The Brackenford Compact
The Brackenford Compact
Read aloud
The river town of Bellwether and the Thornmere clans are one argument away from closing the ford to each other. Their old Compact expires in three days, and Magistrate Elira Venn needs neutral hands to get both sides to the shrine alive and willing to talk. She offers a purse for the work, but warns that someone has already begun moving the boundary stones.
Run the session
Cheat sheet
Objectives
- 1Bring the Bellwether and Thornmere delegations to the Brackenford shrine.
- 2Establish what happened to the boundary markers and who benefits from the dispute.
- 3Broker a workable renewal of the Compact before its deadline.
- 4Expose the people who sought to profit from the dispute.Optional
The clock
The Compact expires in three days. At the end of each full day, advance the situation: day one brings a new trade restriction, day two brings armed patrols to the ford, and day three risks the delegations leaving or a public confrontation at the shrine.

The hook
Set the scene
At Magistrate Venn's request, the party meets her in Bellwether's river hall. A rough map lies between her and a stack of unsigned Compact pages. Through the open windows, the party hears a crowd arguing over a barge held at the landing. Venn explains that the Thornmere envoy is willing to attend one meeting, but only if the party can show that Bellwether intends to negotiate in good faith.
How Magistrate Elira Venn asks
Magistrate Elira Venn asks for a private meeting in the river hall, offers a modest advance, and makes clear that she wants a settlement rather than a victory for Bellwether.
She will provide the party with copies of the current Compact and introductions to the Thornmere envoy.

1. Two Versions of the Same River
Bellwether's river hall and the Thornmere camp outside town
The party hears Venn's terms, meets Talan, and learns what each side needs before they will sit together. A successful approach gives the party permission to inspect the boundary without being treated as spies.
NextTalan agrees to a joint meeting at the shrine if the party first examines the disputed markers. Venn provides the current Compact and a local guide.

2. The Stones in the Mud
A wooded track beside the Brackenford river and its disputed east bank
The party visits the three old boundary stones, questions witnesses, and compares the ground to the official map. They can discover that at least one stone was recently moved and find signs that the trail was used by outsiders.
The Broken BoundaryNextThe evidence points toward a nearby survey cabin or back to the shrine, where the delegations are gathering and expect the party to report.

3. Ink, Ledgers, and Footprints
Orris Pell's survey cabin above a reed-filled creek
The party investigates the cabin through conversation, stealth, or force. Pell tries to bargain with his papers, mislead the party, or escape toward the creek. Evidence can identify who paid him and show that the forged map does not establish either side's claim.
The Mapmaker's DenNextWith evidence in hand, the party can return to the shrine and propose a process that separates the immediate access question from the longer boundary dispute.

4. Terms at the Shrine
The Brackenford shrine, where the riverbank forms a natural open meeting ground
The party presents its findings before both delegations. Each side names its minimum demands. The party can suggest shared access, a temporary logging pause, a neutral survey, and a process for future complaints. A specific, balanced proposal is more persuasive than a vague appeal for peace.
NextIf the parties find common ground, they sign a provisional renewal and assign the party to witness the boundary review. If talks collapse, the groups separate and the deadline becomes the next immediate threat.

5. The Oath and Its Price
The shrine courtyard at dusk, with both delegations and local witnesses present
The parties decide whether to publish Pell's evidence, protect the witnesses, or quietly accept a settlement without naming the investors. The party must manage the consequences of its chosen approach and see the Compact either signed or suspended.
NextConclude with the Compact's immediate outcome, then offer the investors, the boundary review, or the wider river alliance as a continuing hook.
Behind it
What people believe
The Brackenford Compact is a long-standing agreement between Bellwether and the Thornmere clans governing access to the ford, fishing grounds, and nearby timber roads.
With the agreement due for renewal, a series of damaged boats and moved boundary markers has made both sides suspicious. The party has been asked to help both delegations meet, investigate the disputed boundary, and find terms that can keep the river open.
Background
For generations, the Brackenford Compact has allowed the river town of Bellwether and the neighboring Thornmere clans to share the ford, fishing grounds, and timber roads.
The Compact is renewed every twelve years at a neutral riverside shrine. Its clauses were written to prevent either side from claiming the river outright, but the original boundary markers have been lost beneath flood silt and overgrowth. A recent series of raids and damaged boats has brought the old agreement close to collapse.
The stakes
If negotiations fail, Bellwether may restrict access to the ford while the Thornmere answer with patrols and blockades.
A local dispute could disrupt food and trade for both communities, provoke reprisals, and give outside profiteers control of the east bank.
Encounters
2The Broken Boundary
Combat or negotiation
A narrow forest track runs between a muddy bank and a shallow ditch. Three old boundary stones stand in a clearing. Fallen branches provide half cover at the GM's discretion, and the soaked ground makes rapid movement difficult.
Foes
Mudbank Cutthroats, 3 to 5 bandits using the game's standard bandit statistics
Pell's hired outrider, 1 scout using the game's standard scout statistics
ComplicationFighting near the markers risks destroying evidence or injuring people from either delegation. If the party prevents harm and protects the stones, both sides will notice.
ScalingFor a smaller or less experienced party, use 2 to 3 bandits and omit the scout. For a larger or more experienced party, use 5 bandits and 2 scouts. The foes retreat or surrender if their leader is captured or the party exposes their forged orders.
The Mapmaker's Den
Optional combat, social, or stealth
A cramped survey cabin stands above a reed-filled creek. The single door opens onto a narrow porch; the back window leads to a steep, slippery bank. Maps, ink bottles, and loose floorboards offer opportunities for clever plans.
Foes
Orris Pell, a noncombatant surveyor who flees rather than fights
Pell's hired outrider, 1 scout using the game's standard scout statistics
ComplicationIf the party fails to secure the courier's papers, Pell can destroy the most direct proof of his role. The papers can also be recovered through bargaining, stealth, or a public challenge.
ScalingFor a party that struggles, the outrider leaves before the confrontation or can be talked into standing aside. For a party that wants a sharper challenge, add 2 bandits using the game's standard bandit statistics. Pell's goal is escape, not a fight to the death.

4Magistrate Elira Venn
QuestgiverQuestgiver and Bellwether negotiator
WantsWants a renewed Compact before Bellwether's harvest boats are barred from the river. She also needs to show her council that negotiation can protect the town.
“Bring them to the table, and I will put my seal beside theirs. But do not ask me to pretend the last month has been harmless.”
Talan Reedcloak
Thornmere envoy and potential ally
WantsWants a fair agreement that preserves Thornmere access to the ford and prevents further logging near sacred wetlands. She is wary of Bellwether's promises but genuinely wants to avoid bloodshed.
“The river remembers where the stones were. People remember only where they wish the stones had been.”
Sergeant Nessa Holt
Witness and Bellwether river patrol leader
WantsWants to expose the culprit behind the escalating incidents. She distrusts both delegations and will support a settlement only if the truth is made public.
“One burnt storehouse, one missing marker, and suddenly everyone has a story about who started it.”
Orris Pell
Wildcard, itinerant surveyor, and antagonist's useful accomplice
WantsWants to sell the party a copy of a disputed survey, while concealing that he helped forge the map now inflaming the dispute. He will aid whichever side seems most likely to protect him.
“A clean map is worth more than a loud oath. Let me show you where the ink has been altered.”
How it ends
Rewards
Items
A river-pass token that allows its bearer to cross the Brackenford under the Compact without paying the local toll.
A waterproof survey case containing a blank field journal, charcoal sticks, and a simple compass.
On a win
The Compact is renewed with clear shared access to the ford, a pause on logging near the wetlands, and a neutral review of the boundary stones.
If the party uncovers Pell's role, both delegations agree to investigate the investors through lawful channels rather than retaliate. The settlement is practical but fragile, leaving future work for the party if either side tests its terms.
What it leaves open
If it fails
- The party cannot bring either delegation to a minimum set of shared terms before the renewal deadline.
- The two delegations leave without renewing the Compact. Bellwether imposes a toll at the ford, and Thornmere patrols begin stopping boats on the upper river.
- The party allows a public accusation or confrontation to turn violent without creating a path for either side to stand down.
- A fight breaks out at the shrine. The Compact is suspended, and both communities blame the party for failing to protect the meeting.
- The party negotiates a settlement but neither finds convincing evidence about the altered map nor persuades the delegations to accept an independent review.
- The agreement is signed, but Orris Pell's forgery remains unexposed. The next dispute over land or river access is likely to reopen the conflict.
Complications (d6)
- 1A Bellwether grain barge arrives with its mooring rope cut and its cargo soaked. Sergeant Holt insists the cut was made with a Thornmere-style hooked knife, but no weapon is recovered.
- 2A sudden rainstorm swells the ford and washes away a marked section of the trail. The party must find a safe route or lose half a day and arrive at the next meeting after tempers have cooled.
- 3A junior Thornmere speaker walks out after hearing a Bellwether delegate call the wetlands 'unused land.' The party has one scene to persuade them to return or find a replacement voice.
- 4A forged copy of the Compact appears in the shrine, claiming the Thornmere agreed to give up the east bank. Both delegations demand that the party identify who planted it.
- 5A child from Bellwether has gone missing near the disputed boundary. The child is safe but hiding in an abandoned watch hut after witnessing someone move a boundary stone.
- 6A nervous courier offers the party a bribe to delay the negotiations until nightfall, claiming the delay will prevent a fight. If pressed, the courier admits they were paid by someone who wants the delegations to miss the Compact's renewal deadline.
