How to play them
Vorak first asks what the characters know and what they can prove. He offers access, permits, or equipment in exchange for measurable commitments, and rewards competence even when he dislikes its motives. He will not volunteer his role in the Second Bell purge. If the characters threaten foundry workers or infrastructure, he treats them as immediate hazards; if they bring credible evidence of a deep-system failure, he may cooperate while trying to control who learns of it.
Goal
Keep the high foundries operating, preserve the Third Bell's command over plasma licenses, and prevent the mantle vents from becoming a public crisis.
Motivation
Vorak believes order is a form of mercy when the alternative is a caldera-wide catastrophe. He wants the foundries, their workers, and the city to endure, but he values their endurance above their freedom and often above their lives.
Appearance
Vorak has the stillness of a sealed furnace, until he moves. His obsidian-like skin is crossed by narrow seams of crimson light that brighten with each breath, while heat shimmers along his shoulders and distorts the air around his head. He walks with measured, heel-first steps, as if testing a bridge for weakness. Within a minute of meeting him, most people notice his eyes are not studying faces: they track exits, ceiling braces, furnace mouths, and the joints in the floor. A small iron survey bell hangs at his belt, its rim worn smooth at one particular notch from decades of his thumb worrying it during negotiations.
Clothing
Heavy, adamantine-plated robes over a heatproof work tunic, stitched with gold-colored fire-thread that glows at the seams. A massive smoldering iron bell-crest hangs behind his shoulders on a reinforced harness. The robes are immaculate at the cuffs and dusted with iron grit at the hem.

His mantle conduit has begun to register irregular pressure pulses, and he has not yet admitted how often they arrive without any corresponding machinery failure.

A powerful political antagonist and potential crisis-time ally whose control of the high foundries places him at the center of Karr-Vazhar's industrial and civic survival. His choices can expose the price of stability without deciding for the players whether the Third Bell should retain power.
