When Vecna takes the lead, a second, lower source of sound vibrates beneath the words, as if the sentence were being spoken from inside a wooden chest.
His ordinary speech is plain and workmanlike, shaped by years of shouting over dock noise and giving short directions in dangerous places. He has a slightly rough, dry consonant edge and a habit of taking one audible intake of breath before a difficult answer. When Vecna speaks through the seam in his chest, the sound comes from below his sternum as well as his mouth, with an unnerving doubled resonance and clipped, ceremonial phrasing.

Meet directness with directness. Vargan respects people who state what they want and accept responsibility for the cost. He offers practical help before trust, and watches whether characters protect bystanders when no reward is promised. Treat the voice beneath his ribs as a distinct danger, not a theatrical flourish. If the party helps him investigate the relic, he becomes candid; if they threaten his mother or use the dead carelessly, his patience ends.
Goal
Find a way to separate the relic's will from his own without letting Vecna claim the people he loves as leverage.
Motivation
Keep Vecna contained, protect ordinary people from the fallout of his choices, and discover who arranged the shrine expedition.
Appearance
Vargan takes up space as if every room has already been measured for his shoulders. He is compact and powerfully built, with the dense, ropy musculature of a laborer who learned to fight before he learned to read. His skin is warm brown, roughened at the knuckles and dusted with pale flecks of old chalk. His black hair is clipped close at the sides and left in a short, uneven crest. A second mouth, a thin black seam filled with tiny square teeth, lies beneath his breastbone and opens only when Vecna speaks. Vargan moves with economical, forward-leaning steps, then can stop so completely that people mistake him for a carved figure. Before he speaks, he draws one dry breath through his teeth, like a whetstone being set to a blade. His unexpected detail is a habit of carrying a tiny paper menagerie, folding bright little birds and oxen from discarded notices, and leaving them on windowsills for children.

A soot-gray wrap coat reinforced with hidden leather panels, a faded red sash knotted twice at the hip, loose dark trousers, and soft-soled boots. His cuffs are patched with mismatched scraps of sailcloth. He wears no armor, preferring to move freely.

At nineteen, he joined a company of tomb-wardens hired to clear a collapsed shrine beneath the town's old court. The crew broke into a sealed chamber and found a reliquary containing a finger-bone said to belong to Vecna. When a cave-in trapped the youngest digger, Vargan chose to pry open the reliquary's ward rather than leave the boy to suffocate. The bone vanished into him. He survived the collapse, but woke with a second mouth beneath his ribs and a voice that knew the private names of the dead. That night changed his idea of strength: since then, he has treated restraint as a discipline, not a virtue. He now works as a discreet retrieval agent for the Gannet's Turn magistrates, finding cursed objects before cultists do. He has not told Sade what lives inside him. His closest ally is Ibi, a blunt-speaking shrine medic who monitors the episodes, and his former dig captain, Odo, is hunting him to reclaim the missing relic. The voice offers Vargan power and calls his compassion a leash. Meanwhile, the magistrates have begun quietly assigning him jobs that require more violence than retrieval.
Role in the story
A powerful ally whose body is also a contested battlefield. Vargan can guide the party toward a Vecna-linked conspiracy, but his employment by the magistrates and his concealed inscription make him a potential suspect as well as a victim. If the party earns his trust, he can become a steady protector and informant. If they ignore the danger inside him, Vecna may briefly turn their ally into their most terrifying opponent.
