Voice

A breathy, salt-rough voice with a slight rasp from years of shouting across cable yards. His words have the percussive rhythm of tools striking metal, and he tends to stress the practical noun in a sentence: line, pin, load, repair.

His voice carries the rough breath and clipped projection of someone used to calling instructions over machinery and wind. Technical explanations come out fast, densely packed with measurements and corrections. In a crisis, he plants each word like a command; when guilt catches him, he begins sentences with a fact and ends them with a question.

Speech patterns

Leads with practical observations about load, strain, and weather.
Repeats urgent facts when he thinks someone has not understood the danger.
Uses short, precise instructions in emergencies, then speaks too quickly once the danger passes.
When cornered about the anchor lines, answers a different technical question before realizing he has done so.

How to play them

Treat Jorgen as a capable, frightened worker rather than a suspect to be cornered. Practical help, an offer to inspect the lines, or proof that repairs can happen quickly makes him more forthcoming. Direct accusations make him defensive, but a specific observation about the old slipping knot can break through his evasions. If danger is imminent, he focuses on getting workers clear before discussing blame.

Goal

Get the two compromised anchor lines replaced before the approaching gale, then find a way to admit what he did without leaving the landing's workers at the mercy of its officials.

Motivation

He cannot bear to watch another crew trust infrastructure he knows is failing.

Secret · GM only

Appearance

Jorgen has a blunt, whiskered face and a dense coat of dark seal-brown fur, usually filmed with soot and pale grit from the landing's cable beds. His muzzle shines damp in the cold; the fur along his shoulders is flattened into ridges by years beneath a heavy work harness. He moves with a winch operator's economy, planting his feet before he shifts his weight, and his gaze keeps measuring the angle of nearby ropes. His right thumb is blackened and thickened by years feeding cable onto freezing capstans. Unexpectedly, he keeps a tiny painted wooden gull tucked into his apron pocket, polishing its beak with his thumb whenever he thinks no one is watching. He smells of machine grease, salt, and wet wool; his approach is often announced by the faint click of tools against his belt.

Clothing

A heavy smelter's leather apron over padded work clothes and layered furs, with salt-stiff cuffs, reinforced knees, and a belt crowded with splicing tools. His gloves are fingerless at the palms for handling cable.

Body language

He rubs his blackened thumb across his apron, braces one boot against nearby machinery, and angles his shoulders toward the nearest exit or cable run. When a line begins to strain, he stops fidgeting and becomes very still for a beat before moving.

Distinguishing features

A permanently blackened, thickened right thumb from feeding cable onto cold capstans.
A coat of fur flattened into harness ridges across his shoulders.
A tiny painted wooden gull hidden in his apron pocket, carefully polished despite his soot-stained work.

Personality

12 traits and drives

Jorgen is methodical enough to measure a cable twice and restless enough to check it a third time while someone is answering him. He distrusts authority but longs for a competent supervisor to take responsibility. Around machinery he is blunt and assured; around injured workers he is unexpectedly gentle, then retreats into brisk instructions if anyone thanks him. He can admit a mistake in a repair, but not yet the larger mistake he made on purpose.

Lawful Neutral

Quirks

Taps a fingertip against a winch housing before touching the controls, as if greeting it.
Counts pulley turns under his breath, then starts over if someone interrupts.
Wipes his blackened thumb on his apron in a pattern that leaves two dark bars.
Turns his wooden gull to face whichever direction the wind is coming from.
Keeps a short piece of failed cable in his pocket and rolls it between his fingers during arguments.

Habits

Checks nearby lines, pulleys, and fasteners while other people speak.
When a worker is in danger, his nervousness turns into crisp orders and decisive physical action.
After making a risky choice, he compulsively checks its consequences rather than defending it.
Avoids the overseer's office unless someone else accompanies him.

Traits · 3

He treats every machine as something that can be understood, but every official promise as something that needs proof.
He is brisk with people who take risks for pride and patient with people who are simply afraid.
He wants recognition for his expertise, yet recoils from attention when it might expose his sabotage.

Flaws · 3

He decided that creating a controlled failure was safer than waiting, despite not being able to control the timing.
His guilt makes him evasive precisely when clear explanations would help.
He has little patience for administrators and can mistake hesitation for indifference.

Fears · 3

A gale will hit before the rotten anchor lines are replaced.
Pavo or another worker will be hurt by the lines he altered.
If he confesses, the landing will punish him while leaving the dangerous infrastructure untouched.

Wants and needs · 3

The compromised lines replaced before the gale.
Someone with authority to acknowledge the inspection failures.
A chance to protect Pavo without making his brother complicit in the cover-up.

Combat

AC 14 · HP 45 · 30 ft., swim 35 ft.

Jorgen avoids a fair fight. He positions himself beside winches, mooring posts, or rigging, uses Tension Release to disrupt a group, then retreats behind cover while looking for a route to disable, escape, or protect endangered workers. He will not deliberately trigger a failure where bystanders could be caught in it.

Master Rigger. Jorgen has advantage on Intelligence (Investigation) checks to assess winches, anchors, and tension lines, and on Dexterity checks using tinker's tools to repair or sabotage them.
Phocan Hold Breath. Jorgen can hold his breath for up to 1 hour.
Guilty Conscience. Jorgen has disadvantage on Charisma (Deception) checks when directly questioned about the two anchor lines he tampered with.

Actions

Winchwright's Spanner. Melee Weapon Attack: to hit, reach 5 ft., one target. Hit: 6 () bludgeoning damage, or 7 () if wielded with two hands.
Tension Release. Recharge 5–6. Jorgen strikes a release pawl on a nearby winch or rigging line. Each creature in a 15-foot cone must make a Dexterity saving throw. On a failure, a creature takes 10 () bludgeoning damage and is knocked prone. Jorgen can instead have a creature tangled in the line: its speed becomes 0 until it uses an action to succeed on a Strength check. On a success, the creature takes half damage and suffers no other effect.

Reactions

Quick Splice. When an anchor line, cable, or rigging within 10 feet suddenly takes damage or begins to slip, Jorgen uses a reaction to clamp or lock it. If the structure or vessel is making a saving throw to resist breaking loose or collapsing, it has advantage on that save. The clamp holds only until the end of Jorgen's next turn unless secured with an action.

Services they sell

Inspects and repairs winches, anchors, and tension lines.
Can rig temporary braces, emergency lifts, and improvised cable barriers.
Can explain how a mechanical failure occurred and identify signs of deliberate tampering.

Rewards they can give

A reliable emergency repair using salvaged cable, if given time and suitable materials.
A copy of the inspection reports, which can establish that the anchor lines were already dangerously degraded.
Jorgen's practical aid during a storm, including knowledge of safe rigging routes and vulnerable mechanisms.

Equipment

  • Winchwright's Spanner (tool and improvised weapon)A short-handled steel tool, scarred by years of levering stuck mechanisms; usable as a club.
  • Splicing fid (tool)A tapered metal tool for separating and guiding cable strands during splicing.
  • Rigging wire (equipment)A compact coil used for temporary lashings and emergency repairs.
  • Inspection book (document)A grease-stained record of inspections, repair requests, and cable wear measurements.
  • Smelter's work clothes (armor)Heavy leather apron, padded furs, and work gloves; together they provide the protection represented by his AC.

Possessions

A grease-stained inspection book containing copies of rejected repair reports.
A painted wooden gull carved by his brother.
A small pouch of cable clamps and spare pins.
A folded sketch of the anchor assembly, annotated with wear measurements.

Background

Jorgen learned rigging from his mother, who taught him to hear a bad cable before it snapped by laying a finger against the capstan housing. He came to the Glass Landing as a young repair hand and earned responsibility by rebuilding a storm-damaged hoist while the crew was still hauling people from the water. Years later, during a gale, he watched a rescue platform tear free because officials had delayed replacing corroded anchors. His younger brother was among the survivors, but a deckhand named Sella was lost. Since then, Jorgen has filed meticulous inspection reports and kept copies after each one disappeared from the office. The landing's overseers continue to postpone expensive repairs. Convinced another gale will arrive before they act, Jorgen retied two critical lines with an old slipping knot, intending to force an unmistakable failure during a controlled test. The test never happened. A hard wind is building, and he now has to keep workers away from the compromised lines while finding a way to replace them without exposing what he did. His brother, Pavo, still works the landing and trusts him completely.

Role in the story

A skilled but culpable mechanic whose attempt to force repairs has made the landing's danger immediate. The party can expose him, help him repair the lines, or use his records to pressure the people who ignored the warnings.

“Years later, during a gale, he watched a rescue platform tear free because officials had delayed replacing corroded anchors.”
From their background
Faction
Employed by the Glass Landing's maintenance crew; not formally aligned with a wider faction.

Known connections

Pavo, his younger brother, is a landing deckhand who believes Jorgen's warnings about the anchors but does not know he sabotaged them.
Sella's widow, Dren, maintains rescue equipment and still resents the officials who let the old lines fail.
The Glass Landing overseer has repeatedly rejected Jorgen's repair estimates and may be concealing how long the lines have been overdue for replacement.
