Samira bint-Jalil
Negotiator
Samira bint-Jalil
Species
Water Genasi
Appearance
Samira looks as though she was carved from a riverbank after a long drought. Her skin is smooth in some places and faintly pebbled in others, with translucent patches at her throat, wrists, and temples where pale blue currents move beneath the surface. Her movements are economical and nearly silent, except when she turns suddenly, at which point the water inside her seems to slosh a heartbeat late. Her hands are broad, strong, and permanently wrinkled, though she has never aged in quite the same way as a human. A thin scar circles her left ankle like a waterline on a reservoir wall. She dresses like a tired clerk, yet the stillness of her face and the deliberate placement of every object around her make her seem more dangerous than an armed soldier. The unexpected contradiction is her smile, which is warm, crooked, and almost embarrassingly shy.
“Her voice is low, calm, and textured with a soft rushing undertone. She speaks slowly enough that impatient listeners reveal themselves.”

Distinguishing Features
A faint moving waterline circles her throat and rises when she is angry.
Her left ankle bears a scar shaped like the level mark on an old reservoir.
She carries a bronze cane with a glass reservoir in its handle, usually filled with water from an unknown source.
Her shadow sometimes appears to ripple even when the light is perfectly still.
She has a tiny white scar across one eyebrow from a paper knife used during a failed archive theft.
Voice
“Quiet, patient, and carrying the faint resonance of water moving through a buried channel”
Clothing
A plain charcoal tunic, undyed linen trousers, soft-soled work shoes, and a faded green sash bearing the Compact's knot pattern. Her clothes are carefully patched rather than replaced. Inside her left sleeve is a hidden strip of waxed paper covered in exit routes and signal phrases.
Body Language
Samira sits with both feet planted, hands folded over her cane, and head slightly bowed as if listening to water beneath stone. She rarely points. When angry, she stops blinking. When frightened, she becomes more courteous. In moments of genuine affection, she touches the rim of a cup before handing it to someone.
