At the table

Voice

A clear, dry-edged call with a little rasp left by salt air and years of shouting over surf. It carries without needing volume; when Uldra is rattled, a deliberate intake of breath cuts through the room before her next order.

Her voice is built for carrying across water: clear, dry-edged, and clipped without sounding hurried. Years of calling orders through wind have left a faint rasp at the back of her throat. When unsettled, she takes one audible breath through her nose and speaks more sharply, not more softly. She gives directions in short, complete phrases and rarely repeats herself unless someone is in danger.

Speech patterns

Uses names rather than titles when someone is frightened or in immediate danger.
Frames warnings as concrete consequences: which pier will flood, how long a rope will hold, who is still below.
Asks short questions that demand useful answers, such as, "How many aboard?" and "Which way is the water moving?"
When offering sympathy, names what she can do instead of offering vague reassurance.

How to play them

Uldra first asks what danger is immediate and who is missing. She listens carefully to specific evidence, not status or eloquence. Earn her trust by helping with a rescue, bringing a credible report from the docks, or acknowledging the cost of her decisions. If a crisis is unfolding, she will put people to work before explaining the politics.

Goal

Get the weakened causeway closed and its residents evacuated before the Spring Market crowds arrive, while persuading the council to fund a safer replacement.

Motivation

No one should be lost because an official waited for permission to do what the danger already made necessary.

Secret · GM only

Appearance

Uldra has weather-browned skin, a square, expressive face, and a stillness that makes hurried people slow down around her. Her breath has a faint rasp from years of shouting over surf; when rattled, she takes one audible, measured breath through her nose before speaking. Her heavy council coat hangs a little too long in the sleeves, repeatedly turned back and resewn in blue sail thread. The brass bell at her belt is polished with almost ceremonial care, unlike the salt-stiff cuffs and scuffed boots. She walks with a deliberate heel-to-toe roll, as if testing a deck for tilt.

Clothing

A navy wool council coat with sleeves turned back and patched in sail thread, a salt-faded waistcoat, weatherproof trousers, and blunt-toed boots. Her brass signal bell is spotless; everything else bears honest wear.

Body language

She plants both feet as if braced against a swell and gives people her full attention without leaning in. When she is angry, her jaw works once and her breathing becomes audible, but her voice stays firm and her hands become busier: pointing, clearing space, and setting people in motion.

Distinguishing features

A brass signal bell, polished far more carefully than any other item she owns.
Her coat's overlong sleeves are turned back and mended with conspicuous blue sail thread.
A faint rasp catches in her breath after she has called orders for a while.

Personality

14 traits and drives

Uldra is measured and stubborn, and her compassion arrives as useful work rather than tenderness. In a calm room she gives everyone time to finish and remembers what they said. In an emergency she becomes startlingly decisive, even ruthless about clearing a path or shutting a harbor gate. Afterward, when the danger is past, she can be patient with grief but not with excuses.

Alignment
Lawful good, though she will break procedure when she believes procedure is about to cost lives.

Quirks

Counts the number of people entering a room, then quietly counts again when anyone leaves.
Taps her bell once against her palm before making a decision she knows will anger someone.
Turns cups so their handles point toward the nearest exit, claiming it keeps tables orderly.
Keeps bits of colored cord in her pockets and ties a short length around the wrist of anyone assigned a dangerous task.
When a name on a rescue list is confirmed safe, she draws a tiny square beside it rather than a checkmark.

Habits

Before making a hard decision, she checks the nearest exit and the direction of the wind.
She offers practical aid before comfort: a dry blanket, a ferry seat, or someone to carry a load.
When convinced delay is dangerous, she stops negotiating and starts assigning jobs.
After a rescue, she checks names against her old lists before allowing herself to celebrate.

Traits · 4

Remembers faces from old rescue lists and makes a point of using people's names.
Would rather carry a soaked stranger to shelter than tell them she feels sorry for them.
Listens longer than people expect, then commits to a decision with unnerving finality.
Is proud of the Harbor Council's work and willing to defy its members when she thinks it has failed its purpose.

Flaws · 3

She can treat a reasonable request for more evidence as cowardice when the tide is rising.
She keeps responsibility for herself instead of trusting others with decisions.
Her compassion can turn into rigid control when people refuse the help she thinks they need.

Fears · 3

That a preventable disaster will happen while officials debate wording.
That her urgency will become an excuse to silence people who disagree with her.
That one day she will remember a face but fail to remember the name.

Wants and needs · 4

A credible structural report on the causeway.
Enough time and boats to evacuate the people living beside it.
The council to accept responsibility for a safer replacement.
Someone she trusts to challenge her urgency without wasting time.

Combat

AC 15 · HP 22 · 30 ft.

Uldra is not a trained soldier. She keeps civilians behind cover, uses her baton to make space, and directs allies toward exits, ladders, and higher ground. She avoids lethal force unless she believes an immediate threat will take lives; then she acts decisively and stops as soon as the danger is contained.

Harbor Measure (custom): Uldra can estimate a vessel's draft, likely drift, and safe passage through a crowded channel after observing it for a minute.
Rescue-List Memory (custom): After meeting someone, Uldra can recall their face and the circumstances under which they were recorded on a harbor rescue list.
First Bell's Order (custom): Once per day, Uldra can halt civilian harbor traffic with a clear legal command. Most dockworkers and council officials comply unless they have strong reason not to.

Actions

Weighted Signal Baton. Melee Weapon Attack: to hit, reach 5 ft., one target. Hit: 4 () bludgeoning damage.
Clear the Deck. Uldra gives one creature within 30 feet a precise order to move, duck, release a line, or take cover. If the creature understands her and is not hostile to her, it can use its reaction to move up to 10 feet or interact with one object. Custom civic feature, not a spell.

Reactions

Brace the Line. When a creature Uldra can see within 10 feet is about to be knocked prone or moved against its will, she can use her reaction to brace or catch it. The creature gains advantage on the saving throw or ability check to resist the effect. If it has no such roll, it can reduce forced movement by 5 feet.
Warning Bell. When a creature Uldra can see makes an attack against a nearby civilian, she can ring her bell and call out a warning. One ally within 30 feet who can hear her may use its reaction to move up to 10 feet toward the civilian without provoking opportunity attacks from that attacker.

Background

Uldra was raised among the families who lived above the old net sheds and learned tides by watching which doors flooded first. As a young harbor runner, she carried warnings between piers during the Siltbreak surge, when a storm tide tore loose the outer pilings. She obeyed an order to wait for the council's confirmation before sounding the evacuation bell. By the time she rang it herself, several families had been cut off. Her elder brother, Eero, survived; her closest friend did not. The delay changed her from a capable clerk into a relentless public safety officer. She kept the rescue lists, learned every face on them, and eventually became First Bell of the Harbor Council. Now she is pressing to close a dangerously weakened causeway before the Spring Market, which would spare lives if it fails but ruin the livelihoods of hundreds. The council's cautious chair, Oivakka, wants more inspections; Uldra's former apprentice, Salla, believes Uldra is using the old disaster to justify taking too much authority. Uldra still visits the families on the rescue lists, including those whose names were written in the wrong ink or too late.

Role in the story

A civic authority and potential ally whose rescue-first judgment can save the party time and lives, but whose willingness to act without consensus may create political consequences. She can provide access to harbor facilities, urgent local knowledge, and a difficult moral choice about the causeway closure.
