Voice

A dry, resonant voice with a slight rasp where it has been pushed over wind, armor, and marching calls. The consonants land cleanly, like commands meant to survive a noisy field. In private, especially when discussing the paper theater, a small warmth enters his voice and the rhythm becomes less exact.

His speech is clipped and well-articulated, shaped by years of issuing orders over marching feet and crowded assembly halls. He favors short declarative sentences, then follows them with a question that tests whether he has been understood. He does not shout to dominate a room; he uses precise timing and the expectation that people will make space for his words. When speaking privately about his sister, his sentences lengthen and lose their military cadence.

Speech patterns

Uses the listener's name before making a demand, giving an order the shape of personal attention.
Frames disagreement as a question of consequences: asks who will protect the vulnerable if the Host loses cohesion.
Speaks of courage in concrete terms, naming the person, action, and cost rather than praising bravery in general.
Repeats a dissenting person's words accurately before explaining why he considers them dangerous.
Uses military terms in ordinary conversation, such as calling a family meeting a muster or a favor a debt of service.

How to play them

Begin with a direct offer of aid or a practical question, then determine whether the visitors can be trusted to keep their word. He responds warmly to courage and competence, often offering resources before asking for allegiance. If challenged, he listens carefully but tests whether the challenger will accept responsibility for the consequences they advocate. He can be persuaded by specific evidence and a workable plan, especially one that protects civilians without weakening the Host.

Goal

Preserve the Host as a credible shield for dragonborn communities while forcing the city to recognize its right to self-defense.

Motivation

To make dragonborn safety depend on their own organized strength rather than the mercy of rulers who have repeatedly betrayed them

Appearance

Azakeil's copper-red scales are burnished smooth along the brow and muzzle, but their small overlapping plates catch grit like roof tiles. He advances with a measured, slightly side-leading gait, always placing his left foot first as if marking a parade pace. He can stand so still that onlookers begin matching their breathing to his. Within a minute, most people notice the sharp scent of clove oil and hot iron that follows him; he knows about the iron, but insists the clove is only for his gloves. Unexpectedly for a severe military commander, he keeps a tiny paper theater folded in his breast pocket and repairs its painted puppets himself.

Clothing

A dark wine-red officer's coat reinforced with overlapping leather scales, brass toggles polished by habit, and a short mantle bearing the Host's nine-cut insignia. His gauntlets are carefully oiled. The inside of his coat is lined with scraps of folded children's theater scenery.

Body language

He squares his shoulders when someone speaks of dragonborn rights, but his tail gives a short, involuntary flick whenever a speaker questions his command. In a crowd he tracks faces rather than weapons. When listening, he holds his chin level and does not nod until the speaker finishes.

Distinguishing features

His deliberate left-foot-first gait makes his approach sound like the start of a drill.
He smells of clove oil and hot iron, a scent that lingers on the chair after he leaves.
He carries and mends a pocket paper theater, with tiny painted soldiers whose uniforms he changes between campaigns.

Personality

14 traits and drives

Azakeil is sincerely protective and capable of startling generosity, yet he cannot bear the uncertainty of a room in which people may disagree without consequence. With frightened recruits, he is patient and almost fatherly; with a brave soldier, he is lavish in praise and material rewards. In council, he is controlled and attentive, remembering every promise. When someone challenges his authority in public, that attentiveness turns into scrutiny, and he begins treating the speaker as a danger to the people he means to protect.

Alignment
Lawful neutral, with a protective purpose increasingly compromised by authoritarian methods

Quirks

Turns a cup exactly three times before drinking, even when it is already positioned in front of him.
Keeps the paper theater's tiny soldier puppets facing away from the audience until he begins a performance.
Taps nine times on a table when waiting for an answer, then stops abruptly if the other person begins speaking.
Quietly corrects the placement of chairs so no one is left with their back to a door.
Uses a clove-scented oil on his gloves and denies that he can smell it.

Habits

Asks a recruit to repeat an order in their own words, then watches whether they look toward their comrades before answering.
Gives generous, specific rewards in public, making sure the recipient's courage is named rather than merely their obedience.
When a meeting turns contentious, assigns each speaker a time and a place in the room, presenting control as a way to ensure everyone is heard.
Before a dangerous march, checks the rear guard personally and asks after the families of the newest soldiers.
After a public rebuke, continues the conversation as if nothing has happened, then quietly removes the dissenter from any decision-making post.

Traits · 4

He remembers the names and family circumstances of ordinary soldiers, but forgets that being remembered can feel like being monitored.
He rewards courage extravagantly and expects the recipient to stand as an example of loyalty.
He sincerely wants dragonborn to be free, yet trusts discipline more than independent judgment.
He dislikes needless cruelty and will intervene to stop it, while defending coercive rules as necessary safeguards.

Flaws · 3

Confuses public unity with genuine consent.
Treats dissent as a security problem before considering whether it reveals a failure in his own judgment.
Believes that his protective intentions excuse methods he would condemn in an outside ruler.

Fears · 3

That the Host will fracture and leave dragonborn settlements defenseless.
That his sister will be punished for aiding fugitives.
That the city will use one act of dissent as proof that dragonborn cannot govern themselves.

Wants and needs · 4

He wants a treaty that secures dragonborn self-defense without making the Host a permanent occupying force.
He needs to hear criticism without immediately converting it into a test of loyalty.
He wants Sesh to accept protection from him, but needs to recognize that she may refuse his terms.
He needs trustworthy officers who can tell him when discipline has become punishment.

Combat

AC 17 · HP 45 · 30 ft.

Azakeil holds a chokepoint beside his allies rather than seeking a duel. He opens with a clear order, uses his breath weapon when enemies bunch together, and focuses attacks on opponents threatening the least armored ally. He retreats only when he can take the wounded with him. If a foe offers terms, he pauses to hear them, but expects the offer to include a public guarantee of safety for his soldiers.

Commanding Presence. Custom feature. Once per turn, an ally within 30 feet who can hear him may add to one weapon damage roll after Azakeil calls a target or gives a clear order.
Breath Weapon. Custom feature. Once per short rest, Azakeil exhales a 15-foot cone of fire. Creatures in the area make a Dexterity saving throw, taking fire damage on a failure or half as much on a success.
Public Oath. Custom feature. In a formal assembly, Azakeil can identify the speaker who most clearly breaks a sworn public pledge, provided he can hear the pledge and the speaker.

Actions

Host's Longsword. Melee Weapon Attack: to hit, reach 5 ft., one target. Hit: 6 () slashing damage, or 7 () if used with two hands.
Heavy Crossbow. Ranged Weapon Attack: to hit, range 30/120 ft., one target. Hit: 5 () piercing damage.
Fire Breath. Azakeil exhales fire in a 15-foot cone. Each creature in the area must make a Dexterity saving throw, taking 7 () fire damage on a failed save, or half as much on a success. Once used, this action cannot be used again until Azakeil finishes a short or long rest.

Reactions

Interpose. When a creature Azakeil can see within 5 feet is hit by an attack, he imposes himself between it and the attacker if he is able to move. The protected creature gains a bonus to AC against that attack, potentially causing it to miss. Azakeil must be wielding a melee weapon.
Hold the Line. When an ally Azakeil can see within 30 feet fails a saving throw against being frightened, Azakeil calls the ally's name and grants it a new saving throw with a bonus. Once used, he cannot use this reaction again until the start of his next turn.

Background

Azakeil was raised in a dragonborn quarter whose residents were required to wear labor marks and obtain passes to cross the city gates. As a young courier, he carried petitions demanding those restrictions be ended. During the Winter Muster, a patrol seized his younger sister, Sesh, after she refused to recite a loyalty pledge. Azakeil rallied the neighborhood into a disciplined protest and negotiated her release, but the authorities punished the whole quarter for the disruption. He came away believing that only organized strength could make dragonborn safe, and that disorder gave their oppressors an excuse to tighten control. He joined The Ninth Cut Host, a military order formed to protect dragonborn communities, rose through its ranks by keeping frightened recruits alive, and became High Fang after his predecessor died during a retreat he had ordered. Since then he has rewarded brave soldiers with land, tools, and public honor while requiring highly visible pledges of obedience. His sister Sesh now shelters families fleeing forced labor and tells him his order is becoming another gate with a different guard. Azakeil continues to send her money anonymously, while investigating whether a city official is preparing to outlaw the Host outright.

Role in the story

A potential patron and formidable political obstacle. Azakeil can provide protection, equipment, and soldiers for a dangerous mission, but he may require public loyalty in return. His struggle with Sesh and his own officers offers the characters a chance to help him protect dragonborn without reproducing the control he once resisted.

The Ninth Cut Host's quartermaster, Shuin, is an old friend who keeps Azakeil's private correspondence out of official reports.
