At the table

Voice

A dry-edged, carrying voice, with a short nasal intake before formal pronouncements. Its cadence comes from court training and years of giving orders across exposed ground: deliberate enough to be heard clearly, never ornamental.

His voice has a dry, papery rasp at the edges, shaped by years of shouting orders through dust and wind. He takes a brief, audible intake before formal statements, then delivers them in firm, well-separated clauses. In private with Osk or the children, the cadence loosens and he uses more questions than declarations.

Speech patterns

Frames political choices as duties owed to the governed, while assuming that the Mandate determines who should govern.
Uses short, concrete military language when plans are failing.
Says "What will follow the banners?" when he wants a proposal to account for civilians and supply.
Calls a defeated opponent by their proper title if they showed courage.

How to play them

Begin with respectful formality and ask what the party wants protected or changed. Varkat bargains sincerely over terms, safe passage, supplies, and treatment of civilians, but will not pretend that he regards equal sovereignty as the proper end state. He responds well to competent planning and evidence of responsibility. If confronted with his family's concerns, he listens longer than he wishes to, then tries to make a concrete promise.

Goal

Secure the border campaign's surrender and establish a stable administration before the occupied territories collapse into rebellion.

Motivation

He wants a realm whose order is strong enough to prevent predation and whose rulers actually meet their obligations. He believes the Draconic Mandate is the only authority capable of creating it.

Appearance

Varkat is a tall, broad-chested Drairesse with silver-white scales, each one finely ridged like overlapping pieces of hammered shell. Gold light rests around him in a faint, steady aura, gilding the edges of his jaw and shoulders even in shade. He walks with a measured, heel-first tread that makes his armor answer in small, deliberate clicks. A narrow strip of blue-grey cord is always wound around his glaive haft; its fibers are polished smooth where his thumb repeatedly rubs them. Unexpectedly, he keeps a tiny clay bird tucked into his formal sash, crudely made and painted with one lopsided blue wing.

Clothing

A fitted dark-blue officer's coat under scale-reinforced ceremonial armor, fastened with the sunburst device of Subhouse Aereth-Sol. He wears a plain travel cloak over it when inspecting camps. His sash carries a tiny clay bird, incongruously rough beside the polished fittings.

Body language

He stands squarely and keeps his hands visible during negotiation, a practiced signal of command rather than warmth. When listening, his chin dips by a fraction and his golden aura gathers along his brow. His thumb rubs the same worn place on the glaive cord whenever someone mentions the children or the campaign's cost.

Distinguishing features

A tiny, lopsided clay bird rides in his formal sash, a gift from Zyrelith.

Personality

15 traits and drives

Varkat is courteous without being yielding, and capable of real tenderness without questioning the hierarchy he serves. In council he is patient, listens closely, and asks practical questions; under battlefield pressure he becomes clipped and decisive. He likes people who keep their word, yet assumes that a just ruler may impose order on those who have not agreed to it. With family he is more uncertain and willing to be teased, though he still tries to solve emotional problems as if they were campaigns.

Alignment
Lawful, with an imperialist conviction that he considers just.

Quirks

He tests whether a table is level by setting a coin-sized disk on it before any planning session.
He counts supply wagons under his breath in groups of seven, then starts over if interrupted.
He rubs the worn patch of cord on his glaive when weighing a decision.
He places his clay bird facing the nearest door before sleeping.
Before speaking in council, he takes one audible, dry intake through his nostrils, a habit left by years of dust-filled marches.

Habits

In council, he lets others finish, then reduces a complicated dispute to a few blunt choices.
Before committing troops, he asks who will feed civilians after the fighting. He considers the question military planning, not charity.
When worried about his family, he checks the clay bird in his sash as if confirming it is still there.
He shows genuine respect for a capable opponent, but rarely questions whether his own cause has the right to rule.

Traits · 4

He respects competence even in people who oppose him.
He can be gentle with individuals while supporting harsh policies toward whole populations.
He believes loyalty must be earned by a ruler, but the right to rule comes from the Mandate.
He prefers a difficult truth to a comforting lie, except when the truth threatens his coalition.

Flaws · 4

His belief in Drairesse supremacy makes him mistake consent for a temporary obstacle.
He can turn humane concern into a more efficient argument for conquest rather than reconsidering conquest itself.
He puts duty before family, then tells himself that his family will benefit from the order he builds.
He dislikes admitting uncertainty in front of subordinates.

Fears · 3

That his children will inherit a world defined by campaigns he chose to wage.
That King Raxoth will be undermined by rivals while Varkat is away.
That the Mandate may be upheld in name while its rulers neglect the obligations that should justify it.

Wants and needs · 4

A timely report from the border campaign before rival houses force a rash escalation.
Proof that occupied communities can be governed without repeating the famine-valley abuses of his youth.
A private chance to return home before Veskaii and Zyrelith grow accustomed to his absence.
A trusted intermediary able to speak candidly without making him feel that loyalty to King Raxoth is being tested.

Combat

HP 38 · 30 feet per round (custom table assumption; adjust to the campaign's movement rules).

Varkat uses his glaive to control space and break an opponent's footing while directing allies into a disciplined line. He prioritizes threats to his troops and civilians over personal glory. If outnumbered, he falls back toward defensible ground rather than pursue a flashy victory. He prefers surrender to needless killing, but considers resistance to the Mandate a political problem that must ultimately be overcome.

Custom Generic Fantasy trait. Mandate-Bound. Varkat treats submission to Drairesse rule as a moral duty, not merely a political convenience. This grants him resolve in negotiations but makes compromise on sovereignty difficult.
Custom Generic Fantasy trait. Field Reader. After observing a battlefield for a moment, Varkat can identify the most vulnerable supply route or formation weakness and explain how to exploit it.
Custom Generic Fantasy trait. Gold Aura. A warm golden radiance clings to his scales, growing brighter when he invokes the Draconic Mandate. It is a visible supernatural sign, not a stated rules bonus.

Actions

Hooked Glaive. Custom combat action: Varkat strikes with a long, hooked glaive. On a successful attack test, deal a heavy wound; a target who fails a resistance test is driven a short distance or knocked off balance.
Hold the Line. Custom command action: Varkat names a clear tactical order to one ally who can hear him. If that ally follows it immediately, they gain an advantage on their next relevant test. Once per encounter.
Proclamation of the Mandate. Custom social action: Varkat states the Mandate as a binding principle and offers a choice between orderly submission and costly resistance. This can sway listeners who respect authority, but further alienates those who reject Drairesse rule.

Reactions

Shield the Formation. Custom combat reaction: When an ally within reach is threatened, Varkat can step between them and the attacker. The attack is redirected to Varkat if the attacker can reasonably strike him.

Services they sell

Military counsel and battlefield planning.
A formal introduction to King Raxoth, when politically appropriate.
Safe passage through Nirvan-controlled territory under written terms.

Rewards they can give

A safe-conduct writ bearing King Raxoth's seal, if the party proves it can be trusted.
Access to military maps, supply routes, and a formal audience with the Nirvan court.
A negotiated withdrawal or civilian protection agreement, if the party offers a workable alternative to continued fighting.

Background

Varkat was born into House Yverroth's Subhouse Aereth-Sol, where his early lessons paired court etiquette with maps of territories considered overdue for Drairesse rule. As a young officer, he helped plan a campaign whose supply line ran through a famine-struck valley. He obeyed orders to seize grain, then saw his own troops leave the starving villagers with nothing. The memory did not turn him against the Draconic Mandate; it changed his idea of what conquest required. Since then he has insisted that a ruler must feed, protect, and administer those brought under the Mandate, a conviction that makes him more humane in practice and no less imperial in principle. He rose from staff officer to war general and advisor to King Raxoth of Nirva, whose trust he values and whose restraint he sometimes privately questions. At home, his husband Osk argues that Varkat's campaigns are making their children, Veskaii and Zyrelith, inherit a war rather than a realm. Varkat has promised to bring the current border campaign to a conclusion before either child is old enough to serve. The campaign is already behind schedule, its allied houses are quarrelling over occupied land, and King Raxoth expects a decisive report from him.

Role in the story

A powerful courtly antagonist or uneasy ally whose conviction in the Draconic Mandate brings him into conflict with people seeking self-rule. He is not a cackling conqueror: his concern for competent governance and civilian survival can create openings for negotiation, but does not erase the coercion at the heart of his cause.
