At the table

Voice

A low, clear speaking voice with a dry rasp at the edges, like someone accustomed to smoke, dust, and projecting across a square. The mask adds a slight metallic resonance, but his words remain intelligible. His name, Vardzeli, bears an off-beat stress on the middle syllable.

He speaks in carefully paced clauses, shaped by years of addressing both echoing halls and noisy markets. His diction is formal but not ornate, with a faint rasp from lamp smoke and long public days. He often ends a reassurance with a specific action he intends to take.

Speech patterns

Uses inclusive phrasing such as "we can still mend this" without claiming everyone agrees.
Names a practical next step after making a promise.
When challenged, asks one direct question and waits through the silence.
Avoids grand predictions; speaks of what can be built and protected.

How to play them

Meet direct questions with direct answers where possible, then ask what the other person needs to see changed. He is generous with access and introductions, but does not offer effortless endorsement. If someone exposes the limits of his promises, he listens rather than retaliating.

Goal

Secure a public audit of provincial grain reserves and make the resulting reforms survive the next change of court leadership.

Motivation

He wants unity to mean that people can disagree without being abandoned, and prosperity to be measured by the security of ordinary households.

Appearance

Nakarnia's vivid vermilion wig is built in thick, lacquer-smooth curls, with a few deliberately unruly spirals brushing the mask's cheek. An ornate star mask covers most of his face: chased gold-colored metal, tiny punched rays, and Divine Concordance runes that glow like banked coals. Narrow eye slits frame sharp blue eyes that seem to weigh a room without hurrying. His warm brown skin is usually scented with bitter orange peel and lamp oil, a smell he knows and privately dislikes. He walks with measured, heel-first steps, favoring neither side, then can become startlingly still while others fidget. The unexpected detail is a small, precisely folded paper bird tucked into the mask's side vent, visible only at close range.

Clothing

A high-collared cream coat edged in sunburst stitching, a deep blue mantle fastened at one shoulder, and practical boots with quiet soles. His ceremonial sash is faded at the knot from years of handling rather than replaced for appearances.

Body language

He holds his shoulders level and keeps his hands open, palms visible. His stillness is deliberate, not languid; in private, he rubs the mask's lower rim with one thumb and takes short, pacing circuits around a room.

Distinguishing features

A radiant star mask etched with faintly glowing Divine Concordance runes.
Piercing blue eyes visible through narrow, carefully cut slits.
A bright red wig whose lacquered curls contrast with his restrained clothing.
A persistent scent of bitter orange peel and lamp oil.

Personality

13 traits and drives

Serene in public, but not placid: he welcomes disagreement when it is honest and becomes stubborn when ceremony is used to bury a problem. With frightened crowds he is patient and concrete; with court flatterers he grows dry and exacting. Alone, he worries over every promise and sometimes resents how easily others believe the mask.

Alignment
Principled and compassionate, but willing to conceal facts to prevent civil unrest.

Quirks

Folds official notices into tiny birds whenever he has to wait.
Smells his own sleeves after a long day and mutters whether the lamp oil has won.
Counts doorways by touch, tapping each lintel once as he passes.
Keeps one conversation-ending question in reserve and writes it on the inside of his glove.
Turns a cup handle toward the person he is speaking to, as if offering them the first word.

Habits

Before a difficult audience, checks that the paper bird is still tucked into the mask.
Makes a point of learning the names of door attendants and cooks before meeting dignitaries.
When a speech goes well, he credits the crowd; when it fails, he stays afterward to hear complaints.
During danger, gives clear directions first and only then looks for his own exit.

Traits · 4

Offers hope without pretending that hope is a plan.
Genuinely enjoys ceremony, yet distrusts people who use it to avoid accountability.
Can listen without defensiveness, then become immovable once he has made a commitment.
Protective of private grief, including his own, while asking others to speak plainly.

Flaws · 3

He can overvalue calm and delay a necessary public confrontation.
He withholds damaging truths until he believes he has a remedy, which can make others feel managed.
He has become too dependent on the mask as a boundary between private grief and public duty.

Fears · 3

That people will mistake his reassurance for proof that their hardship is being addressed.
That the court will use his popularity to silence less convenient advocates.
That removing the mask in public will turn the person into a spectacle and the office into a relic.

Wants and needs · 3

Needs independent witnesses for a grain-reserve audit.
Wants Dalia's candid counsel without putting her in danger.
Needs to learn when reassurance has become an excuse for inaction.

Combat

HP 96 · 9 meters per round

Nakarnia tries to end violence through command and positioning, keeping allies close and civilians behind him. He uses the staff to control space and the mirror to disrupt a dangerous attacker. He does not pursue fleeing enemies unless they threaten bystanders. His numerical statistics and custom actions use the rules stated in his abilities; no D&D rules are implied.

Custom Generic Fantasy rules. when a check is needed, roll a d20 and add the relevant listed modifier; 15 is a standard difficult target, 19 a severe one.
Concordance Mask. while worn, Nakarnia can illuminate a 10-meter area with harmless light or extinguish that light as a free narrative effect. It grants no defense or supernatural authority.
Steadying Presence. once per scene, an ally who can hear Nakarnia may reroll a failed fear or morale check, keeping the new result.

Actions

Concordance Staff. Melee attack, to hit; reach 2 meters; damage. If Nakarnia gives up movement this turn, the target must also pass a Might check or be pushed 2 meters.
Starburst Mirror. Ranged attack, to hit; range 20 meters; damage. On a hit, the target is dazzled until the start of Nakarnia's next turn and has disadvantage on its next attack. The flash is mundane reflected light, not a spell.
Promise of the Dawn. Nakarnia addresses up to three listeners who understand him. Each must pass a Will check or hesitate, losing its next movement. This ends for a listener as soon as Nakarnia or an ally harms it. This is a custom morale action, not mind control.

Reactions

Stand Between. When an adjacent ally is struck, Nakarnia may move up to 2 meters to interpose. Reduce the damage the ally takes by 5; Nakarnia takes that 5 damage instead. He must be able to move and cannot use this reaction while incapacitated.
Public Challenge. When a creature within 10 meters makes a threat against a bystander, Nakarnia may call its attention. It must pass a Will check or direct its next attack toward Nakarnia if able. This is a custom challenge, not compelled movement.

Background

Born to a family of Hodne lampwrights, Nakarnia learned early that people trust a light they can see from the road. As a young civil speaker, he was assigned to calm the river wards during the winter ration crisis. He discovered that officials had withheld grain to protect a royal procession route. Rather than repeat the official assurance, he led a midnight distribution from the sealed stores and accepted responsibility when the guards arrived. That decision made him beloved by ordinary households and suspect to the court. Years later, after a failed assassination attempt during a public address, the Divine Concordance commissioned his star mask as both a symbol of continuity and a barrier between the man and the office. He now serves as the kingdom's chief public mediator, traveling between provinces to secure agreements and reassure a prosperous realm whose prosperity is unevenly shared. His closest ongoing bond is with Dalia, a soft-spoken former lampwright who maintains the mask and challenges his public optimism. He is also watched by Koldo, a hard-edged court examiner who wants proof that Nakarnia's old grain theft was not a private favor.
