At the table
“This shard is worth less than the case it came in. The case belonged to a man who disappeared in 2049. That”
Voice
A dry, slightly rasped speaking voice shaped by filtered air, coffee, and years of communicating over headsets. His field-trained diction is measured and exact, with Night City slang slipping in naturally when he is tired or amused. His sarcasm lands through timing and word choice, not volume.
His voice has a dry, lightly rough edge from years of filtered air and too much late-night coffee. He speaks with the clipped precision of a field operative, but his Night City slang surfaces when he is tired or making a joke. He does not rush words; he leaves short pauses where other people might volunteer more than they meant to.
Speech patterns
How to play them
Vik listens before offering terms and tests a stranger with a small, verifiable fact. He trades in favors, access, and context as readily as money. He is hard to intimidate, but responds well to competence, precise honesty, and people who protect those with less leverage. Threats against his collection make him cold and decisive; threats against his old contacts make him reckless.
Goal
Recover the remaining Blackwatch mission records, identify who ordered the substation extraction, and make the truth public without sacrificing the people who helped him survive.
Motivation
He wants the forgotten people behind Night City's famous devices, disasters, and legends to be remembered by name, and he wants to make sure corporate history cannot be neatly rewritten.
Appearance
Cem Vik is a seasoned Night City fixer whose stillness feels deliberate rather than relaxed. His close-cropped dark hair is beginning to silver at the temples. Fine, matte-black interface seams disappear behind his ears and into the collar of his jacket; a smoked-glass targeting lens folds down over one eye when he works, but otherwise his eyes look entirely human. His dark olive coat is cut like civilian streetwear until he moves, when its hidden reinforced panels shift with a quiet, military precision. The cuffs are repeatedly mended with different thread, while his old Blackwatch field watch is polished almost obsessively. He takes up very little space in a room, yet somehow makes everyone else feel as though they are standing in a doorway he controls. The unexpected detail: he wears a tiny, hand-painted ceramic bird pin on the lapel, repaired with visible gold-colored solder after it broke.
Clothing
A dark olive fixer coat with discreet ballistic reinforcement, a charcoal high-collar shirt, close-fitting trousers with concealed tool pockets, and scuffed boots made for wet pavement. The coat's cuffs show several careful repairs in mismatched thread. His old field watch and ceramic bird pin are the only conspicuously personal items.
Body language
Vik rarely leans back. He stands at an angle that leaves a clear path to the door, fingers resting near a jacket seam where a tool is hidden. When listening, he watches the speaker's hands instead of their face. He gives a small nod when he has made a decision, and does not repeat it.

Personality
12 traits and drivesCalm and intensely professional in negotiations, Vik uses sarcasm to keep people from mistaking composure for warmth. He prefers leverage to violence and carefully built alliances to impulsive heroics. Yet he is not detached: he is quietly protective of people discarded by powerful institutions, and that compassion can make him break his own rules. When relaxed, he is unexpectedly patient with curious visitors and will explain the story behind a cheap old object. When angry, he becomes exacting and direct, naming consequences without raising his voice or dressing them up as jokes.

Combat
AC 17 · HP 82 · 30 ft.Vik avoids a fair fight. He uses cover, a prepared exit, and the environment, preferring to disable cameras or misdirect opponents before the first shot. He targets the most capable enemy with Sneak Attack, then repositions with Cunning Action. He uses his EMP puck against clustered foes or exposed electronics and retreats if civilians are at risk. If cornered, he fights cleanly and efficiently, but will spend an action protecting an ally or securing evidence rather than pursuing a kill.

Background
Cem Vik spent his early adult life as a Blackwatch operative for Veyrion Industries, a corporate security division whose deniable teams recovered prototypes, erased witnesses, and made inconvenient research disappear. He learned to plan exits before entrances and to treat every official explanation as a bargaining position. During an extraction at an abandoned substation, his team was ordered to leave a wounded technician behind to protect a prototype. Vik disobeyed, dragging the technician out through a service conduit while the rest of the squad withdrew. The technician survived, but the prototype was lost and Veyrion buried the incident. That choice changed his loyalties: he stopped believing that a clean operation was the same thing as a just one. After leaving Blackwatch, he turned his operational contacts into a fixer network, trading access, intelligence, and carefully verified favors. He now brokers jobs from a cramped back room above a shuttered repair shop at the Bend, a local name for the curve in an old elevated transit line. His private collection is organized by the lives attached to its objects, not their market price: a cracked Blackwatch comm bead, a prototype optic, a stack of obsolete data shards, a Veyrion recruitment holovid, and a battered music player recovered from a Night City street legend. He still checks on the rescued technician, now an underground cyberware surgeon, and quietly supports a former squadmate who wants to expose Blackwatch's old missions. Vik's present problem is that Veyrion has begun quietly buying back pieces of his collection, and one shard contains evidence that could implicate people who are still powerful.
Role in the story
A wary but valuable contact who can turn rumors into actionable intelligence, connect the party to Night City's hidden networks, or commission a recovery job with personal stakes. His collection can reveal the history behind a campaign mystery, while the Blackwatch archive makes him a target and gives the party a difficult choice about exposing corporate crimes.
