Voice

A dry, clear voice with a little rasp from dust and long days calling over work crews. It carries without shouting, shaped by years of giving directions in crowded courtyards and listening through thin walls. Her consonants are crisp; her pauses are deliberate.

Sethri speaks in direct, work-shaped sentences, with the clipped precision of someone used to giving directions across crowded rooms. She pauses long enough to let an answer become uncomfortable rather than filling the silence. Her vocabulary is plain, but her questions are carefully framed. When angry, her consonants sharpen and she names people, dates, and specific decisions; she does not raise her voice to make a point.

Speech patterns

Asks people to distinguish what they want from what they are willing to do.
Repeats a person's own argument back to them before challenging it.
Uses ordinary practical details, such as water, blankets, and doorways, to bring abstract arguments down to earth.
When someone claims there is no choice, asks which consequence they are choosing to accept.

How to play them

Sethri offers practical help before asking for loyalty. She lets people disagree without interruption, then asks them to state the likely costs and who will bear them. She does not promise safety she cannot provide. Earn her trust by being candid about your limits and following through on a small commitment.

Goal

Keep the drought from turning the Hollowed into competing bands, and establish a fair, public method for distributing the district's remaining water.

Motivation

Sethri believes care without accountability becomes control, while accountability without care becomes punishment. She wants people to be able to survive disagreement without being abandoned.

Secret · GM only

Appearance

Sethri has a compact, weather-browned face and a steady, appraising gaze. Her dark hair is parted into narrow sections and wrapped close to her head beneath a plain charcoal scarf. A small wooden mask, worn smooth at its edges, hangs at her breast rather than covering her face. She stands with her weight slightly forward, as if ready to carry a crate or step aside and let someone pass. While listening, she repeatedly checks the mask's lower cord with her thumb. Her hands are broad and callused from hauling water and repairing shelters; unexpectedly, she keeps a tiny collection of pressed flower petals tucked into waxed paper in her sleeve. She moves without hurry, but seems to have already noticed every exit.

Clothing

A charcoal scarf, layered brown work shirt, patched slate-blue coat with deep inside pockets, sturdy trousers, and soft-soled boots. Nothing is uniform, though several seams have been mended with the same rust-red thread used by other Hollowed members.

Body language

She waits with her weight over the balls of her feet and her hands loosely clasped at her waist. Her thumb checks the cord of her wooden mask whenever another person speaks at length. When she disagrees, she turns her whole body toward the speaker instead of pointing or interrupting.

Distinguishing features

A small, smooth wooden mask hangs at her chest, its cord checked by her thumb whenever she listens.
She carries pressed flower petals in waxed paper inside her sleeve, carefully protected from rain.
Her boots are soft-soled and make surprisingly little sound despite her sturdy build.

Personality

14 traits and drives

Patient and observant, Sethri makes room for people to disagree without treating every disagreement as betrayal. Her compassion is practical rather than sentimental: she brings water, finds a bed, and remembers who has not eaten. In a crisis she becomes brisk and directive, then later returns to ask whether her orders caused harm. With people she trusts, she allows dry humor and admits uncertainty; with officials, she is courteous but exacting. She dislikes being made into a symbol and can become stubborn when others praise her instead of sharing the work.

Neutral good

Quirks

Checks the lower cord of her hanging mask with her thumb whenever she listens.
Turns cups so their handles face the person who will use them.
Leaves a door open by exactly the width of her palm during difficult meetings.
Keeps pressed petals but cannot remember the names of most flowers.
Before making a promise, taps the object closest to her twice with one knuckle.

Habits

Counts available exits and water containers when entering a room.
When a proposal is popular, asks who will carry out the least pleasant task.
Makes time for disagreement, then refuses to let people pretend their choices have no consequences.
If frightened, becomes more practical rather than more forceful: checks doors, gathers names, and assigns simple tasks.

Traits · 4

Listens without rushing people, but expects them to own the consequences of their choices.
Offers concrete help more readily than comfort.
Can be warm in private and unsparing in a public meeting.
Distrusts both unquestioning obedience and easy declarations of solidarity.

Flaws · 3

She can delay an urgent decision while trying to make sure every consequence is named.
She sometimes treats accepting blame as a substitute for asking others to share responsibility.
Her calm manner can make exhausted people feel that she has already judged them.

Fears · 3

That a decision made in haste will again trap the people it was meant to protect.
That the Hollowed will become so careful about internal disagreement that it fails to act while people suffer.
That Duma will be discovered helping her and lose the only position from which he can warn the district.

Wants and needs · 4

A fair plan for rationing water before the stores run out
Reliable information about patrol changes
The Hollowed to share responsibility rather than treating her as its sole conscience
A chance to tell the truth about the fever evacuation without making the people harmed by it carry her guilt

Combat

AC 11 · HP 9 · 30 ft.

Sethri avoids a fair fight. She positions herself near an exit, uses cover, calls for help, and tries to separate aggressors from bystanders. She uses her walking stick to obstruct or create distance and will surrender possessions rather than risk a civilian's life. If an ally is trapped, she prioritizes opening a route over defeating an enemy.

Unmasked Seat. Sethri holds no permanent command. The Hollowed's members may refuse her proposals, but anyone who agrees must state what risks they accept and who bears the cost.
Custom feature, Patient Witness. After listening to a creature speak for at least one minute, Sethri can summarize its stated position and ask one precise question about its consequences. This grants no magical compulsion.
Custom feature, Shelter Signal. Sethri can use a prepared sequence of knocks and chalk marks to alert nearby Hollowed helpers. It reaches only those who know the local signal and may be intercepted.

Actions

Walking Stick. Melee Weapon Attack: to hit, reach 5 ft., one target. Hit: 3 () bludgeoning damage. Sethri uses this only to make room for an escape.
Clay Pouch. Ranged Weapon Attack: to hit, range 20/60 ft., one target. Hit: 4 () bludgeoning damage. The pouch contains packed river clay and is meant to distract, not injure.
Offer a Way Out. Sethri names a safe route, a nearby helper, or a practical need she can meet. This is a social action, not a supernatural effect, and depends on local circumstances.

Reactions

Make Room. When a creature Sethri can see moves within 5 feet of a willing ally, Sethri can use her reaction to interpose her walking stick and help that ally move up to 5 feet without provoking opportunity attacks from that creature. Sethri must be able to move and cannot use this if she is incapacitated.

Services they sell

Can arrange emergency shelter through a trusted local helper
Can pass a message through Hollowed contacts when it is safe to do so
Can provide practical knowledge of local water access, patrol timing, and evacuation routes

Rewards they can give

A safe night's shelter arranged through a local Hollowed contact
A reliable warning about patrol movements, if Sethri believes the warning will not endanger her helpers
A marked district map showing public wells, blocked lanes, and places where food is shared

Pressed flower petals in waxed paper
A district map marked with water points and safe routes
Three clean bandages and a small tin of salve

Background

Sethri grew up carrying water between the cramped hillside tenements of Kett's Drop, a name outsiders insist refers to a famous execution. Locals know it comes from the day a magistrate dropped his seal into a cistern and blamed the neighborhood. As a young courier, Sethri learned which doors opened for a knock, which opened only for food, and which should never be approached after dark. During a winter fever, she followed a physician's order to keep a crowded lodging sealed. The order slowed the outbreak outside but trapped two sick families inside. One of the dead was her younger brother, whose last request was that she stop treating obedience as the same thing as care. Sethri later joined the Hollowed, a decentralized masked network that moves medicine, food, witnesses, and people out of danger. She became an Unmasked Seat because members needed someone accountable in open meetings, not because she wanted authority. Her closest ongoing bond is with Duma, a former watch clerk who provides warnings but will not abandon his paid post. Sethri also owes a difficult favor to Oru, a shelter keeper whose building she once exposed to a raid by choosing to divert guards toward a different refuge. Now a drought has thinned the district's water stores, and rival Hollowed cells disagree over whether to share supplies with a magistrate's loyalists. Sethri is trying to make the choice openly, before fear makes it for them.

Role in the story

A community organizer who can connect the party to shelter, witnesses, and mutual-aid routes, while forcing them to confront who pays for their plans. Sethri is neither a quest dispenser nor a secret commander; she has a constituency, limited supplies, and decisions that may be opposed by people she cares about.

From their background
Faction
The Hollowed, a decentralized masked rebel and mutual-aid network. Sethri is its Unmasked Seat: a visible, accountable representative, not a commander.

Known connections

Duma, a watch clerk who passes her patrol changes but insists that he is not a rebel.
Oru, a shelter keeper who trusts Sethri's intentions less than her judgment and still expects repayment for an old mistake.
Her younger brother, Tavi, whose memory informs her refusal to confuse obedience with kindness.
