Motivation
He believes necessities should not depend on whether a worker dares to defy an employer. He wants a system in which safe pipes, warm water, and honest maintenance are ordinary expectations.
Appearance
Compact and quick through the shoulders, Yōru has dense, dark seal-like fur marked with soot-gray dapples along his flanks. His hazel eyes flick from faces to exits and then to whatever pipe is making the least reassuring sound. He moves with a rolling, side-favoring gait on land, then becomes startlingly smooth in water. A short brass whistle, worn almost flat at one edge from years between his teeth, hangs on a cord at his chest. He is unexpectedly fond of tiny carved wooden birds, and keeps one tucked into his collar.

A close-fitted leather vest lined with quilted thermal padding, a weatherproof hood, fingerless work gloves, and a belt carrying insulated wire, chalk, and pipe fittings. The cuffs are patched with sailcloth from a pontoon tarp.

He keeps his weight slightly forward, often favoring his left side on dry ground. His whiskers twitch at sharp changes in pressure, and one paw is usually resting on a wrench or a rail. When listening to someone he trusts, he goes unexpectedly still.

Yōru grew up among the lower pontoons of Anchor-Glow Basin, where hot-water pipes ran beneath plank floors and a missed maintenance shift could leave a whole row of homes cold. His mother kept a floating greens plot; his father salvaged fittings from the old tunnels and taught him to identify pipe trouble by vibration through a wrench handle. At seventeen, Yōru was sent to close a leaking steam-tube during a winter pressure failure. The warning gauge had been knowingly ignored. When the tube ruptured, he escaped through a drain channel, but his neighbor’s family lost their home and their stored food to the flood of scalding water. He stopped treating repair schedules as private employer business after that. He began quietly mapping which lines served homes, organizing food and warm-water deliveries, and passing evidence of postponed repairs to the Vent Ash Circle. Now he works as the Circle’s surface liaison, arranging safe passage and misleading tax inspectors without letting the workers’ mutual-aid network become a public target. He wants accountability, but fears that a public accusation could bring inspectors down on the families he is trying to protect.
Role in the story
A resourceful local ally who can connect the party to workers, hidden routes, and practical consequences of the basin’s infrastructure problems. His evidence may expose negligence, but using it carelessly could endanger the very people it is meant to protect.
