Rukari Mbele
Rukari Mbele
At the table
Voice
A dry, weathered voice with a rasp at the edges, as if salt has settled in the back of his throat. It carries without shouting, trained by years of giving orders over creaking docks and rough water. His breath catches briefly when he says Salla's name.
He speaks in clipped, practical sentences shaped by years of calling over wind and water. He names distances in paces and directions by landmarks. Under stress, he slips into harbor commands, crisp enough to cut through a crowded camp.
Speech patterns
How to play them
Rukari first asks what the party intends to do and how they plan to return. He shares reliable information readily, but keeps his suspicions about the key and the bell to himself until the characters demonstrate care for the refugees. If they offer a credible plan to investigate Duskmere Hollow, he supplies a marsh route and insists on being included.
Goal
Find a safe route back to Duskmere Hollow, learn why the bell rang, and discover whether Salla and Corwin Ashvale can still be found.
Motivation
Rukari is driven by responsibility to the people he led out of Duskmere Hollow, and by the hope that doing his job properly one more time might bring someone home.
Appearance
Rukari has the broad, weather-packed build of a man who spent decades hauling lines and leaning into storms. He takes up more room than he seems to realize, planting his boots wide and leaving a clear lane behind him as if every conversation were happening on a crowded quay. His gaze travels first to doors, windows, and the open ground between people, then returns to faces. His skin is roughened by salt air, his close-cropped hair has gone iron-gray at the temples, and his coat smells faintly of wet rope and woodsmoke. He moves with measured economy, but his hands keep making small counting motions against his thighs.
Clothing
A salt-stiff wool coat patched at both elbows, a high-necked shirt, tar-dark trousers, and boots with marsh mud dried in their seams. He wears a brass whistle on a cord and keeps a folded harbor chart inside his coat.
Body language
He stands broadside to a room, unconsciously guarding the easiest passage. His eyes check thresholds and moving hands before settling on the person speaking. When troubled, he rubs his thumb over the notches on a brass key and counts under his breath.

AC 16 · HP 44 · 30 ft.Rukari holds a narrow approach and uses his warhammer's Push mastery to keep enemies away from refugees. He uses the crossbow to slow a rushing foe, then calls civilians toward cover with Clear the Berth. He saves Action Surge for a moment when an ally is threatened or a route must be opened. He prefers to withdraw with the vulnerable rather than pursue a fleeing enemy.

Background
Rukari served as harbor master of Duskmere Hollow for twenty-two years, learning every skiff by its scrape against the pilings and every crew by the sound of its ropes. He counted each arriving ship twice, once as it entered and once after it tied up. His partner, Salla, used to call this his way of making sure the water had not cheated him. During the night the black tide filled the village, Rukari was at the harbor office. He heard the drowned bell tower ring though the moon was not new, and went out to check the moorings. By the time he returned, the water had climbed over the lower streets and the boats were moving inland without wind. He led survivors toward the Thistlewick Road, but could not find Salla or Corwin Ashvale, the merchant who had gone toward the bell's sound. Now he helps organize the refugees' camp, marks safe routes through the marsh edge, and keeps watch whenever the night fog rolls in. His old apprentice, Teshai, urges him to leave the camp and investigate the bell. Rukari has not told Teshai that he still carries the harbor's last mooring key, warm to the touch whenever the tide turns.
