage. Mairen uses this only to make space or escape, not to pursue a fight.
Weighted Net. Ranged Weapon Attack: to hit, range 20/60 ft., one target. Hit: 3 () bludgeoning damage. Mairen can also use the weighted net to restrain a target; the target can use its action to make a Strength check, freeing itself on a success.

Reactions

Interpose. When a creature Mairen can see attacks a creature within 5 feet of her, Mairen can impose disadvantage on the attack roll by stepping into its path and raising her boat hook. She can use this reaction only while holding the hook and only if she is not incapacitated.

Services they sell

Repairs nets and basic fishing gear for modest pay or a fair exchange.
Can organize willing quay workers for a safe, practical task.
Can advise on waterfront routes, mooring lines, and ordinary tide behavior.

Rewards they can give

A safe harbor contact among the net menders and quay workers.
Practical knowledge of Greyhook's waterfront paths, mooring points, and tide behavior.
If the lower gate is inspected safely, evidence that may help the settlement prepare for the next spring tide.

  • Wooden bird (keepsake)A blunt-beaked bird carved from driftwood, carried for reasons she does not explain.

Possessions

A half-finished net in a shoulder bag.
A tin of wax for preserving cord.
A folded sketch of the lower gate and nearby streets.
The driftwood bird carved by her father.

Background

Mairen was born in the low streets below Greyhook's seawall, where spring tides pressed brackish water through door cracks and families learned to keep their bedding on shelves. Her mother repaired sailcloth; her father worked the quay until a winter fever took him. Mairen became a net mender young, then discovered that a dockworker who knows every crew's hands and every rope's weakness can organize people as readily as she can repair gear. Years ago, a storm alarm came late because the lower gate's warning chain had jammed. Mairen helped pull two children from a flooded lane, but an older neighbor drowned before the rescue line reached her. Since then, she has insisted that safety plans account for the slowest person, not the strongest. She now wants the lower gate opened under controlled conditions before the next spring tide, so the town can learn whether the seawall is failing. The harbor reeve calls the opening illegal and dangerous; many workers fear losing their wages if they support her. Her closest ally is a retired lamp tender who can read the old gate's mechanism, while her younger brother, a barge hauler, thinks she is pushing the town toward panic. She spends her days mending nets and quietly collecting willing hands, reliable ropes, and proof of the wall's condition.

Role in the story

A working-class organizer whose plan can expose a civic disaster before it becomes a catastrophe. Mairen can recruit labor, interpret harbor conditions, and force the party to consider who bears the risk of their choices. Her objectives remain active whether or not the characters help her.

“Her mother repaired sailcloth; her father worked the quay until a winter fever took him.”
