Yuto
Yuto
At the table
Voice
A dry, clear voice with a faint rasp from years of reading aloud in smoke-heavy council rooms. His rhythm is steady and clerk-like, with a clipped finish whenever he has decided the discussion is over.
He speaks in tidy, well-formed clauses, with the habits of a clerk who learned to make every word survive scrutiny. He uses local street phrases when trying to establish trust, but rarely lets them come naturally.
Speech patterns
How to play them
Offer a useful piece of information before asking for anything. If players press him, admit to a small, verifiable betrayal while concealing the larger one. He can become a valuable ally, but only after they make his interests overlap with theirs.
Goal
Keep the flood district funded while retaining enough political leverage to survive the council's next purge.
Motivation
He wants influence because he believes it is the only reliable way to protect people who cannot protect themselves. He also enjoys the safety and admiration influence brings him, a fact he rarely admits.
Appearance
Yuto looks like a man built to be overlooked until he speaks: compact and upright, with a measured, slightly side-leading walk that makes every turn seem deliberate. His skin has the warm, matte finish of old parchment; his black hair is clipped close at the sides and combed into a stiff, glossy crest. He smells distinctly of bitter orange peel and lamp oil, a scent he seems not to notice. The unexpected detail is the tiny, painstakingly folded paper animals he leaves in the pockets of his formal coats.
Clothing
Dark, well-cut council robes over practical leather armor, secured with a plain wooden clasp. His cuffs are always clean, though they carry a faint trace of lamp oil.
Body language
He angles his shoulders toward whoever has the most to lose, not whoever has the most authority. His hands stay still on the table; when caught off guard, he rubs his thumb along the seam of his cuff.

Personality
13 traits and drivesYuto is attentive enough to remember a servant's sick child, yet calculating enough to use that memory in a negotiation. He dislikes cruelty for its own sake but will endorse a cruel measure if he can convince himself it prevents a worse one. In private, around children or familiar neighbors, his humor becomes dry and almost awkward; in public, he is smooth, watchful, and difficult to pin down.

Background
Yuto learned the value of a well-timed lie as a junior clerk, when a flood destroyed the district records and his superior ordered him to choose which families would receive rebuilding funds. He falsified the totals to save a row of homes, then watched the real culprit profit from the confusion. The experience taught him that loyalty without leverage is only a way to be used. He became a council member by remembering everyone else's compromises and offering precisely the right vote at precisely the right moment. He is privately protective of the people in the flood district, especially Shaveli, a neighborhood physician who knows the truth about his first falsification. His present problem is that Thesani, a patient rival on the council, has begun tracing a string of votes Yuto sold to competing interests.
Role in the story
A slippery political contact, possible informant, and self-interested ally whose shifting votes can expose a larger conspiracy or make the party's work much harder.
