Veskaii was raised in Nirva, in the Twilight Expanse, as the son of Osk and younger brother to Zyrelith Aereth-Sol. His household taught that the Draconic Mandate was sacred: dragons and their kin were entitled to command other peoples. Veskaii learned the formal arguments well, then began noticing who carried the water, repaired the flood gates, and went unheard when decisions were made. During the spring flood, he was sent to deliver sealed orders to a lower canal station. He found the sluice workers locked out while water climbed through their district. He broke the order seal, opened a relief channel, and helped ferry children to high ground. The experience changed his understanding of obedience: a command could be lawful and still be cruel. Veskaii believes King Raxoth caused the flood, or knowingly allowed it, to justify emergency rule and strengthen his claim to divine authority. He has not proved it. He now gathers testimony and fragments of maintenance records while trying to keep his younger brother Zyrelith from inheriting the same certainty.
