At the table

Voice

A low-volume, dry-edged speaking voice with a faint rasp from dust and cold road air. He articulates names with care, as if each one might later need to be recognized in a crowded room. His voice is most animated when describing a route that has gone wrong.

His speech is soft but not breathy, shaped by years of reading names and destinations aloud over rain, cart wheels, and crowded dispatch rooms. He clips the ends of sentences when stating facts, then leaves a small pause before anything personal. He rarely raises his voice; when urgent, he speaks faster and gives instructions in numbered steps.

Speech patterns

Uses dates, directions, and exact quantities when explaining a problem.
Frames difficult choices as practical questions: "Which risk can we still contain?"
Avoids promising safety; instead, he promises to report what he knows.
When caught in a contradiction, pauses and corrects the record rather than improvising a convincing lie.

How to play them

Nudor is courteous without being ingratiating. He first tries to understand what the characters know and what they might do with it. Offer him a specific, verifiable promise and he may share a route or a name; threaten him and he will become exact, evasive, and focused on escape. He responds best to people who acknowledge that his choices have consequences rather than calling him either a hero or a traitor.

Goal

Find proof that senior Lantern Court officers are trading protected identities, then get the evidence and endangered witnesses out before either side can silence them.

Motivation

To keep vulnerable people alive without pretending that the Lantern Court's rules are always worth obeying.

Secret · GM only

Appearance

Nudor has a narrow, attentive face and a habit of holding his head at a slight angle, as if listening for a document being misplaced in the next room. His hands are the first thing most people notice: broad at the knuckles, with smooth, ink-darkened pads on the fingertips from years of handling sealed papers, and nails trimmed so close that no wax can catch beneath them. He moves with a careful, even tread, placing each foot as though crossing a floor that might be listening. His stillness feels practiced rather than restful. Unexpectedly for a courier trusted with dangerous records, he wears a tiny child's wooden whistle on a cord inside his collar, polished from frequent handling.

Clothing

A weatherproof, dull-brown traveling coat with hidden inner pockets, a high collar, and repairs made in thread that almost matches but not quite. He wears soft-soled boots, a plain linen shirt, and a narrow belt with no decorative buckle. His satchel is carefully waxed and patched at the corners.

Body language

He keeps his elbows close and his hands visible, thumbs rubbing the edge of one fingernail as he listens. When someone lies about a date or location, his head tilts a fraction and his feet stop moving. He turns his whole body toward a doorway before leaving, never showing his back until he has judged the route.

Distinguishing features

Ink-dark fingertip pads and unusually close-trimmed nails from a lifetime of handling documents.
An even, deliberate walk that seems to measure the floor.
A child's wooden whistle, hidden under his collar, polished smooth from being handled.

Personality

14 traits and drives

Soft-spoken and meticulous, Nudor is patient with frightened people but impatient with careless certainty. He dislikes violence and will spend considerable effort preventing it, yet he can quietly arrange a delay, a missing key, or a misdirected official so that another person faces a choice with no clean option. In a calm mood he is dryly helpful; under pressure he becomes procedural and withholding. When someone is genuinely endangered, his restraint can give way to sudden, decisive action.

Alignment
Neutral, with a strong instinct for preserving individual lives even when he compromises institutions

Quirks

Counts door hinges while waiting, restarting if someone interrupts him.
Turns a cup handle to face the nearest exit before taking a drink.
Keeps two versions of every route in his head, one for delivery and one for escape.
Taps the wooden whistle once against his collar before opening a sealed message.
Corrects people's stated travel times even when the correction is socially unhelpful.

Habits

Checks the recipient, seal, and date of a document in that order, even when others are rushing him.
When frightened, becomes more exact rather than visibly panicked.
Offers practical help before emotional comfort, then remembers the emotional part later and tries again.
In private, lays out route slips and moves them around until he can imagine a version with fewer casualties.

Traits · 4

Careful with facts, but willing to manipulate circumstances.
Gentle with frightened witnesses, curt with people who treat them as evidence.
Values loyalty, yet distrusts obedience that has never been tested.
Wants to be seen as harmless and knows that this appearance can be useful.

Flaws · 3

Believes that arranging circumstances is less harmful than acting openly, even when his choices remove other people's options.
Withholds information until he is certain it will not cause panic, often leaving others too little time to respond.
Treats emotional decisions like routing problems and can miss what people need from him.

Fears · 3

That a protected witness will be exposed because of a route he chose.
That his careful interventions have made him no better than the officials he distrusts.
That Pell will be used as leverage against him.

Wants and needs · 4

Needs proof of the identity trade before anyone can dismiss his suspicions as paranoia.
Wants Yara to understand why he redirected the statement before she reports him.
Needs a safe way to warn the occupants of the exposed house.
Wants to believe that saving people does not require becoming the person who decides which people bear the cost.

Combat

AC 10 · HP 4 · 30 ft.

Nudor avoids a fair fight. He begins by seeking an exit, putting furniture or a doorway between himself and an attacker, and using dust or his stick only to break pursuit. If allies are present, he calls out useful details about the room and lets stronger companions take the front. He will surrender rather than risk killing someone, unless an attacker is about to expose or harm a protected witness.

Paper Trail. After inspecting a written record for 1 minute, Nudor can identify whether it has been altered, though not necessarily how.
Quiet Arrangement. Nudor excels at turning schedules, routes, and withheld information into pressure. This is a narrative capability, not a combat power.

Actions

Walking Stick. Melee Weapon Attack: to hit, reach 5 ft., one target. Hit: 2 () bludgeoning damage. Nudor would rather use this to create room to flee than to injure someone.
Archive Dust. Nudor throws a pinch of fine archive dust or lampblack at a creature within 5 feet. The target must succeed on a Dexterity saving throw or be blinded until the start of Nudor's next turn. Once used, Nudor must refill the paper twist before using it again.

Reactions

Slip Toward Cover. When a creature Nudor can see hits him with an attack, Nudor moves up to 5 feet without provoking opportunity attacks. This movement can only be used to reach cover or an open escape route.

Services they sell

Can carry sealed messages along regional routes.
Can identify common tampering in written records.
Can explain Lantern Court safe-house procedures without revealing a witness's identity.

Rewards they can give

A reliable account of regional courier routes and which crossings are watched.
A sealed introduction to a Lantern Court safe contact, if Nudor decides the characters can be trusted.
A copy of one diverted record, carrying evidence that could expose the Court's internal betrayal.

Background

Nudor was raised among the dispatch rooms of Third Cut, a settlement built around a defunct canal survey. His mother copied witness statements for traveling magistrates; his father carried them between isolated courts and taught Nudor that a safe route mattered more than a fast one. As a young courier, Nudor delivered a sealed account of a rural eviction to the wrong office after a clerk quietly changed its destination. The resulting raid scattered the witnesses. Nudor found one of them, a child named Pell, hiding in a culvert and brought him to safety, but the family who had sheltered Pell was arrested in their place. That failure changed Nudor: he stopped believing that correct procedure was the same as justice. He joined the Lantern Court, a witness-protection and incident-investigation network, and became its regional records courier. He is now responsible for moving statements, identities, and evidence between safe houses. His closest contact is Yara, a field investigator who trusts his care but has begun to question his route choices. His former instructor, Brum, still insists that the Court can be repaired from within. Nudor is caught between their faith and the growing certainty that the Court's senior officers are trading protected identities to buy political peace. He has begun diverting records and arranging delays, knowing that each quiet intervention can put a different person in danger.

Role in the story

A useful informant whose help comes with moral complications. Nudor can reveal how the Lantern Court moves witnesses and evidence, but his quiet sabotage may already have put people at risk. The characters may need to protect him, expose him, or decide whether his betrayal is the only way to stop a larger one.
