At the table

Voice

His voice starts with a small nasal intake, then settles into a soft, slightly rasped delivery shaped by years of speaking over wind and gulls. He is not breathy or timid; he simply wastes little air. His laugh is brief and unexpectedly sharp, like a gull's bark cut short.

He speaks softly and plainly, with the measured pace of someone who has learned that people reveal more when they are not interrupted. Harbor noise has left a faint rasp at the edge of his breath. He gives names and numbers cleanly, but pauses before promises and takes a quick breath through his nose before answering a question he fears.

Speech patterns

Begins with a practical detail, such as a tide time or a missing signature, before approaching a sensitive subject.
Repeats a question in different words if someone answers around it.
Uses short, quiet sentences in public and allows long silences in private.
When lying, includes one unnecessary but verifiable detail to make the rest sound ordinary.

How to play them

Treat Seshin as a cautious source, not a swaggering conspirator. He responds to precise questions and concrete offers of protection, but reacts badly to public accusations. Demonstrating that the acolytes' information has harmed someone may shake his justifications. Give him a way to make restitution, and he may provide schedules, names, or a route to the sea caves.

Goal

Keep his place in the council office while finding a way to sever his connection to the acolytes without placing the harbor's southern families in greater danger.

Motivation

Seshin wants to believe that information can be traded without becoming responsible for what follows. Beneath that self-protective reasoning is a real desire to keep Gullwake Harbor's ordinary residents safe.

Appearance

Seshin is tall and narrow through the shoulders, with a slightly forward lean that makes him seem to be listening even when he is walking away. Harbor wind has roughened the skin at his temples and dried salt into the creases beside his nose. His dark hair sticks up in uneven wisps, as if he has repeatedly run both hands through it while reading. He moves in small, economical shifts, planting his feet before turning his head. An unexpected detail for a council clerk: he carries a tiny wooden flute and can coax a clean, bright whistle from it while waiting for ink to dry. People often remember the pause before he speaks, a small intake through his nose, and the sense that he has already filed away their answer.

Clothing

An average-quality pale orange tunic, dark leggings, a narrow belt, and scuffed sandals. The tunic cuffs are permanently smudged with ink; a patched inner pocket holds folded slips and a small flute.

Body language

His shoulders stay slightly hunched over papers, but his eyes track doors, hands, and pauses. He turns his head only after a speaker finishes, as though giving their words time to settle. Under pressure, he squares scraps of paper into exact stacks.

Personality

13 traits and drives

Seshin is accommodating in routine work and stubborn about details, yet he will bend a record to protect himself while resenting anyone who treats him as an easy mark. Around strangers, he listens and offers small courtesies; with colleagues, he can be dryly funny. When frightened, his careful thoughtfulness curdles into delay. When someone is genuinely in danger, the old shame of the squall can push him into sudden, reckless action.

Tests the nib of his pen by drawing three tiny waves in the margin.
Counts stairs under his breath, then loses count whenever someone addresses him.
Turns a cup so its handle points toward the nearest exit.
Plays the same four-note phrase on his flute whenever he is waiting for an answer.
Keeps a dried sea grape in his pocket and rolls it between finger and thumb when thinking.

Habits

Arrives early to read petitions before anyone else enters the council room.
When a meeting turns heated, he records the exact words rather than summarizing, then watches who notices.
Keeps his informant meetings short and changes his route home if he sees a familiar face twice.
Offers mundane, useful help before asking anyone a difficult question.

Combat

AC 20 · HP 54 · 25 feet

Seshin avoids a fair fight. He uses his remark to disrupt a pursuer, throws the awl only to create a moment's opening, and retreats toward a crowded quay or a watch post. If cornered, he bargains with whatever information he has rather than fighting to the end.

Council clerk; his access to minutes, petitions, and harbor schedules makes him unusually well informed about Gullwake Harbor.
Custom feature, practiced listener. Seshin can usually identify when a speaker is avoiding a question, though he cannot tell whether the reason is fear, deceit, or simple caution.

Actions

Paperweight Strike. Melee Strike, to hit, reach 5 feet, one target; damage bludgeoning. Seshin uses a concealed brass paperweight as an improvised weapon.
Writing Awl. Ranged Strike, to hit, range 20 feet, one target; damage piercing. Seshin throws a narrow writing awl, then tries to escape rather than press the attack.
A Remark Placed Precisely. Custom auditory action, two actions. Seshin speaks a carefully chosen detail from a conversation he overheard, forcing a creature within 30 feet that can hear him to hesitate. The creature must succeed at a Will save or take a -1 circumstance penalty to its next attack roll or skill check before the end of its next turn. This is a social distraction, not a magical effect.

Reactions

Slip Through the Gap. When a creature within 10 feet moves away from Seshin, he can Step 5 feet. He uses this only when he can move toward cover, a crowd, or an exit.

Services they sell

Can explain Gullwake Harbor's council procedure and point out which petitions are likely to draw attention.
Can quietly verify a public harbor schedule or identify routine gaps in patrol coverage.
Can arrange a cautious introduction to one of the Cult of the Kraken's local messengers, though doing so puts him and the party at risk.

Rewards they can give

Accurate information about harbor schedules, council decisions, and which officials are likely to be present.
A copy of a southern-cove patrol schedule, if convinced he is helping prevent further harm.
A small wooden flute, offered as a personal token if the party helps him make amends.

Equipment

  • Clerk's writing kit (tool)Worn, practical writing kit with ink, two nibs, and folded paper slips.
  • Pocket flute (personal item)A small wooden flute with a chipped mouthpiece; he plays it quietly while waiting.
  • Brass paperweight (improvised weapon)A heavy brass paperweight, useful for holding papers down in harbor wind and, in desperation, for striking.
  • Writing awl (simple weapon)A narrow awl for piercing and binding paper bundles, sharpened more than office work requires.

Possessions

Council notes and copied harbor schedules
A modest purse of mixed coin
A small wooden flute
A folded list of tide times for the southern caves

Background

Seshin grew up among Gullwake Harbor's counting sheds, where his mother copied cargo tallies for fishmongers and taught him that a neat hand could keep a family fed. A council clerk noticed his quick arithmetic and hired him to sort petitions and record the harbor council's public decisions. The work placed him close to arguments that ordinary townsfolk never heard, but never close enough to hold authority himself. Years ago, during a night squall, a clerk's skiff capsized near the southern sea caves. Seshin heard a trapped deckhand calling from beneath the quay and froze, certain that the rising water would take him too. A group of cave-dwellers pulled the man free. Their acolytes later asked Seshin for harmless information in exchange for their silence about his inaction. The requests grew more specific. Now he passes schedules and snippets of council talk to Cult of the Kraken acolytes near the caves, telling himself that he can manage the damage. His closest working relationship is with council recorder Dema, who trusts his careful minutes; he fears she is beginning to compare his copies with the originals. Meanwhile, fishermen's families keep asking him why harbor patrols arrive late to certain southern coves.

Role in the story

A low-ranking clerk with access to valuable information, Seshin can connect the council's public business to the Cult of the Kraken's covert activity around Gullwake Harbor. He is both a useful informant and a source of moral pressure: exposing him could protect the council, while helping him turn against the cult may prevent further harm.
