A gaunt man in a patched coat holds out a shaking hand and keeps his back to the wall. He watches every coin, every boot, every face, and he is not begging for food as much as he is begging to be left alone. A small crowd starts to gather when he mutters, 'I saw who took it, and they will hear me if I say it loud.'

Player Approaches
- Offer a hot meal or coin.
- Promise to keep his name out of it.
- Show a city badge, a clean signet, or honest concern.
- Scare off the boys crowding him from the alley mouth.
NPC Gambits
- Speak quietly and kneel to his level.
- Ask what he saw, not who he blames.
- Name the street, the time, and the color of the scarf.
- Give before you ask.
- Let him save face in front of the crowd.
NPC Reactions
- Eyes the coin first, then the speaker.
- Flinches at raised voices.
- Talks faster once the crowd thins.
- Turns bitter if anyone calls him a liar.
