Tobiah Quellin
Tobiah Quellin
At the table
Voice
A dry, papery rasp with the faint rasp of ink dust in the throat. Tobiah can reproduce another speaker's pitch, timing, and small vocal habits with unnerving fidelity; his own voice has a brisk, matter-of-fact rhythm, like a shopkeeper calling out a price over market noise.
His words arrive with the clipped precision of a shopkeeper who has learned to make every sentence earn its space. He borrows other people's tones with unsettling accuracy, including their pauses and breath catches, but his own phrasing is more direct and dry. Work has left him with a faint rasp from years of ink dust and crowded-market talk. When caught off guard, he clicks his beak once before answering.

How to play them
Offer a small useful truth before asking for anything. Tobiah dislikes threats and responds to them with evasions, but treats careful questions and fair prices seriously. A character who protects a customer from a rumor's consequences may earn his trust. If the party seeks information about the warehouse fire, he tests them with a harmless but revealing detail before showing his papers.
Goal
Expose who ordered the Silt Steps warehouse fire without putting Pali in the path of the investigation, then build a copying business that can survive without his gossip trade.
Motivation
He wants his knack for remembering voices and details to repair what deception has damaged, even while he depends on selling secrets to keep his shop alive.
Appearance
Glossy black feathers lie sleek across his head and shoulders, but the flight feathers of his folded wings are dulled at their tips by years of handling paper. His beak has a small, pale notch near the tip, like a flaw in polished horn. He moves in short, exact steps, head cocked as if measuring the room for echoes, then goes utterly still when someone says something useful. A thick stack of folded papers rides under his left wing, its corners rounded and grey from constant rubbing. Unexpectedly, he keeps a tiny packet of sugared fennel seeds tucked among his quills and offers them to nervous children with grave ceremony. People tend to remember the rustle of paper before they remember his face.
Clothing
A soot-brown sleeveless coat with a deep inner pocket crammed with quills, a faded green waistcoat, and a leather apron blotched with ink. His belt carries a narrow tool roll and a small tin of fennel seeds. He wears no gloves, and keeps his claws clean enough not to stain the paper he handles.
Body language
He keeps one wing slightly lifted to shelter his papers and angles his body so he can see both the customer and the door. When amused, his neck feathers rise in a brief ripple. When frightened, he becomes unnaturally motionless, then starts tapping a quill against his beak in a quick, uneven rhythm.

Distinguishing features
Personality
12 traits and drivesTobiah is attentive enough to make people feel understood, yet he treats every confidence as a thing with weight and a possible price. In a busy shop he is brisk, playful, and generous with small comforts; when a conversation turns dangerous, he becomes clipped and hard to read. He admires honest courage but distrusts anyone who claims to be incapable of lying. Though he can imitate almost anyone, he is privately uncomfortable when people ask what his own unborrowed voice sounds like.

Background
Tobiah grew up carrying messages between printers and dockside clerks, learning early that a copied phrase could open a door more safely than a lockpick. He began selling ink from a cramped stall after his old employer, Master Oru, went bankrupt in a paper shortage. Gossip came as a side effect: customers talked while comparing pigments, and Tobiah remembered their voices as carefully as their orders. His turning point came during the warehouse fire at the Silt Steps. He heard a foreman use a borrowed voice to call workers away from a blocked exit, then mimicked that same foreman's shout to guide a trapped child through smoke. He has since treated mimicry as a tool that can save as readily as deceive. He still supplies ink to the printers of Silt Steps and trades information with dock clerk Ketu, who thinks the arrangement is merely business. Tobiah's apprentice, Pali, wants to turn the shop into a respectable copying house, while Tobiah keeps feeding scraps of evidence to a magistrate investigating the arson that destroyed the old warehouse. The investigation is closing in on a customer who still buys ink from him.
Role in the story
A useful but morally complicated information broker whose knowledge can connect the party to the warehouse-fire investigation. His need to protect Pali makes him a potential ally, a source of misdirection, or a witness who must be persuaded to risk telling the truth.
