In motion, the glow trails a fraction of a second behind him, like light reflected in slow water. He takes up less space than his broad shoulders suggest, turning sideways through crowds and leaving a deliberate gap around anyone who seems cornered. His gaze does not settle on faces first: it checks hands, exits, and the people who have not yet spoken. Unexpectedly, he keeps a pocket-sized collection of carved wooden birds, each painted in bright, cheerful colors, and takes one out when he needs to remember that the world contains more than judgment.

Weshari was born in Perma Night among the Nokh'Vin, a people who preserved Measure as a civic practice rather than a faith. The name his family gave him was lost during his first years of travel; he accepted Weshari from a night archivist who said it was a name for someone who waits before crossing a threshold. As a young mediator, he believed patient procedure could keep old divisions from becoming fresh violence. That belief changed when a frightened laborer was accused of sabotage and a council nearly sentenced him before hearing the testimony of the people who worked beside him. Weshari stood in the doorway and asked, 'Who has not spoken?' The delay exposed a forged confession and saved the laborer, but Weshari's insistence also gave the saboteur time to escape. He has never forgotten either consequence. He now travels between listening councils, offering mediation and teaching that restraint must include a way to correct mistakes. He keeps the story of Azkheran and the fracture at the Gate of Equilibrium close, though he disputes those who turn Azkheran into a flawless emblem.
