Set the Scene

The characters are summoned to a private room beneath the Meridian Council Hall. High Councillor Maren Vey presents a black-bound census ledger as stolen property and claims that archivist Ilyra Quill murdered two guards while taking it. Before the party leaves, a dying clerk stumbles into the room, whispers that the ledger was never stolen, and dies with a strip of census paper clenched between his teeth.
