If challenged, he reveals just enough knowledge to prove that retreat will not erase the party from his attention.

Goal

Secure control over the consequences of opening all five Black Gates, using the resulting power to become more than a creature bound to a coffin and a blood hunger.

Motivation

Tor wants to make knowledge permanent and death negotiable. Beneath his need for control is a stubborn wish to ensure no one is erased from the record as the people in his first winter siege were.

Ancient vampire (custom 5e-style features): Tor can move through narrow gaps as mist, climb difficult surfaces without a check, and regenerate 20 hit points at the start of his turn unless he has taken radiant damage or entered running water since his last turn.
Legendary Resistance (3/Day): If Tor fails a saving throw, he can choose to succeed instead.
Charm. Tor targets one creature he can see within 30 feet. The target must succeed on a Wisdom saving throw or be charmed for 24 hours. The effect ends if Tor or his allies harm the target.
Shapechanger. Tor can transform into a bat or a cloud of mist, or return to his true form, as a bonus action.
Spider Climb. Tor can climb difficult surfaces, including ceilings, without needing to make an ability check.

Black-Gate Lance (custom). Ranged Spell Attack: to hit, range 120 ft., one target. Hit: 27 () necrotic damage. Tor may use this attack through a projected form, but doing so reveals the direction of his true body to the target.
Plunder Memory (custom). Tor chooses up to three creatures he can see within 60 feet. Each must make a Wisdom saving throw or take 22 () psychic damage and have disadvantage on its next attack roll. On a success, a creature takes half damage and suffers no disadvantage. Tor learns one surface fear or recent memory from each creature that fails.
Spellcasting. Tor casts one of his listed spells, using Charisma as his spellcasting ability (spell save , to hit with spell attacks).

Reactions

Measured Evasion. When a creature Tor can see hits him with an attack, Tor reduces the damage by 15 and moves up to 10 feet without provoking opportunity attacks.
Thread the Thought (custom). When a creature Tor can see within 60 feet makes a saving throw against one of his charm or illusion effects, Tor can impose a -2 penalty on the roll. He can use this reaction twice per round.
Shadow Recoil. When Tor takes radiant damage, he can use this reaction to teleport up to 30 feet to a space in darkness. The radiant damage still applies and prevents his regeneration until the start of his next turn.

Background

Before becoming a vampire, Tor Edvard was a working surveyor and keeper of boundary records in a river province whose rulers repeatedly redrew its borders. He learned to read a landscape by its absences: a missing milestone, a path that stopped being used, a village whose lamps went dark. During a winter siege, he was ordered to record the names of those who had died so their families could claim grain. When the granary burned, he found the survivors had been omitted from the official record and therefore denied aid. He broke into the sealed archive and carried the names out by memory. The act saved some lives and brought the authorities down on him. A dying stranger offered him an escape from death, and Tor accepted without understanding that immortality would turn his gift for remembrance into an appetite for possession. For centuries he has built an intelligence network through scrying, bargains, and bound intermediaries. Artigrom Hookabee is his linked associate, both a useful messenger and a reminder that Tor can be resisted. Tor sent the Dread Serpent against Moonfire Monastery and later unleashed three vrocks against Badwall when Malrynter broke free of his influence. He has threatened Chual the Herald as a weapon to be used when threats fail. He offered Wilborin Barvalor the Phylactery of Jitham Halolleeh in return for a year of service, and now waits to see whether the bargain produces loyalty or a more interesting betrayal.
