The Opening

Set the Scene

The characters arrive in Bellwether as villagers gather beneath the bell tower. The reeve, Mara Venn, is trying to keep an angry crowd from accusing Tovin. She offers a modest reward for the clapper and the missing bell keeper, and quietly asks the party to investigate before the coming rain makes the old floodgate dangerous.

Stakes

If the party fails to find Harl or stabilize the floodgate before heavy rain, the lower farms may flood and Bellwether will lose its most reliable warning system. The greater consequence is that the village may again conceal the defect, leaving future storms more dangerous.

Ticking Clock·Heavy rain is expected by nightfall. Use this as narrative pressure rather than a strict timer. After each major delay, worsen the weather, wash away one trail, or bring the water level higher in the sluice house.

Background Lore

For generations, the village of Bellwether has rung its bronze warning bell whenever floodwater threatens the valley. Three nights ago, the bell rang at midnight despite clear skies. By morning, its clapper was missing, the bell keeper had vanished, and the village's sealed floodgate records had been disturbed. The valley's old floodgate is real, but most residents believe it has not been used in decades.
