Shakar
Shakar
At the table
Voice
A dry, grain-rough voice shaped by salt wind, shouted commands, and years of reading reports aloud over barracks noise. His words carry without a shout, and his consonants strike with the clipped certainty of a commander's cadence. When he is tired, the rasp deepens and the ends of sentences fall away.
His voice has the rough, dry rasp of someone accustomed to shouting across wind and water. Years of giving orders have trained him to land each word cleanly, with no wasted breath. He speaks in short, practical clauses and uses tide, rope, and supply language naturally. When furious, his speech becomes faster and more exact, like a list of charges being read aloud.
Speech patterns
How to play them
Shakar starts with measured courtesy and asks what the visitors want, what they can offer, and how many people know they are here. He bargains in concrete terms and honors agreements that are useful to his command. He may be persuaded by proof that a plan reduces risk to the village or strengthens his control of the prison. Threats make him formal and decisive; appeals to mercy work only when paired with a credible way to prevent disorder.
Goal
Keep Krazz’x Kol functional, prevent a prisoner uprising from becoming a village massacre, and secure a decisive victory for the Emperor before the army fractures into competing factions.
Motivation
He believes order prevents the kind of panic that kills civilians, and he wants to prove that discipline can win a war without turning soldiers into butchers. He also wants the Emperor's victory to validate the life he has built around command.
Appearance
Shakar is a broad, imposing half-orc whose weather-cured skin has the rough, salt-dried texture of old sailcloth. His lower tusks press against his upper lip, and when he eats he tears food with a deliberate sideways jerk of his jaw, like a man testing a knot. His laugh is a sudden, barking exhale that shows small, square teeth worn flat from years of chewing tough meat. He walks with a measured, heel-first tread that makes a room feel like it has just been inspected. Unexpectedly, he keeps a tiny pressed-flower bookmark in the field manual he carries, carefully replacing it whenever the pages are changed.
Clothing
A salt-stiffened dark wool coat beneath fitted plate, both maintained with near obsessive care. His belt carries a brass whistle, a ring of keys, and a waxed map case. He wears thick seal-hide gloves outdoors and removes them before handling documents.
Body language
He stands square to whoever speaks, chin tucked as if braced against a gale. His thick thumb rubs the seam of his field manual when he is weighing a risk. In anger, he does not pace: he becomes very still, sets his jaw, and points with the butt of his glaive as though placing a marker on a map.

Personality
14 traits and drivesShakar is a gruff brute who can dismantle a supply plan with the precision of a clerk. He is vicious when he believes a threat must be stopped, yet unexpectedly patient with people who speak plainly and do their work well. In public he performs certainty; alone, he revisits decisions until dawn. He supports the Emperor's war aims but dislikes waste, spectacle, and cruelty that serves no tactical purpose.

Combat
AC 19 · HP 285 · 30 ft.Shakar prefers to control space rather than chase a single opponent. He plants his glaive where enemies must pass, uses soldiers to deny escape routes, and saves Battlefield Command for a moment when a flank is about to break or a prisoner is about to reach a gate. He rages only when an enemy threatens the chain-control apparatus, his command staff, or the people he has decided are under his protection. If outnumbered, he withdraws toward prepared ground and uses crossbow fire and barricades rather than making a theatrical last stand.

Background
Shakar was born among the storm-piled fish sheds of Xor’has, the son of a half-orc dock hauler and an orcish levy sergeant. His mother taught him to count supplies before she taught him to swing a weapon; his father taught him that a full net mattered more than a clean argument. He first distinguished himself as a battlefield tactician during the Salt-Reed campaign, where he led a retreat through tidal flats and saved a company by reading the current better than the enemy read the map. Years later, during a disastrous assault, he ordered a village evacuation too late. The villagers were caught in the fighting, and Shakar learned to treat hesitation as a casualty multiplier. The Emperor rewarded his competence with command of Krazz’x Kol, a prison in a northern fishing village now occupied by the army. Shakar oversees roughly three hundred soldiers and the captured Dragonborn warriors kept obedient by infernal chains. He supports the Emperor’s plan to provoke a wider war, convinced that a controlled conflict is safer than an empire divided by rival commanders. He relies on quartermaster Vela Saimi, who quietly diverts food to prisoners, and clashes with Captain Heth Odrav, an ambitious officer eager to turn the prison into a public spectacle. The stolen Dragonborn are increasingly difficult to control, the village stores are running low, and the chains sometimes tighten without anyone giving an order.
Role in the story
A powerful antagonist and potential wartime ally whose command of the prison makes him a central obstacle to rescuing the Dragonborn prisoners. He is ruthless enough to oppose the party, intelligent enough to recognize a useful alliance, and conflicted enough that evidence of the chain network's true purpose could change his course.
