At the table

Voice

A chesty, work-worn voice with a dry rasp at the edges, as if it has spent years competing with cellar echoes and clinic bustle. She projects cleanly without shouting and clips words when giving urgent instructions. Her laugh is a sudden snort she tries, unsuccessfully, to disguise as a cough.

She speaks in sturdy, workmanlike phrases shaped by years of calling instructions over carts and clinic noise. Her consonants land firmly, and she often frames a question as a practical test. When she is worried, she lists steps; when she is amused, dry humor slips out before she can stop it.

Speech patterns

Uses measurements and practical comparisons: 'That excuse holds less water than a cracked keg.'
Asks short questions in clusters when she suspects a lie.
Calls people by their task or position until they have earned her confidence.
When frightened, becomes brisk and concrete rather than raising her voice.

How to play them

Begin with practical questions about the visitors' needs and who sent them. Offer modest help to people who respect the clinic's patients. If the party is honest about the danger, enlist them in guarding the casks or tracing the attempted diversion. If they threaten the clinic, block access and summon staff before resorting to violence.

Goal

Keep the clinic's medicine casks and patient records intact until the immediate threat passes, then establish a public chain of custody that no faction can quietly manipulate.

Motivation

To make sure medicine reaches patients rather than whoever has the loudest claim, and to prove that careful stewardship can be an act of compassion rather than control.

Appearance

Vela is a compact, broad-shouldered human with a deliberate, rolling gait that seems to measure each floorboard before trusting it. Her skin is warm brown, her dark hair is braided close at the temples and gathered in a thick coil at the nape, and her eyes are amber-brown. In a room, her gaze goes first to the doors, then to the hands nearest the medicine, and only afterward to faces. A brass tasting cup hangs at her belt; its rim is worn nearly flat on one side from years of tapping it against cask staves. Unexpectedly for a hard-nosed quartermaster, she keeps a tiny paper windmill tucked behind one ear and replaces it whenever a patient destroys it.

Clothing

A charcoal work apron over a rust-red wool tunic, sleeves rolled to the elbow, a linen shoulder wrap with old water stains, and tough boots whose soles are patched with mismatched leather. Her belt carries keys, a tasting cup, chalk, and a short length of cord.

Body language

She plants her feet as if bracing against a moving cart, keeps one palm near the cask keys, and angles her shoulders so she can see both the door and the sickroom. When listening, she tips her head slightly toward a person's hands.

Distinguishing features

A brass tasting cup on her belt, its rim rubbed nearly flat at one spot from habitual tapping.
Her gaze checks doors and nearby hands before it settles on anyone's face.
A little paper windmill is often tucked behind her ear, an incongruous keepsake she replaces when it is damaged.

Personality

12 traits and drives

Vela is warmly attentive to the sick and sharply suspicious of anyone who treats supplies as bargaining chips. She can be generous with food and stingy with trust; when relaxed, she jokes and makes paper toys for children, but under pressure she becomes procedural and relentless. She wants people to feel cared for, yet often expresses that care by checking their bandages and counting their medicine rather than asking how they feel.

Alignment
Neutral Good

Quirks

Taps her brass cup twice against any cask before opening it, even if she knows the contents.
Turns a cup handle toward the nearest exit when sitting down.
Folds discarded prescription wrappers into tiny boats and lines them along the windowsill.
Counts to seven under her breath when waiting for someone to answer a difficult question.

Habits

Counts containers by touch while speaking, especially when anxious.
Checks who can reach the clinic's records before she decides whether to trust a visitor.
Offers tea to people she suspects, because their reaction tells her more than their answer.
When a patient is in danger, drops all argument and gives crisp, unmistakable instructions.

Traits · 3

Nurturing in emergencies, exacting over inventory.
Suspicious of authority but respectful of people who do difficult work without recognition.
Can laugh at herself in private, but hates being made to look careless in public.

Flaws · 3

Treats any disagreement about supplies as a personal challenge to her competence.
Withholds information until she is certain it cannot be misused, even when allies need it quickly.
Has trouble admitting that some losses cannot be prevented by better counting.

Fears · 3

That a preventable shortage will cost another patient their life.
That her brother will leave town before she finds a way to apologize.
That someone has already altered the clinic's records.

Wants and needs · 3

Needs the clinic's casks and records kept safe from tampering.
Wants her brother to understand that her vigilance comes from grief, not contempt for him.
Needs trustworthy witnesses who can help establish where each supply shipment went.

Combat

AC 15 · HP 38 · 30 feet

Vela avoids a fair fight. She puts herself between attackers and the clinic's casks or patients, uses the staff to keep foes at reach, and calls for help loudly and specifically. She retreats toward narrow passages where allies can protect the stores. If forced to fight alone, she targets weapons and knees rather than pursuing a kill.

Clinic Quartermaster. Vela can identify the contents of any sealed cask by smell and sound, unless it has been deliberately adulterated.
Custom feature, Cask-Sense. As a bonus action, Vela can learn whether a wooden container within 30 feet holds liquid, is empty, or has been tampered with. This does not reveal the liquid's exact nature.
Custom feature, Triage Under Fire. Once per short rest, when a creature Vela can see within 30 feet falls to 0 hit points, she can use her reaction to let it drop to 1 hit point instead. The creature then gains 5 temporary hit points.

Actions

Quarterstaff. Melee Weapon Attack: to hit, reach 5 ft., one target. Hit: 6 () bludgeoning damage, or 7 () if used with two hands.
Glass Vial. Ranged Weapon Attack: to hit, range 20/60 ft., one target. Hit: 6 () bludgeoning damage. Vela usually throws the bottle only when she needs to create a distraction.
Healer's Kit. Vela produces a healer's kit and stabilizes one creature at 0 hit points within reach without making an ability check. The kit has 4 uses remaining.
Cask Control. Custom action. Vela slams a marked clinic cask's release tap shut or wedges it open. A creature adjacent to the cask can use an action to contest this with a Strength check. The cask's contents and any resulting hazards are determined by the GM.

Reactions

Parry. When a creature Vela can see within 5 feet hits her with a melee attack, she adds 2 to her AC against that attack, potentially causing it to miss. She must be wielding her staff.
Triage Under Fire. Custom feature. When a creature Vela can see within 30 feet falls to 0 hit points, Vela can use her reaction once per short rest to let it fall to 1 hit point instead and grant it 5 temporary hit points.

Services they sell

Can assess whether a cask has been opened, diluted, or replaced.
Can stabilize an injured creature and arrange basic clinic care.
Can interpret clinic inventory marks and identify inconsistencies in supply records.

Clinic cellar and cabinet keys
Chalk nub and inventory slate
A folded paper windmill
A sealed letter to her brother that she has never sent

Background

Vela grew up hauling water and medicinal wine through the steep lanes of Kestrelstep, where a clinic's stores could mean the difference between a fever passing and a funeral. She learned cask work from her mother, a cooper, and wound care from the traveling physician who rented their back room. During the Red Thaw, a spring flood broke the clinic's cellar door and swept away most of its medicines. Vela spent the night waist-deep in freezing water, bracing the remaining casks with her own body while her younger brother carried patients upstairs. One cask was lost anyway, and the physician died before dawn. The experience changed her from a cheerful hauler into a meticulous keeper who records every seal and refuses to trust a promise without a witness. Now she guards the clinic's casks and patient records from a faction seeking to divert supplies. She is also trying to repair her strained relationship with her brother, who believes she values inventory more than the people it is meant to save.

Role in the story

Vela is the clinic's practical guardian and a key witness in the encounter 'Keep the Casks and Records in the Clinic.' She knows which casks were moved, which seals do not match, and how the patient records could reveal who is diverting supplies. Her willingness to cooperate depends on whether the party protects patients as well as property.
