At the table

“That order put children in the street. Explain it.”
From how they speak

Voice

His voice has a dry, slightly rasped edge from dust, long shifts, and years of calling across sunstruck streets. Before addressing a crowd, he draws a measured breath through his nose and gives a brief throat-clear. It carries cleanly without theatrical force, with each phrase ending as decisively as an order being entered into a record.

He speaks in clipped, complete sentences shaped by years of giving instructions in noisy streets. His diction is formal without being ornate, and he names times, places, and responsibilities with care. When speaking to grieving families, he slows down and leaves room for answers. Under strain, his throat catches once before he resumes, as if his body is forcing him to account for every word.

Speech patterns

States a person's name, the relevant fact, and the next required action in that order.
Uses questions to establish timelines: "Who saw you leave? What hour? Who can confirm it?"
When angry, his words become blunt and concrete, not louder: "That order put children in the street. Explain it."
Makes dry, unsentimental jokes with trusted colleagues, usually about paperwork or his own lack of sleep.
Avoids discussing the Unseelie Court directly unless he is certain no one else can hear.

How to play them

Treats strangers with formal respect and asks specific questions before offering help. He responds well to practical evidence, protection of civilians, and people who accept responsibility for their choices. He becomes guarded if pressed about civic decrees or the Court, but may test trustworthy allies with a small piece of verifiable information.

Goal

Find a way to reveal the Unseelie Court's control without triggering a water crisis, a purge of the watch, or a violent succession struggle.

Motivation

He believes order should protect people, not preserve the comfort of those who rule. He remains in office because the watch is one of the few institutions still capable of limiting harm.

Appearance

Mutasim al-Dia stands with the stillness of a man who has learned that a crowded street notices every unnecessary movement. His sun-browned skin is weathered at the temples and nose, and his black hair is cut close, its edges maintained with exacting care. He wears a dense, square-trimmed beard combed into narrow ridges. His gaze moves like a patrol: doorways, hands, rooftops, then the person speaking. Even at rest, he seems to be holding a line. The unexpected detail is his immaculate, elaborate grooming: the beard is braided with tiny brass rings, each engraved with the date of a fallen watch officer.

Clothing

A sand-colored watch coat reinforced with overlapping leather panels, a dark indigo sash marking his captaincy, and a sun-faded cloak pinned at one shoulder. His plate harness is carefully maintained but visibly repaired at the elbows. He wears a brass whistle on a cord beneath his collar.

Body language

He keeps his shoulders square and his hands visible, a deliberate courtesy that also makes it difficult to miss when they move. When listening, he fixes on the speaker's hands rather than their face. His jaw tightens when someone invokes duty to excuse cruelty. In private, exhaustion shows as a faint tremor in his thumb when he unclasps his armor.

Distinguishing features

His beard is maintained with near-ceremonial precision and threaded with brass rings engraved for fallen watch officers.
He gives a short, dry throat-clear before speaking to a crowd, a sound his officers have learned means to stop talking.
His armor bears a pale rectangular patch where the old captain's insignia was removed and replaced.

Personality

15 traits and drives

Mutasim is severe in public because he fears that any visible uncertainty will spread through an already strained watch. In private with people he trusts, he is unexpectedly practical and wry, able to laugh at his own impossible schedules. He wants others to follow rules, yet broke a direct order to save civilians during the Salt Riots. He values honest disagreement but takes it badly when it arrives as a surprise, and the more frightened he is, the more meticulously he enforces procedure.

Alignment
Lawful neutral

Quirks

Polishes each brass beard ring in sequence when he has to think, never skipping one.
Taps a doorframe twice before entering, a habit from years of checking rooms for ambushes.
Carries two small date stones and silently turns one over whenever a witness changes their account.
Refuses to drink the first cup of water offered at a meeting until everyone present has been served.
Practices writing difficult names with his off hand so he can take notes while his sword hand remains free.

Habits

Counts the exits when entering any enclosed room, then positions himself where he can see the largest number of hands.
After a difficult arrest, checks that the prisoner has water before discussing charges.
When overwhelmed, polishes the brass rings in his beard with a square of linen, one ring at a time.
At the start of each shift, reads the names of watch officers who died under his command.
Refuses to let subordinates take public blame for orders he gave, even when doing so damages his standing.

Traits · 4

Insists on clear rules because he has seen panic hurt people, yet will break those rules when they become instruments of cruelty.
Carries himself like an unyielding commander, but quietly remembers the name and circumstance of every officer and civilian lost on his watch.
Distrusts political charm, though he has a dry, surprisingly playful humor with people who have proved themselves.
Needs dependable allies, but reflexively withholds information to spare them danger and keep control.

Flaws · 4

Treats delegation as a risk, so he takes on more than one person can safely carry.
Can mistake strict procedure for justice, especially when exhausted.
Keeps vital evidence to himself, even from people who have earned his trust.
His guilt over Hatem makes him overprotective of the dead man's son.

Fears · 3

That the truth about the Unseelie Court will provoke a collapse that leaves ordinary people without water or protection.
That his caution is only cowardice dressed as responsibility.
That Samir will learn the full circumstances of Hatem's death and judge him fairly.

Wants and needs · 4

A trustworthy plan for releasing evidence of the Unseelie Court's influence.
Someone capable of sharing command without treating his caution as weakness.
Time to investigate the civic decrees before the Court realizes he has copied them.
A chance to make amends to Samir without turning his care into another form of control.

Combat

AC 19 · HP 94 · 30 ft.

Mutasim uses his men and the terrain to keep civilians out of danger, calling clear orders before drawing steel. He blocks routes to vulnerable targets, trips dangerous opponents, and uses Menacing Attack to break an enemy's momentum. He saves Action Surge for a decisive arrest or to stop a threat from reaching bystanders. He retreats only when doing so protects civilians or preserves evidence.

Background

Mutasim al-Dia was born to a family of canal inspectors, not soldiers. As a young watch recruit, he believed laws were walls that kept the vulnerable safe. That belief cracked during the Salt Riots, when an order to clear a market square sent his squad against hungry families. Mutasim disobeyed the order long enough to open a water gate and evacuate the crowd; the delay cost his partner, Hatem, his life. Mutasim still carries Hatem's brass whistle and has never forgiven himself for choosing which lives to save. He rose through the watch by being competent, relentless, and willing to take blame in public. Now captain, he leans on his deputy, Nura, who thinks his rigid procedures are becoming a cage, and quietly protects Hatem's orphaned son, Samir, from the city's harsher streets. His current crisis began when he traced a sequence of impossible decrees to a hidden court whose agents have steered the city for generations. The Unseelie Court's influence is woven into appointments, water rights, and old civic promises. Exposing it could shatter the city's government and unleash a struggle over the desert wells; keeping silent makes Mutasim an accomplice.

Role in the story

A stern authority figure and potential ally whose investigation reveals that the city's apparent stability rests on a concealed supernatural power. The party may need to earn his trust, challenge his methods, and help him choose between a dangerous truth and a managed silence.

“As a young watch recruit, he believed laws were walls that kept the vulnerable safe.”
