His skin has a smooth, faintly pearlescent cast, like river clay polished by years of water, and his dark hair is clipped close at the sides but left long enough on top to comb into whatever identity the day requires. He walks with a courier's economy, shoulders slightly forward and feet quiet even on loose gravel. Within a minute of meeting him, people notice his teeth: the upper incisors are unusually broad and squared, and he presses them together before answering a difficult question, making his jaw shift visibly. He has a habit of taking a measured breath through his nose before speaking, as if trying on the first word for fit. The effect is attentive rather than timid, until one realizes he is using the pause to study the listener.

Background
Welo was born in a roadside wayhouse and learned early that strangers trusted a familiar face more readily than a true one. As a boy, he delivered messages between isolated farmsteads, changing his appearance to match whatever description would get him past a gate. He first used that gift to protect a family of refugees from a tax patrol, impersonating the missing clerk long enough for them to flee. The experience taught him that a convincing lie can save lives, but also that people remember the face that betrayed them more vividly than the one that helped them. Years later, Welo became a discreet courier and impersonator for the people who ran the district's illicit message routes. Their base, called the Ninth Turn, takes its name from a smudged military survey mark; nobody now agrees what the original label meant. He worked alongside Borka, a former route partner who believes Welo abandoned her during a botched delivery. He did abandon the package, but not her: he stayed behind to draw pursuit away, then was captured and assumed dead. Now Borka is searching for him, unaware he has returned. Welo's current problem is a bundle of sealed correspondence he stole from his former employers. One letter proves that a respected magistrate quietly redirected relief shipments during a famine. Another could clear Borka of a crime she did not commit. Welo has not decided which truth to release first, and each delay gives the people implicated more time to find him.
