The adventure begins in the Lantern Quay during a violent midnight storm. Lord Cassian Vale is murdered within sight of the characters. His killer, Rusk Vane, wears a silver half-mask and carries a narrow hooked blade. The characters have only moments to choose between pursuing the assassin, tending to the dying noble, or protecting Mira Fen, who is hiding beneath a nearby fish cart. Whatever they choose, the assassin escapes into the dock maze and leaves behind a black glass token marked with a three-pointed star.
Seraphine Quill
After the first pursuit, Seraphine Quill approaches the characters through a side passage beneath the customs house. She identifies the black glass token as a mark of the Black Meridian and asks them to find Lord Vale’s cipher ring before the city watch arrests them. She offers sanctuary, a partial map, and the promise that Lord Vale’s death can be avenged if they reach the drowned temple before dawn.

If the characters fail, the Black Meridian completes the ritual and sacrifices much of the harbor district to awaken the Star Below. Even success may destabilize Veyr, expose corrupt noble houses, and leave an ancient power aware of the characters.
Background Lore
For three centuries, the city of Veyr has grown rich on river trade, privateering, and the sale of forbidden relics. Beneath its oldest docks lies a drowned temple dedicated to the Star Below, an entity believed to sleep beneath the harbor floor. A secret cabal called the Black Meridian has spent years placing agents in the city watch, merchant houses, and noble courts while gathering the components needed to awaken the entity. The murdered noble, Lord Cassian Vale, discovered that the city’s rulers were being manipulated and planned to expose the conspiracy. His death is meant to silence him, frame a rival faction, and force the final stage of the cabal’s ritual into motion.
Lord Cassian Vale, a powerful noble, has been murdered at the city docks. The characters witnessed the killing and must pursue the silver-masked assassin through a dangerous maze of warehouses, cranes, floodgates, and smugglers’ tunnels. The assassin is fleeing with evidence that may identify the person who ordered the murder. If the characters catch him, they will discover that the killing is connected to a secret society preparing a forbidden ritual beneath the harbor.
