Rati Avaliani
Rati Avaliani
At the table
“I find that if you look busy enough, people eventually stop asking you to do things.”
Voice
A dry, lightly rasped voice shaped by hot lamp air, old soot, and years of speaking through brass tubes. His consonants land cleanly, as if each one has been checked against a route map. When an emergency hits, his voice cuts through the room with practiced projection rather than a change in pitch.
His words have the clipped clarity of someone used to giving directions over bad connections. He favors short route-like sentences, inserting a dry aside only after the important information is out. He can project a sharp command across the hall without sounding theatrical.
Speech patterns
How to play them
Start with a joke or a mildly evasive answer, then test whether the visitors understand the urgency of the work. He is generous with useful information once convinced they will act on it. Mentioning a lost call or an endangered responder makes him drop the performance immediately.
Goal
Find out who is erasing cistern-district calls, repair the gaps in the dispatch network, and make sure no responder is sent into danger with a bad route.
Motivation
Keep the city's emergency network reliable enough that nobody has to hear a rescue crew go silent again.
Appearance
Rati looks like a man who has spent twenty years indoors while the city tried to weather him through the windows. His skin is pale olive with a dry, papery cast from hot lamps and soot-thick air; the bridge of his nose and the backs of his hands are permanently pink from leaning too near the scrying lenses. He is compact and slightly forward-folded, moving in quick, economical pivots as if every corridor were a desk he must cross without spilling his coffee. His palms and fingertips are darkened with ink and polished smooth from years of turning brass focus rings. Unexpectedly for a dispatcher, he keeps a tiny, immaculate herb garden in labeled teacups on the windowsill, and can name every plant by its smell.
Clothing
A rumpled charcoal waistcoat over a collarless shirt, sleeve garters, ink-stained cuffs, and a Warden's red-orange shoulder sash worn like an afterthought. His slippers are practical, quiet, and entirely unsuitable for a dramatic entrance.
Body language
He lounges with one ankle hooked around the chair leg, then snaps upright at the smallest change in a lens's glow. He points with a pencil rather than a finger, drums the dispatch desk in little route-shaped patterns, and braces a palm flat on the controls when he needs to make a hard decision.

Personality
13 traits and drivesRati is laid-back until a call turns real, then he becomes brisk enough to make his usual self seem like an act. He is witty and slightly self-absorbed, pleased when people recognize his clever network, but privately attentive to frightened callers and exhausted responders. He avoids chores by looking busy, yet will take on an impossible shift if he thinks the crew needs him. Praise makes him preen; gratitude makes him deflect.

Combat
AC 21 · HP 68 · 25 feetRati is a reluctant combatant. He uses the room's speaking tubes, furniture, and scrying equipment as cover, calls for Warden backup, and prioritizes getting civilians out over dealing damage. If cornered, he tries to make one precise baton strike and retreat.

Background
Rati grew up above a shuttered public bathhouse in a district where every winter fire seemed to find a new roof. He was clever with routes and terrible at choosing one for himself, so he drifted from message running to maintaining the brass speaking tubes used by the Ember Wardens. During the Sootfall Collapse, a tenement stairwell gave way while he was relaying a rescue route. His map was accurate, but he had failed to warn the crew that the eastern landing had already burned through. He heard the resulting silence through the tube and has never treated dispatch as mere paperwork since. He built a network of scrying lenses and call boxes from salvaged fittings, then made himself indispensable to the Wardens by learning which alarms were real, which were pranksters, and which callers were too frightened to explain themselves. He is close to field captain Teke, who trusts his judgment but hates his habit of pretending not to care. He also sends money to his younger sister Gvantsa, a ferry pilot who insists she is not in trouble. Lately, several calls from the drained cistern district have vanished from his records, and someone has been entering the dispatch hall after hours.
Role in the story
A recurring information source and emergency coordinator whose dry humor masks a serious commitment to getting people home. His missing call records can lead the party into a conspiracy or a dangerous district.
