A wagon sits dead on the road, one wheel sunk in a rut. A broad-shouldered woman in a brown coat blocks the way with a hand on her hilt, while two tired drovers watch from the grass. She spits to the side and says, 'You can pass when I know what you are carrying, and who sent you.'
The Scene

NPC Goal
Hold the road until she knows the PCs are not a threat, and keep her own people from vanishing into the plain.
Leverage
The PCs have a stamped pass, a healer's satchel, or proof that their cargo helps the same road camp the captain is trying to protect.
Player Approaches
- Mention the river camp by name and show the cargo is medicine, not contraband.
- Offer a written promise to carry news of the missing courier to the next settlement.
- Help free the wagon wheel from the rut before asking for anything else.
- Give up one small item to prove they are not trying to smuggle goods.
NPC Gambits
- Offer a direct, practical trade instead of a speech.
- Appeal to duty and the plain fact of the road.
- Use a healer, soldier, or caravan connection to speak first.
- Let the captain keep face by making the PCs the ones asking for help.
NPC Reactions
- She narrows her eyes, then asks one sharp question after another.
- She relaxes a little if the PCs speak plainly and do not bluff.
- She gets louder, not crueler, if she thinks someone is lying to her face.
