She moves with a pilot's economy, hips balanced against the deck's imagined roll, and turns her whole body toward whoever is speaking. A faint smell of hot rain on stone and scorched citrus follows her, which she notices and considers useful: people tend to remember the admiral who arrived before the smoke cleared. Unexpectedly, she keeps a small, carefully tended tray of salt-tolerant seedlings in her cabin and knows the names of every plant.

Her first command was a patched patrol boat with a cracked steering vane. During a sulfur squall, she ignored orders to protect a merchant convoy and turned back for a capsized crew of dockworkers. A worsening series of tremors and unexplained fires near the coast has left her stretched between naval readiness and the needs of communities that cannot afford to wait for official permission.
