The hook
Set the scene
Rain drums on Nine-Step Hall's slate roof. The broad staircase inside is crowded with wet travelers, and Mara Venn stands beneath the silent bell, holding a list of names she has not yet been able to call. She tells the party the clapper disappeared from its locked case less than an hour ago, and dusk is close.
How Mara Venn asks
Mara approaches the party in the main hall, offers a modest reward, and asks them to work quietly so the frightened residents do not panic.
She admits that the clapper was kept in a locked case but does not know how it was removed.

1. A Roll Call Without a Bell
The crowded main hall, beneath the silent bell and beside the nine broad steps.
Mara hires the party while the Hall's residents react anxiously to the missing clapper. The party can calm the crowd, inspect the locked case, and learn that a side latch was opened from within.

2. Footsteps Above the Crowd
The narrow gallery above the main hall, with families sleeping behind hanging blankets and a locked archive door at one end.
The party questions residents and checks the gallery. Tovin can identify a hidden service route, while Ilyra recognizes that the dust resembles residue from sealed archive shelves. Sella may be confronted here, but she is more likely to argue than attack unless cornered.
The Gallery StandoffNextThe route beneath the archive leads to a stairwell that descends into the Hall's older foundations.

3. Under the Ninth Step
A flooded stairwell and cistern passage beneath Nine-Step Hall.
The party navigates wet stone, finds signs of recent passage, and faces the old wardens or works around them. Their actions reveal that the lower mechanism is keyed to the Hall's steps rather than to the bell alone.
The Nine-Step DescentNextA sealed niche at the bottom opens onto the original record chamber.

4. The Names That Were Removed
The record chamber below the cistern, where nine carved names surround a dry stone basin.
The party reaches Sella and the sealed record. They must choose whether to fight, negotiate, ring the bell, or refuse the old oath. Ilyra can authenticate the record, and Mara can speak for the Hall's present residents.
NextThe party's choice determines whether the Hall rings at dusk, remains silent, or announces a new agreement to the waiting settlement.
Behind it
What people believe
Nine-Step Hall is a refuge for travelers stranded by a rockfall in the high pass.
Its keeper, Mara Venn, asks the party to recover the missing bell-clapper before dusk, when the Hall's evening roll call is due. The thief has left clues among the crowded upper gallery and the old passages beneath the Hall. The search may uncover a long-buried dispute over the nearby spring, putting the Hall's residents and the surrounding settlement at odds.
Background
Nine-Step Hall is a waystation and oath-house built around a staircase of nine broad stone steps.
Travelers once climbed them to swear safe conduct before entering the high pass. The pass is now closed by spring rockfalls, and the Hall has become a refuge for stranded merchants, local families, and a handful of guards. Its bell is rung at dusk to mark the names of those who have safely arrived.
The stakes
If the clapper is rung without understanding its purpose, an unjust compact may be renewed and the settlement's access to its spring may be controlled by a few families.
If the party delays or mishandles the search, frightened residents may leave the Hall during dangerous weather.
Encounters
2The Gallery Standoff
Combat or social
A narrow upper gallery overlooking the main hall, with waist-high railings, hanging lanterns, stacked bedding, and a steep drop to the crowded floor below.
Foes
Sella Rook
Two Hall lookouts
ComplicationThe upper gallery contains residents sheltering from the storm. Loud attacks or uncontrolled hazards risk injury and make the Hall's occupants hostile to the party.
ScalingFor a small or low-powered party, Sella begins alone and the lookouts focus on evacuation rather than fighting. For a large or high-powered party, add two more lookouts and have Sella use the gallery's narrow walkways to divide the group. Sella can be persuaded to yield if the party presents evidence that the compact can be exposed without endangering residents.
The Nine-Step Descent
Combat or exploration
A stairwell descending below the Hall, with nine uneven steps, ankle-deep water, a cracked cistern, and stone niches that can provide cover or concealment.
Foes
Two stone-step wardens
One animated oath-slab
ComplicationA loud noise or careless movement may bring water down from the cracked cistern channels, turning the floor treacherous and threatening the sealed record.
ScalingFor a small party, use one warden and make the oath-slab a blocking hazard rather than a full opponent. For a large party, add one warden and let the slab animate twice during the scene. The wardens stop if the party speaks a name recorded in the archive or convinces them the old compact is no longer being honored.

4Mara Venn
QuestgiverQuestgiver and keeper of Nine-Step Hall
WantsKeep the refugees calm and protect the Hall's reputation as a safe refuge. She does not know the full reason the bell has gone missing.
“Find the missing bell-clapper before dusk. If the Hall cannot make its evening roll call, the people outside will think we have abandoned them.”
Ilyra Sorn
Witness and local archivist
WantsRecover a sealed record hidden beneath the Hall and use it to prove her family's claim to a nearby spring. She is willing to risk the Hall's peace, but not to hurt its residents.
“The old steps remember every promise. I only want them to remember one more.”
Tovin Ash
Ally and weathered caravan guard
WantsUncover the truth behind the Hall's old oath records and protect the people whose names were removed from them.
“Nobody steals a bell clapper for its sound. Ask who benefits when a name goes unheard.”
Sella Rook
Antagonist and former Hall attendant
WantsKeep the Hall from completing an old ritual that would bind the surrounding settlement to a disputed water compact. She wants the compact exposed, not renewed.
“I took the clapper. I did not take your people, and I will not let you make them pay for what your ancestors signed.”

On a win
The party retrieves the clapper and uncovers the sealed record.
They can keep the Hall safe by refusing to complete the old oath, expose the coercive compact to the residents, or negotiate a new agreement for the spring. The best outcome preserves the refuge, gives the affected families a voice, and leaves the water dispute to be resolved openly rather than by a hidden binding.
What it leaves open
If it fails
- The party does not recover the clapper before dusk.
- The residents lose confidence in Mara and begin leaving the Hall before the pass is safe. The party can still pursue Sella, but must protect a small group of refugees on the road.
- The party fails to retrieve or preserve the record beneath the Hall.
- The sealed record is damaged or lost. Ilyra can still testify to what she remembers, but the disputed water compact remains difficult to challenge and the spring's ownership is unresolved.
- The party uses force recklessly in the crowded Hall or deliberately endangers its residents.
- The Hall's residents refuse further shelter or aid, and Mara's standing with the local community suffers.
Complications (d6)
- 1A refugee child follows the party into the lower passage and becomes trapped when a stone door shifts shut. Rescuing them costs time but earns the trust of the Hall's residents.
- 2A rain-swollen roof drain floods the first landing, making the lower steps slick and putting any loose papers or small objects at risk of being swept away.
- 3A caravan guard recognizes Tovin and demands that he answer for abandoning an earlier escort. Their argument draws a crowd and delays the party until someone calms them or settles the dispute.
- 4The dusk bell rings once without its clapper, a deep sound from somewhere inside the stone. Nearby lantern flames gutter, and Sella realizes the Hall is reacting to the hidden record being disturbed.
- 5Ilyra's ink-stained notes are stolen from the archive shelf. A quick search reveals muddy prints leading toward the cistern, but the thief is a frightened refugee trying to prevent the record from being found.
- 6A loose lintel drops across the narrow passage, separating one or more characters from the rest of the group. Clearing it is possible, but the noise alerts anyone in the lower hall.
