At the table

“Let me see the person this affects”
From how they speak

Voice

A dry, even voice with a faint rasp from years of disinfectant fumes and too much talking in hot infirmaries. His breath catches briefly on certain consonants when tired, a remnant of an old fever. The name Oru Sen is spoken with two clean, separate beats, as if he were checking a measurement.

He speaks in carefully ordered clauses shaped by years of medical instruction and committee minutes. He names quantities and responsibilities with precision, but slips into direct, plain language when addressing a patient. His phrases often begin with 'The immediate question is...' and end only after he has identified a person who will bear the consequence.

Speech patterns

Uses concrete nouns and measured clauses, especially when discussing risk: 'Two carts, six people, one narrow bridge.'
Asks questions that sound administrative but are intended to uncover who bears the cost.
Says 'Let me see the person this affects' when a proposal becomes too abstract.
When cornered, repeats 'I am still reviewing it' as though repetition could preserve time.

How to play them

Begin with practical questions and listen carefully to the answers. Oru responds well to specific names, dates, and witnesses; broad accusations make him retreat into procedure. If shown credible evidence of immediate harm, he acts quickly, though he may still try to preserve the Combine's chain of command. Appeal to his medical past or ask him to examine an injured person directly to reach his humane instincts.

Goal

Stop the prisoner-transfer plan until the solvent risk is independently tested, without allowing the security division to move the detainees by force in the interim.

Motivation

He wants the Combine's systems to reduce suffering at scale, and wants to believe that his position gives him more power to help than harm. He also fears losing that position before he can make the organization safer.

Appearance

Oru is compact and precisely composed, with a jaw that shifts slightly to one side when he chews and broad, square teeth visible in an unexpectedly hearty laugh. His palms are smooth from years away from manual labor, but the pads of his fingers are permanently stippled with tiny pale dents from handling ampoules during his early medical work. He moves as if crossing a narrow gangplank: measured steps, weight placed carefully, no wasted motion. The detail that catches people off guard is his habit of carrying a small tin of sugared fennel and offering it to anyone who looks nauseated, even during a tense negotiation.

Clothing

A high-collared charcoal coat with three discreet division pins, a pale green waistcoat, and practical boots polished only at the toes. His cuffs are clean but often carry the faint medicinal smell of carbolic soap.

Body language

He squares papers with the edge of a table and keeps his hands flat beside them, as if preventing them from drifting. When personally moved, he rubs one thumb over the shallow dents in his fingertips. He laughs with his whole jaw, briefly making him seem younger and less guarded.

Distinguishing features

His jaw angles subtly to one side while he chews, a long-standing bite that becomes obvious over a meal.
Broad square teeth show in a frank, almost boyish laugh that contrasts with his formal manner.
Tiny pale dents stipple the pads of his index fingers and thumbs from years of sorting medical ampoules.

Personality

13 traits and drives

Measured and humane in private, Oru treats individual distress with genuine attention: he remembers names, waits through awkward silences, and notices when someone is in pain. In committee, he becomes exacting and procedural, able to sign a document that endangers prisoners if he can describe the danger as a transport variable awaiting review. When ashamed, he grows brisk rather than tender. When relieved, he tells small, dry jokes and offers fennel seeds.

Alignment
Lawful neutral, with a sincere private ethic of care that repeatedly collides with institutional obedience

Quirks

Offers sugared fennel to anyone who looks nauseated, even in the middle of an argument.
Counts the beats between a question and an answer when he is deciding whether to tell the truth.
Turns any cup handle so it points toward the person he is speaking with.
Writes the names of affected people in the margin of policy documents, then erases them before filing.
When a plan is called safe, asks what the workers who maintain it call it.

Habits

Before approving a plan, he asks who will carry it out and who will be left waiting.
When a discussion turns abstract, he brings it back to a particular patient, driver, or prisoner.
He quietly checks that people have eaten, then can immediately return to discussing harsh policy.
If pressed for a moral answer, he asks for one more report, even when he already knows what it will say.

Traits · 4

He can be patient with a frightened stranger and impatient with a colleague who wastes time.
He believes in evidence, yet trusts a familiar person's visible suffering more quickly than a report.
He dislikes cruelty but is practiced at treating responsibility as something distributed among departments.
In private he is warm and attentive; in public he becomes a precise instrument of the institution.

Flaws · 3

Postpones moral decisions until they become operational emergencies.
Overvalues documentation because it allows him to feel that a decision is being handled impartially.
Can mistake compassion for personally attending to suffering while authorizing policies that cause it elsewhere.

Fears · 3

That his careful procedures will make cruelty efficient rather than prevent it.
That the outbreak survivors remember him as the person whose brave shortcut brought danger to their camp.
That his sister's distrust is more accurate than his own account of himself.

Wants and needs · 3

Needs a credible independent assessment of the solvent exposure before the transfer date.
Wants to protect detainees without provoking an uncontrolled security intervention.
Needs someone he trusts to tell him plainly when his carefulness has become complicity.

Combat

AC 10 · HP 5 · 30 ft.

Oru is a level 0 noncombatant, not a trained adventurer. He seeks cover, calls for security or a medic, and tries to talk opponents into separating the injured from the fight. If trapped, he uses his cane to create space and retreats at the first opening.

Custom feature. Operational Mercy. Oru can stabilize a creature at 0 hit points with a successful Wisdom (Medicine) check, using a medical kit or clean cloth.
Custom feature. Chair of Measures. Once per day, Oru can use his authority to secure a private meeting, transport passage, or basic medical supplies from a Distillery Combine facility, unless doing so would expose an active security operation.

Actions

Cane. Melee Weapon Attack: to hit, reach 5 ft., one target. Hit: 2 () bludgeoning damage. Oru fights only when cornered and uses the cane as a weapon reluctantly.
Triage. Oru makes a Wisdom (Medicine) check on a creature within reach. On a success, the creature is stabilized. This does not restore hit points.

Reactions

Medic's Instinct. When a creature Oru can see within 5 feet is reduced to 0 hit points, Oru can use his reaction to move up to half his speed toward it without provoking opportunity attacks. This is a custom feature and does not itself stabilize the creature.

Services they sell

Can arrange routine medical attention at Combine clinics.
Can request transport permits and access to industrial safety records.
Can mediate a meeting between the medical, transport, and security divisions, though he cannot guarantee either side will cooperate.

Rewards they can give

A signed passage authorization for one Combine transport route, if Oru can justify the request as reducing risk to civilians.
Access to basic infirmary care and a discreet introduction to clinic stewards.
A copy of the withheld solvent safety report, if the characters convince him that delay alone will not protect the prisoners.

Background

Oru Sen began as a medic in a Combine infirmary, where he learned to measure doses by lamplight and to recognize the sound of a patient trying not to cry. During a fever outbreak at the river quarantine sheds, he ignored a closure order and ferried medicine to the sick; a young dockworker named Hessa survived, while the unsealed route also carried the fever into a nearby camp. Oru never learned which deaths followed from his choice. The incident changed him: he stopped believing that good intentions could excuse poor procedures, then slowly began using procedure to postpone choices he found unbearable. He rose through the medical division, improved the safety of its clinics, and eventually became Chair of Measures, coordinating medical, transport, and security operations. His closest confidante is Hessa, now a transport dispatcher who still insists he can do better. His sister, Yara, works in a Combine laundry and refuses his offers of a safer post. Currently, Oru is reviewing a prisoner-transfer plan that will expose detainees to a dangerous industrial solvent. He has delayed signing it three times, while security chief Balen keeps revising the schedule to make delay impossible.

Role in the story

A powerful institutional intermediary whose genuine compassion can aid the party, but whose evasions may place vulnerable people in immediate danger. He can become an ally, a compromised witness, or the administrator whose signature makes a crisis harder to stop.
