Voice

His voice has a dry, slightly rasped edge, as if salt and cold air have worked into it. He projects without strain, the habit of calling directions over surf and wind, and clips the ends of sentences when he expects immediate action. His laugh is brief and usually arrives a beat after everyone else's.

He speaks in clipped, practical sentences shaped by wind, wet ground, and shouted instructions across water. He favors exact observations over metaphor, though he uses vivid animal comparisons when teaching. When angry, his words get faster and more pointed, with names and specific remembered failures used like weapons.

Speech patterns

Uses concrete measurements and practical comparisons: distance, tide, wind, weight, and time.
Calls dangerous hunts opportunities and describes casualties as costs.
Asks questions that sound cooperative but are designed to learn what others know.
When cornered about his secrecy, answers with a technically true detail that avoids the central question.

How to play them

Begin with useful local knowledge and a practical offer, then assess whether visitors value bold action or shared responsibility. He respects demonstrated competence, but tests people with incomplete information. If challenged, he argues that results matter more than old customs; if someone mentions Nela or his father, his composure becomes brittle.

Goal

Make his new hunting tradition the settlement's permanent way of life and bring down the sea beast before it exposes his role in drawing it near.

Motivation

He wants to prove that bold, controlled violence can protect the settlement better than a communal tradition that failed his father.

Appearance

Wulger is tall and long-limbed, with pale skin browned across the nose and forearms by salt glare. Almost-black green scales interrupt his skin along his jaw, temples, knuckles, and the backs of his hands, catching a slick bottle-glass shine when wet. His green, slit-pupiled eyes seem to measure distance even in conversation, and his sharp teeth show whenever he gives a smile that does not reach them. His hands are broad and rope-scarred, the nails worn short and dark with pitch from constant work on bowstrings and traps. He moves with a hunter's economical stillness, then crosses ground in sudden, startling bursts. Unexpectedly, he carries a tiny wooden whistle carved to sound like a marsh frog, a toy he made for his younger sister when they were children.

Clothing

Practical German-inspired hunting wear: a dark green wool jacket with horn toggles, a loden cape treated against rain, sturdy leather breeches, wool leg wraps, and high boots with hobnailed soles. His belt carries a skinning knife, cord, and waxed pouches. The garments are carefully patched and maintained, but salt has bleached their seams.

Body language

He plants his feet as if braced against a deck's roll, and his gaze tracks small movements before faces. When impatient, he taps the worn notch in his frog whistle with one scaled thumb. He does not pace; he shifts his weight once, then acts.

Distinguishing features

Near-black green scales lie like overlapping leaf-gloss along his jaw, temples, knuckles, and hand backs.
His green serpent eyes hold a steady, unsettling focus, even when he laughs.
His broad, rope-rough hands are permanently darkened at the creases by bowstring wax and pitch.
A small frog-shaped wooden whistle hangs from his neck; one edge is worn smooth where his thumb rubs it.

Personality

15 traits and drives

Wulger's old instinct to care for people survives under a colder, more calculating manner. He can be generous with food and practical help, especially toward children and the injured, yet he treats adult disagreement as an obstacle to be managed. In a calm mood he is observant and almost patient; when his judgment is questioned, he becomes cutting and frighteningly quick to anger. He admires courage, but increasingly mistakes obedience for courage.

Alignment
Neutral, increasingly ruthless

Quirks

Taps the worn rim of his frog whistle three times before entering unfamiliar ground.
Names wind directions by the smells they carry, such as kelp, rain, or old fish.
Arranges food on his plate in the shape of the tracks of the animal he plans to hunt.
Counts steps silently after crossing a threshold, then remembers the number for days.
When someone tells a story, watches their hands rather than their face.

Habits

Studies exits, wind direction, and nearby cover before settling into a conversation.
When a hunt is discussed, becomes animated and generous with practical advice; when asked who paid the cost, turns brisk and evasive.
Takes charge in a crisis and expects people to follow his calls without debate.
After a successful hunt, shares the best cuts publicly but keeps unusual trophies for himself.

Traits · 4

Plans carefully, then takes reckless risks when a chance to prove himself appears.
Can show real compassion in private while dismissing the same need as weakness in public.
Likes teaching useful skills, but resents students who develop better methods.
Dislikes waste, except when trophies or spectacle serve his reputation.

Flaws · 4

Confuses daring with competence and treats other people's caution as weakness.
Conceals risks until he can frame them as necessary.
Has become indifferent to harm he considers the price of progress.
A sharp temper makes him punish dissent more harshly than mistakes.

Fears · 3

That the sea beast he wounded will reach the settlement before he can control the story.
That Nela will learn how he has manipulated the hunts and stop trusting him.
That his father's death was not caused by caution, but by Wulger's own panicked decision to cut the wrong line.

Wants and needs · 4

To establish his hunting methods as the settlement's accepted tradition
To keep Nela from discovering the full truth about the sea beast
To have his skill acknowledged without being questioned about its cost
To face the beast before it reaches the settlement, preferably with witnesses

Combat

AC 14 · HP 18 · 30 ft.

He favors concealment, elevated ground, and a clear retreat route. He opens with his bow against isolated targets, uses snares or rough terrain to split a group, and saves Green Fume for a crowded approach or a close escape. He is confident to the point of recklessness when facing a large creature, but will abandon allies if he believes the hunt has turned irretrievably against him.

Background

Wulger was born into a Lightfoot family that treated hunting as a shared duty: every household took a turn, every catch was divided, and no one pursued dangerous game alone. As a child he was careful and sweet-tempered, the one who stayed behind to mend nets and bring food to elders. During a storm-season hunt, a sea beast overturned his family's skiff. His father, Eber, was lost in the surf while the others waited for help that never came. Wulger survived by cutting loose the boat's tangled lines and swimming through the wreckage with his little sister, Nela, tied to his back. Afterward he decided that communal caution had cost his father his life. He began organizing faster, bolder hunts, using decoys, concealed snares, and bait taken from places no one else would risk. His methods brought meat and fame to the settlement, and he established the new hunting traditions now followed by many young hunters. They also left reefs stripped, neighbors frightened, and old relatives uneasy. His aunt Oru still insists the hunt belongs to the whole community, while his sister Nela quietly tends the injured creatures he brings home. Wulger now tells the settlement that a huge sea beast is moving toward their fishing grounds. He has seen signs of it, but has not told anyone that he deliberately wounded it to draw it closer and prove his methods indispensable.

Role in the story

A celebrated local hunter whose dangerous methods may be saving the settlement in the short term while endangering it in the long term. He can be a sharp-edged ally, a rival for authority, or the source of a looming sea-beast crisis.

“As a child he was careful and sweet-tempered, the one who stayed behind to mend nets and bring food to elders.”
