Mallow
Mallow
At the table
Voice
A chest-supported, dry-edged voice with a slight rasp from years of speaking over rain, market noise, and crowded hearing rooms. Mallow articulates carefully without sounding ceremonious. Their ordinary volume carries well; when they are angry, the same voice becomes spare and hard to mistake.
Mallow speaks in compact, well-shaped phrases, with the careful word choice of someone who has spent years watching a clause become a person's fate. They rarely interrupt. Their anger does not make them louder; it strips away cushioning phrases and leaves exact names, dates, and consequences.
Speech patterns
How to play them
Treat Mallow as a patient mediator who does not confuse kindness with agreement. They will explain terms plainly, listen to grievances, and search for a compromise, but they require people to name the consequences they are willing to accept. Threats make them more exacting, not louder. Evidence of coercion, especially involving food, shelter, or children, can make them break institutional procedure.
Goal
Keep the aqueduct debt from being enforced in a way that deprives the poorest neighborhoods of water, while preventing the resulting loss from falling on innocent clerks and depositors.
Motivation
To make agreements survivable for the people who must live under them, without pretending that debts and obligations simply disappear.
Appearance
Mallow has a broad, composed face and a way of standing that makes a crowded room seem to have acquired a quiet center. They rest their weight on the outer edges of their feet, as if ready to step aside rather than block anyone's path. Their coat is a little too long in the sleeves, repeatedly let down and resewn with careful, visible stitches. The left cuff, however, is immaculate and brushed smooth: the one part of their clothing they tend without fail. Their movements are measured, economical, and unexpectedly quick when a document is about to blow away. People often remember the soft rasp of paper against their gloves before they remember their face.
Clothing
A dark, weatherproof wool coat with long, repeatedly repaired sleeves; a plain linen shirt; a neat neck-cloth; and close-fitting gloves with ink-stained fingertips. Their left cuff is conspicuously better cared for than the rest.
Body language
Mallow angles their body toward the person with the least power in a room, even while addressing the most powerful. They keep their hands visible and usually rest one thumb against the edge of a document. In a pause, they rock subtly from heel to toe, never quite settling. When their anger is unmistakable, the rocking stops.

Personality
13 traits and drivesMallow is calm and humane in public, attentive to discomfort and careful not to corner a frightened person. Privately, they compare possible harms with almost clerical precision, and may accept one person's loss to prevent a wider disaster. They are patient with confusion but intolerant of deliberate evasion. In a quiet room they can be wry and warm; under pressure they become more formal, not more conciliatory. Their anger is rare, controlled, and unmistakable.
- Alignment
- Neutral good, though their methods can feel coldly utilitarian.

AC 11 · HP 9 · 30 ft.Mallow is not a trained combatant and avoids initiating violence. They use cover, keep near exits, and try to get frightened bystanders out of danger. If cornered, they use their walking stick to create room and call for a pause, then retreat toward witnesses or allies. They will not pursue a fleeing enemy.

Background
Mallow grew up in a floodplain settlement where winter stores were routinely borrowed against the next harvest. Their mother, a practical healer, taught them to distinguish a promise made in panic from one made with a clear head. As a young clerk, Mallow witnessed a desperate loan that kept a fever ward supplied but bound an entire hamlet's labor for years. They had helped write the terms. When the debt collectors arrived, Mallow saw a child trade away the only working ferry to keep their family together. That day changed their understanding of a fair contract: a signature could be real and still be coerced by hunger. Mallow entered The Notaries to change how bargains were witnessed from inside the institution. They now broker repayment plans, mediate disputes, and collect debts when no gentler remedy remains. Their closest ally is Sshik, a retired river pilot who brings them news from settlements beyond the roads. Their most persistent opponent is Brast, a senior examiner who believes mercy invites collapse. Mallow also sends money, anonymously, to the floodplain ward they once helped bind. Their present problem is a string of contracts tied to a failing aqueduct: enforcing them would keep the institution solvent but leave several neighborhoods without water. They are privately testing whether the debt can be transferred, divided, or simply allowed to fail without the whole town paying for it.
Role in the story
A humane but unsentimental broker who can turn a legal or moral stalemate into a difficult choice. Mallow may be an ally, a source of institutional access, or the person asking the party to help find a solution that does not make the vulnerable pay twice.
“Their mother, a practical healer, taught them to distinguish a promise made in panic from one made with a clear head.”
- Faction
