The hook
Set the scene
Mara Venn meets the party on a narrow inspection bridge as rain drums on the sluice roof. Below, the river slides upstream in a dark ribbon, carrying leaves and a broken skiff against the current. Ilyra Reed waits beside a coil of rope, while Hadrik's workers hammer boards into a freshly uncovered drain. Mara explains that the lower bell must sound before the spring tide peaks, then asks the party to choose whether to enter through the public maintenance tunnel or follow Ilyra's hidden ferry route.
How Mara Venn asks
Mara Venn requests a private meeting at the sluice inspection bridge.
She offers the party a written contract and access to the maintenance tunnels, but asks them not to alarm the townsfolk until they know whether the bell can be restored.

With the spring tide approaching, the town needs a crew to investigate the drowned bell chamber and prevent a disastrous flood. Emergency engineer Hadrik Sorn is preparing a diversion, but residents fear the work may put their homes at risk.
Background
For generations, the people of Lowwater have rung three bronze bells to warn of flood surges and guide boats through the drowned streets.
Since the events of The Bells Beneath the Current, one bell has gone silent, and the river has begun flowing against its own current near the old sluice. The town believes the remaining bells are failing; a few riverfolk insist they are answering something below.
The stakes
If the party fails to control the surge, Lowwater's lower quarter floods.
If they accept Hadrik's diversion without changing its route, the upper terraces are protected at the expense of the poorer residents. The party's choice about the Drowned Cantor also determines whether the river gains a potentially helpful guardian or remains bound to the bell.

ScalingFor a smaller or less experienced party, use fewer scavengers and make the eels a hazard to evade rather than a combat threat. For a larger or more capable party, add a scavenger leader and have the surge recur more often.

What it leaves open
If it fails
- The party cannot stabilize the sluice or redirect the surge before the spring tide peaks.
- The surge floods the lower quarter, destroying homes and forcing an evacuation. Lowwater survives, but the party's later dealings with its residents begin under a heavy cost.
- The party fails to stop Hadrik's crew from completing the diversion while the bell remains silent.
- Hadrik opens the new cut and diverts the worst water away from the upper terraces, flooding the lower quarter instead. He gains authority over emergency works and may become a lasting political antagonist.
- The party breaks the bell's binding without negotiating with the voice or controlling the counterweights.
- The Drowned Cantor escapes its binding without guidance, leaving the bell chamber unstable. The spirit may be free, but future surges become unpredictable until the party makes contact again.
