Plain robes hang from his frame, and his broad, calloused hands bear tiny flecks of ground pigment from his private work. He walks with measured economy, never hurrying and never wasting a gesture. The unexpected detail: he keeps a small, soft wool toy tucked into the inner fold of his robe, its ears polished smooth by his thumb.

Background

Ildar Varethis was born to the Drairesse in a furnace district where his family repaired the moon-tracking instruments used to set the old calendar. His mother taught him to work metal by sound; his father taught him that a law no one can understand is only a threat wearing ceremonial robes. As a young ruler, he approved a campaign against House Uvren after accepting a forged account of an uprising. The campaign ended at the flooded settlement of Oruun, where he arrived too late to stop the killing. In the ruins he found a child hiding inside a cracked kiln and carried her out himself. That failure changed his rule: he began requiring evidence to be preserved, adversarial review before extermination orders, and a chance for surrender. His brother Eren manages his schedule and shields him from ceremonial demands, though they argue over whether delay is itself a form of cruelty. The rescued child, now the archivist Yulma, is one of the few people permitted to tell him that his memory is wrong. Ildar still crafts tools and sculptures in a private workshop, while the Great Houses pressure him to use the Absolute Seal against their rivals. A present crisis concerns House Uvren's disputed pardon: evidence suggests the original uprising was fabricated, but releasing the proof could destabilize the Mandate and implicate people still in power.
