Voice

Ketta's voice has a dry rasp from years of breathing grit and calling orders into crosswinds. Her breath usually has a steady, measured cadence; when startled, she takes one sharp, audible catch before her next phrase comes out clipped and emphatic.

Her words are clipped and practical, shaped by years of shouting over wind, water, and working crews. She favors concrete measurements and directions over metaphor. When rattled, her breath catches briefly before she resumes speaking, and her consonants become harder and more sharply separated.

Speech patterns

Frames warnings as practical questions: "Where does the water go if that fails?"
Uses short, specific instructions in a crisis, then explains her reasoning afterward.
Calls people by their job when she is annoyed and by their name when she is worried.

How to play them

Ketta responds well to concrete evidence, calm competence, and people who volunteer to help with unpleasant work. She tests strangers with practical questions about routes, shelter, and consequences. She is slow to trust grand promises, but will share useful information with anyone who treats the watch's warnings seriously.

Goal

Keep Silt's Warning alive through the next flood season without surrendering public safety to the salt-haulers' timetable.

Motivation

To make the watch's warnings credible through preparation and visible evidence, rather than relying on fear or authority.

Appearance

Ketta's dark bronze scales have a dry, fine-grained texture, like sun-baked river clay. She stands squarely, but moves with the careful, heel-first pace of someone used to testing unstable ground. One horn has a cleanly split tip, and a worn chalk stub is almost always caught in the seam of her glove. When she rubs chalk between her palms, the powder settles in the scale-grooves like pale map lines. Unexpectedly, she keeps a tiny paper kite tucked into her breastplate, repaired with bright scraps of sailcloth.

Clothing

A patched, dark leather coat over a riveted brigandine vest, with a sand-colored scarf wrapped around the neck to keep grit from her throat. Her watch badge is a small stamped reed leaf, dulled by years of handling.

Body language

She squares her shoulders when listening and keeps her hands open rather than resting them on her weapon. Under pressure, her breath catches on the inhale and she grinds chalk into her palms until the powder cakes at the base of her fingers.

Personality

11 traits and drives

Ketta is stern about procedures but unexpectedly patient with frightened people. She will bend a rule to rescue someone, then demand that the rule be rewritten so nobody has to improvise next time. In a quiet room she is wry and attentive; in a crisis she becomes blunt and exacting. She wants her people to trust her, yet hates being treated as if she is infallible.

Lawful neutral

Quirks

Rubs chalk between her palms whenever she is weighing a decision.
Taps a warning rhythm on doorframes before entering unfamiliar buildings.
Collects bent nails from collapsed structures and sorts them by length.
Turns cups so their handles point toward the nearest exit.
Keeps the kite folded into a precise square, even though its repairs make it lumpy.

Habits

Marks safe routes and flood heights in chalk, even when the surface is temporary.
Checks exits and drainage channels before sitting down.
After a long shift, walks the riverbank alone and counts the warning bells.
Lets subordinates take credit for a good plan, but records their names in her private notebook.

Prefers a visible warning to a confident promise.
Gives people a second chance if they admit what went wrong.
Shows affection through practical preparation rather than reassurance.

Flaws · 3

Treats uncertainty as a reason to delay, even when delay has its own cost.
Keeps grief private until it emerges as overwork.
Can mistake disagreement for carelessness when lives are at stake.

Fears · 2

A preventable flood taking another member of her family.
Becoming so cautious that the settlement stops trusting her warnings.

Wants and needs · 3

Reliable staff willing to patrol the low channels
Proof of who altered the old flood map
A way to protect her niece without making the girl feel imprisoned

Combat

AC 16 · HP 27 · 30 ft.

Ketta holds a narrow approach with her shield and saber while directing allies to protect civilians and block escape routes. She uses lightning breath only when it can hit multiple attackers without endangering bystanders. If the fight turns against her, she prioritizes a controlled retreat and getting injured people clear.

Dragonborn ancestry. Ketta can use a custom once-per-short-rest lightning breath, a 15-foot line requiring a Dexterity saving throw; a creature that fails takes lightning damage, or half as much on a success.
Watch captain. Ketta can direct up to two allies who can hear her. Once per round, one ally may move up to 10 feet without provoking opportunity attacks.

Actions

Saber. Melee Weapon Attack: to hit, reach 5 ft., one target. Hit: 5 () slashing damage, or 6 () if wielded in two hands.
Light Crossbow. Ranged Weapon Attack: to hit, range 80/320 ft., one target. Hit: 5 () piercing damage.
Lightning Breath. Ketta exhales lightning in a 15-foot line that is 5 feet wide. Each creature in the line makes a Dexterity saving throw, taking lightning damage on a failure, or half as much on a success. Custom ancestry feature; once per short or long rest.

Reactions

Shield Interpose. When a creature Ketta can see within 5 feet is hit by an attack, she can use her reaction to interpose her shield, adding 2 to the target's AC against that attack, potentially causing it to miss. Ketta must be wielding her shield.

Background

Ketta grew up in Silt's Warning, where a watch patrol meant as much flood rescue as lawkeeping. As a young corporal, she once trusted a veteran's claim that a drainage arch was sound; a sudden surge trapped three workers, including her younger brother, beneath the sluice. Ketta broke orders to lead a rescue through a narrow spillway and saved two people, but her brother drowned. Since then she has made patrols mark water levels in chalk where everyone can see them, and she would rather be mocked for caution than praised after a disaster. She was promoted to captain when the previous captain left town during a fever quarantine. Now she is short two watch officers, facing pressure from the salt-haulers to reopen a condemned causeway, and trying to keep her remaining family, especially her niece Sesh, from treating the watch as a substitute for home.

Role in the story

A wary authority figure, local source of flood and settlement knowledge, and possible ally whose investigation may expose a past betrayal by the watch.
