At the table

Voice

A dry, papery rasp with a faint wet click at the back of each breath, as though his throat remembers speaking over cistern water. The consonants carry the discipline of a court secretary, while his draconic heritage adds a slight hiss to sibilants. His name, Rask, comes out with a short, hard scrape.

His speech is clipped and carefully articulated, shaped by court procedure and years of dictating orders over the rumble of waterworks. He favors civic metaphors, but the old draconic consonants rasp through when he is impatient. He can make a threat sound like a scheduling note.

Speech patterns

Frames proposals as if they were the other person's idea.
Uses precise, civic language when discussing suffering, then slips into blunt phrases when discussing personal loyalty.
Asks questions that appear idle but establish who has access, authority, and an escape route.
Often says, "There is a difference between a door being open and being invited through it."

How to play them

Rask offers visitors a useful truth before he asks for a favor, then watches whether they treat the truth as a gift or a bargaining chip. He responds well to practical plans and specific offers of help for Scalenovia's residents. Public accusations make him evasive; evidence presented privately may persuade him to cooperate, especially if it protects the cistern district.

Goal

Secure enough independent authority to protect Scalenovia's people from Terreak's harsher policies, then choose a successor who will not simply repeat his compromises.

Motivation

Rask wants to prove that his treachery purchased a chance to govern better, not merely a finer seat beside the conqueror.

Secret · GM only

Appearance

Rask looks like a courtier who has spent too long negotiating in damp stone rooms. His narrow, scaled face is a muted bronze-green, with fine pebbling along the temples and throat that catches light like wet river rock. His smile arrives a moment before his warmth does. He moves with the careful economy of a creature accustomed to fitting a large body through small political openings: shoulders turned sideways through doorways, tail kept close, chin angled to watch reflections in polished surfaces. He smells distinctly of rain-soaked copper, bitter fennel, and the mineral tang of old cisterns; he knows it, and keeps a packet of crushed herbs in his sleeve to disguise it. The unexpected detail is that he is an accomplished maker of tiny paper birds, which he leaves perched on window latches and drinking cups.

Clothing

A dark, high-collared court coat with a split back for his tail, rainproofed with wax and repaired in several shades of thread. He wears a narrow sash carrying a bronze seal, plain gloves, and soft-soled boots suited to quiet stairways.

Body language

He angles his body toward the nearest exit while giving his full attention to whoever speaks. His tail makes small, measured taps against the floor when he is counting options. When pleased, he tilts his head as though examining a puzzle; when cornered, the scales along his jaw lift and his smile becomes unnaturally still.

Distinguishing features

Rain-dulled bronze-green scales with a pebbled texture along his temples and throat.
A noticeable scent of wet copper, bitter fennel, and cistern stone that he tries to cover with crushed herbs.
A thin, forked tongue that briefly tests the air when he is deciding whether someone has lied.
His coat has a split back, and the tip of his tail sometimes appears beside his boots before he does.

Personality

14 traits and drives

Rask can be considerate in small, concrete ways and merciless in large, abstract decisions. In public he is witty, composed, and hard to pin down; in private with someone he trusts, he becomes unexpectedly earnest and admits uncertainty. When ashamed, he overexplains. When angry, he stops bargaining and names the practical consequence he intends to impose.

Alignment
Lawful evil

Quirks

Folds any scrap of paper within reach into a bird, then leaves it facing the nearest exit.
Sniffs the air before answering a question, even when there is no meaningful scent to detect.
Turns cups so their handles point toward the person he considers most likely to leave first.
Counts stair steps under his breath, but starts over whenever someone notices.
Keeps a tiny dish of water beside his bed and rearranges its surface with one claw before sleeping.

Habits

Tests a new visitor's honesty with a small, harmless falsehood and watches whether they correct it.
Keeps one eye on windows, polished metal, and doorways during negotiations.
When alone, folds scraps of paper into birds and places them where someone will discover them.
Never gives an order without leaving a plausible alternative interpretation.
When genuinely frightened, becomes brisk and practical rather than theatrical.

Traits · 4

He remembers the names of servants and petitioners, but sometimes uses that attentiveness to make them easier to manipulate.
He values mercy, yet believes mercy without leverage is only a temporary mood.
He is proud of his cleverness and genuinely troubled by the harm it has caused.
He enjoys quiet crafts and small kindnesses, while distrusting any gesture that asks nothing in return.

Flaws · 3

Treats trust as a resource to be rationed, even with people who have earned it.
Cannot resist keeping a contingency for every contingency, which makes decisive allies doubt him.
Assumes that if he can explain a betrayal elegantly enough, he has made it less cruel.

Fears · 3

That Terreak will decide a watched regent is more dangerous than a dead one.
That the cistern district will learn he designed the plan that left them without water.
That his preferred heir will inherit his habits but none of his caution.

Wants and needs · 4

Needs Terreak to believe he is useful but not independently powerful.
Wants a reliable channel for aid to the cistern district.
Needs a successor who can govern without repeating his quiet cruelties.
Wants Shesset to hear his explanation, though he is not sure he has earned that hearing.

Combat

AC 15 · HP 45 · 30 ft.

Rask avoids a fair fight. He opens with Whisper of Doubt or Bitter Breath to disrupt a group, uses cover and misdirection, then seeks a door, stairwell, or hostage-free escape route. He bargains if an opponent seems capable of defeating him, and will offer useful information if it buys time. He does not pursue fleeing enemies unless they carry proof of his treachery.

Custom feature. Borrowed Majesty. Rask can use a bonus action to make one creature within 30 feet that can hear him question whether he is truly an enemy. The creature must succeed on a Wisdom saving throw or have disadvantage on its next attack against Rask before the end of its next turn. Once a creature succeeds, it is immune to this feature for 24 hours.
Custom feature. Regent's Disguise. Rask can magically alter his appearance to resemble a humanoid of similar size. His clothing and carried objects are unchanged. The illusion ends if he dies.
Custom feature. Scalenovian Contingency. Rask carries a prepared escape route and can move up to half his speed without provoking opportunity attacks once per day.

Spells

Minor illusion (cantrip, illusion). Rask creates an illusory sound or a small, harmless sensory effect within range, often using it to draw attention toward a doorway or away from a concealed passage.
Disguise self (level 1, illusion). Rask magically alters his appearance to resemble another humanoid of similar size. This is a custom use of the spell for his draconic disguise and is not included as a combat spell.

Actions

Regent's Dagger. Melee Weapon Attack: to hit, reach 5 ft., one target. Hit: 5 () piercing damage. Rask prefers to strike at a weapon hand or exposed strap rather than trade blows.
Whisper of Doubt. Ranged Spell Attack: to hit, range 60 ft., one target. Hit: 10 () psychic damage as a burst of disorienting, whispered accusations. Custom feature, not a canonical spell.
Bitter Breath. Rask exhales a sharp gust of bitter-smelling vapor in a 15-foot cone. Each creature in the area must make a Constitution saving throw, taking 10 () poison damage on a failed save, or half as much on a success. Once used, Rask cannot use this action again until he finishes a short or long rest. Custom draconic feature.

Reactions

A Better Target. When a creature Rask can see targets him with an attack, Rask imposes a sudden verbal feint. The attacker must succeed on a Wisdom saving throw or have disadvantage on that attack. Rask must be able to speak and cannot use this reaction if incapacitated.
Slip Through the Gap. When a creature moves within 5 feet of him, Rask may move up to 10 feet without provoking opportunity attacks. He can use this reaction once per round.

Services they sell

A private audience with Rask, who can provide court access or a carefully worded pardon.

Equipment

  • Regent's dagger (weapon)A narrow, balanced blade with a bronze pommel shaped like a closed eye.
  • Regent's seal (insignia)A signet bearing the old Scalenovian water-gate mark, useful as proof of office and as a reminder of the city he betrayed.
  • Fennel and bitterleaf (personal item)A waxed packet of bitter herbs used to mask his scent, though it only changes it rather than hiding it.
  • Under-city map (tool)A folded map of drains, service tunnels, and abandoned cistern passages, annotated in a cipher of his own design.

Background

Rask was born to a minor draconic court beneath Scalenovia, where succession depended less on blood than on who could keep the aqueduct gates, grain routes, and rival claimants in balance. He learned to read agreements before he learned to trust them. When Terreak's forces sought a way into the city, Rask showed them an old flood-control passage and arranged for the guards at its inner gate to be reassigned. He told himself that Scalenovia's rulers had grown brittle and that a managed coup would spare the city a siege. Terreak took the city, and Rask became regent under the new order. The formative cost came later: during the first winter, Terreak sealed a cistern district to prevent a revolt, and hundreds went thirsty. Rask had designed the contingency plan and had not warned them. He still directs secret water deliveries to that district, while publicly insisting the city is stable. He relies on Terreak's protection but resents being treated as a useful creature on a leash. His former tutor, Shesset, now runs messages for the displaced families and refuses to meet him except through intermediaries. Meanwhile, the new administration expects Rask to name an heir, and every candidate is either Terreak's loyalist or Rask's own dangerous favorite.

Role in the story

A compromised ally and political pivot. Rask helped Terreak take Scalenovia, but may aid the characters in limiting the occupation, exposing abuses, or quietly changing the succession. His help always comes with a plan of his own.
