At the table

Voice

A dry, lightly rasped voice with a faint catch at the end of long phrases, as though shaped by years of calling over water and breathing dust from cut stone. The gauze veil softens consonants without making the words hard to understand. Their voice speeds up when a plan slips, then settles into a steady, practical cadence when describing a tool or a current.

Their sentences are short and concrete, shaped by years of giving warnings over rushing water. They describe danger through sounds, stresses, and leaks rather than grand theories. When explaining a craft, they become unexpectedly patient; when asked about the flood, their words arrive in clipped lists.

Speech patterns

Uses practical comparisons: 'That sound is a roofbeam asking for help.'
Answers questions about motives with precise facts about the terrain.
Calls people by their job or immediate action until trust is earned.
When frightened, speaks faster and lists possible consequences rather than asking for help.

How to play them

Initially presents as a cautious local concerned about unsafe ground. Offers practical warnings that are partly true, tries to redirect the party toward harmless delays, and watches their response to the breach. If challenged with evidence or confronted by Oruva, they may admit they are studying the rift but conceal Eydan's identity. If threatened, they flee rather than fight to the death.

Goal

Keep the party from sealing the breach long enough to observe its reaction, then send Eydan a useful report without allowing the rift to become uncontrollable.

Motivation

To understand the breach well enough to prevent another disaster, while proving to themself that careful observation can repair what one bad decision broke.

Appearance

The Veiled Cutter is a lean, weather-browned human whose stillness has the wary precision of someone listening for a floorboard to complain. Their loose hood is patched with three different shades of brown cloth, and a short veil of coarse gauze hides the lower half of the face without concealing their watchful eyes. Their boots are too large and stuffed with folded felt; they place each foot as if testing ice. A small wooden bird hangs from their belt, polished smooth only on its beak from years of being thumbed. Unexpectedly, they keep a bright sprig of fresh mint tucked in the hood seam, replacing it whenever it wilts.

Clothing

A faded hooded coat patched at the elbows with visibly mismatched cloth, a coarse gauze veil, a cross-body tool apron, and oversized felt-stuffed boots. The apron is meticulously cleaned around one empty loop where a favored instrument used to hang.

Body language

Their shoulders stay slightly turned, as if keeping one ear on an exit. Their hands rarely stop working: rolling the wooden bird, testing a cord, or smoothing a patch on the sleeve. When caught in a lie, they look first at the ground they altered, not at the person who noticed.

Personality

14 traits and drives

The Veiled Cutter is cautious but not timid: they will step into danger to test a sound, yet resist committing to a plan until every exit is counted. They show unexpected warmth toward frightened people and small animals, but become brisk and unsparing when someone treats the basin as a puzzle instead of a hazard. In calm moments they explain their reasoning carefully; under pressure they turn curt, practical, and stubborn.

Combat

AC 13 · HP 9 · 30 ft.

Avoids a stand-up fight. Uses cover, prepared mundane obstacles, and short knife strikes only to make space for escape. Retreats toward broken terrain, abandons tools rather than risk capture, and does not pursue fleeing opponents. If seriously threatened, they throw down a handful of grit and run for the grove's narrow paths.

Custom feature, Basinwise. The Veiled Cutter has advantage on checks to identify fresh changes in the breach's flow, but gains no combat bonus from this knowledge.
Custom feature, Prepared Fault. Before a fight, The Veiled Cutter can rig one nearby mundane object or patch of loose ground to create a brief obstacle. A creature that notices the setup can avoid it.

Actions

Work Knife. Melee Weapon Attack: to hit, reach 5 ft., one target. Hit: 4 () piercing damage.
Thrown Awl. Ranged Weapon Attack: to hit, range 20/60 ft., one target. Hit: 4 () piercing damage. The knife is an ordinary tool, not a special weapon.
Spoil the Approach. Custom action. The Veiled Cutter kicks a prepared wedge, pulls a tripline, or knocks loose a small object. One creature within 10 feet must succeed on a Dexterity saving throw or have its speed reduced to 0 until the end of its next turn. The obstacle is mundane and can be spotted or cleared.

Reactions

Slip Away. When a creature they can see moves within 5 feet, The Veiled Cutter can move up to 10 feet without provoking opportunity attacks, provided they move toward cover or an escape route.
Warning Tap. Once per encounter, when a creature triggers their prepared obstacle, The Veiled Cutter can use a reaction to call out the danger. One ally who can hear them has advantage on its saving throw against that obstacle.

Services they sell

Can explain local sluice paths and identify unstable ground, if trust is established.
Can demonstrate how to set or disarm simple mundane wedges and trip-lines.
May share observations about the breach's sounds and timing.

Rewards they can give

A notebook of observations that may help the party predict the breach's next response.
A small pouch of wedges and twine, if they can persuade The Veiled Cutter to cooperate.
A chance to learn the saboteur's motive and secure a warning about Eydan's interest.

Equipment

  • Work knife (weapon)A short, plain blade used for cutting cord and, if cornered, self-defense.
  • Compact crossbow (weapon)A light crossbow with a worn stock and a short bundle of ordinary bolts.
  • Sluice-worker's kit (tools)Twine, wooden wedges, chalk, a folding rule, and small pry tools for setting mundane obstacles.
  • Wooden bird (personal keepsake)A smooth wooden bird charm, thumb-worn at the beak, carved by their younger brother.
  • Fresh mint (personal item)A few sprigs wrapped in damp cloth; The Veiled Cutter replaces the one in their hood daily.

Possessions

A wooden bird charm carved by their younger brother.
A folded note with Eydan's reporting marks and no full name.
A small notebook of water sounds, ground shifts, and breach responses.
A damp cloth wrapping fresh mint.

Background

The Veiled Cutter grew up maintaining sluices and footbridges in the Passby Grove, where a loose stone could send a whole season's water into the wrong field. Their mother, Oruva, taught them to read the basin by sound: a thin hiss meant seepage, a double knock meant a hollow beneath the mud. Years ago, during a spring flood, The Veiled Cutter ignored a warning from their younger brother and cut a brace they believed was already failing. The spill destroyed a row of homes. Their brother survived, but left the valley and has not answered a letter since. The disaster made The Veiled Cutter distrust confident predictions and measure every consequence twice. Now they work for Eydan, an unseen investigator who wants the breach left open long enough to study its responses. The Veiled Cutter is meant to delay anyone trying to seal it, then report what the rift does under pressure. They privately hope the observations will reveal a way to contain it without repeating the flood. Their arrangement is already fraying: Eydan demands cleaner, more dangerous tests, while Oruva has returned to the grove and recognizes her child's old methods.

Role in the story

A brief antagonist near the basin who sabotages or delays attempts to seal the breach so its responses can be studied. The Veiled Cutter retreats when threatened and can later become a reluctant source of useful observations.

From their background
Faction
Works covertly for Eydan, an independent investigator. No formal faction; their loyalty is to the basin's safe containment, though their methods currently undermine it.

Known connections

Oruva, their mother and former teacher in the work of keeping water channels safe, has returned to Passby Grove and wants them to stop tampering with the basin.
Eydan, a distant investigator who pays for observations, expects a report and has never explained what will happen to the findings.
Their younger brother, whose name The Veiled Cutter will not say aloud, left after the flood and has not replied to their letters.
