Voice

Voss speaks from a disciplined breath, with the dry, even projection of someone accustomed to being heard across a crowded checkpoint. His consonants land cleanly, and he gives official phrases a practiced warmth. When cornered, his pace quickens but the courtesy remains, turning each sentence into a fresh attempt to take charge of the exchange.

His diction is clipped and carefully enunciated, shaped by years of reading notices aloud over the clatter of toll queues. He favors complete sentences, official phrasing, and small courteous pauses that make an order sound like an invitation.

Speech patterns

Begins with courteous forms of address and frames proposals as practical necessities.
Uses procedural language to blur the line between an order and a suggestion.
When challenged about records, answers the narrower question he wishes had been asked.
When a lie is at risk of being disproved, pivots to a bargain rather than defending it at length.

How to play them

Present Voss first as a capable, courteous official with plausible safety concerns. Let inconsistencies emerge through questioning and evidence rather than revealing his guilt automatically. He tries to divide attention, bargain for time, and cast doubt on records. Keep the sabotage and motive hidden from players until they uncover them; Nix Brassfinger is not responsible.

Goal

Create an apparent emergency, justify extraordinary tolls, and secure permanent authority over the Skybridge.

Motivation

Voss tells himself that decisive authority prevents another disaster. Beneath that justification, he wants power that cannot be challenged and the prestige of being the man who supposedly saved the bridge.

Appearance

A distinguished, carefully groomed man whose presence suggests a portrait that has learned to walk. His dark hair is combed into precise ridges, and his burgundy coat has a dense, brushed nap that catches the light like wine-dark velvet. Charcoal cuffs frame a polished brass authority badge, while a ceremonial ring of keys taps his thigh with every measured step. He smells unmistakably of clove pomade and hot sealing wax, a cultivated scent he seems to regard as part of his uniform. He stands straight even on a swaying span, turning his shoulders before his feet as though every movement must be formally witnessed.

Clothing

Expensive burgundy coat over charcoal waistcoat and trousers, immaculate collar, polished shoes, a bright brass authority badge, and a ceremonial key ring worn where it can be seen.

Body language

He smooths his coat front when assessing a person, keeps his chin slightly raised while giving instructions, and touches the key ring only when a question approaches dangerous ground. Under pressure, his smile remains in place while his fingers begin aligning the keys by length.

Personality

12 traits and drives

Calculating and persuasive, yet sincerely convinced that his control is a form of competence. He is outwardly courteous when an audience is watching and briskly controlling when he believes he has the advantage. Public praise makes him expansive; close scrutiny makes him evasive, and unmistakable evidence can turn his pride into a cold, fast negotiation.

Alignment
Lawful neutral, with ambition steadily eclipsing his regard for public duty

Quirks

Turns his badge until its face sits perfectly level before making an important claim.
Counts key teeth with his thumb while listening, without looking down.
Uses a cloth to wipe invisible marks from already polished brass.
When caught off guard, repeats the last two words of a question as if testing its legal wording.

Habits

Offers a reasonable-sounding compromise before anyone can establish the full facts.
When asked about maintenance records, redirects the conversation toward procedure, safety, or the questioner's authority to ask.
Checks that his badge faces outward before entering a public gathering.
If pressed with evidence, weighs the room and shifts quickly from persuasion to bargaining, then to surrender if resistance becomes dangerous.

Traits · 3

Makes people feel heard while quietly steering them toward the option he already chose.
Takes pride in good administration, but uses procedure to shield his own abuses.
Prefers to win without bloodshed, largely because public violence would damage his claim to authority.

Flaws · 3

Proud enough to mistake obedience for respect.
His careful evasions attract attention when a direct answer would be safer.
Believes that a crisis can be controlled if he controls who is allowed to describe it.

Fears · 3

Being publicly exposed as a fraud whose authority depends on other people's willingness to obey.
A genuine emergency arriving after he has made the bridge's systems less reliable.
Losing control of the situation to someone he considers less competent.

Wants and needs · 3

Wants emergency authority to become permanent.
Needs the missing clapper and altered records to remain undiscovered long enough for his plan to take hold.
Needs others to believe that his control is the only safe answer.

Combat

AC 12 · HP 8 · 30 ft.

Avoids direct combat. He bargains, misdirects, and orders the Bridge Enforcers and Arcane Guardian to guard the eastern control station and obstruct pursuit. If cornered, he attacks only to create an opening to retreat, then offers to surrender or trade information when escape is unlikely. Do not dictate whether he is exposed, arrested, negotiated with, or escapes.

Official authority. Voss can present himself as empowered to inspect tolls, restrict access, and issue emergency orders, though those powers depend on his position and may be challenged.
Custom campaign combat profile. AC 12, 8 gameplay HP, and a basic attack at +2 dealing fixed damage 2. These D&D Lite values govern this campaign encounter.

Actions

Desperate Strike. Melee Weapon Attack: to hit, reach 5 ft. Hit: 2 damage. Voss uses the key ring or a small baton as an improvised weapon.
Official Instruction. Voss invokes his office and offers a plausible order, warning, or bargain. A creature that can hear him may hesitate or divert attention briefly; this is a custom narrative action, not a charm effect, and does not compel a player character.

Reactions

Slip Behind Procedure. When a creature he can see moves within 5 feet of him, Voss may use his reaction to step up to 5 feet without provoking opportunity attacks. This movement cannot carry him through an occupied space.

Services they sell

Can issue or explain toll notices and administrative procedures when acting openly.
Can arrange access to official records if doing so serves his interests.

Rewards they can give

Evidence recovered from the eastern control station can establish how the seventh bell was sabotaged.
The altered toll ledger and maintenance seal can support a public accusation or formal inquiry.
If persuaded to cooperate, Voss can identify the limits of his emergency orders and the locations of relevant records.

Equipment

  • Ceremonial key ring and baton (equipment)A small, stiff baton and a ring of keys; the keys include his official maintenance key.
  • Authority badge (tool)Polished brass badge identifying his administrative office.
  • Official papers (document)A sealed packet of copied notices and carefully prepared emergency orders.

Possessions

Polished brass authority badge
Ceremonial key ring with official maintenance key
Clove-scented pomade and a small grooming comb
Folded toll notices and prepared emergency orders
A baton carried more as a symbol of office than a weapon

Background

Voss began as a junior toll clerk, adept at making hurried travelers feel that a delay was their own sensible choice. He rose by learning which records mattered to inspectors and which small irregularities could be made to look like routine wear. Years ago, during a violent bell-storm, he saw a panicked crowd jam a narrow landing while officials argued over whose authority covered the evacuation. The crush left people injured and the bridge closed for days. Voss came away convinced that hesitation, not greed, was the true enemy, and that whoever controlled the bridge's emergency powers should never have to ask permission. He now holds a respected administrative post and has cultivated a courteous public manner, while quietly maneuvering to make extraordinary tolls and permanent emergency authority seem unavoidable. He has used his official maintenance key to remove the seventh bell's clapper and concealed it in a locked brass case at the eastern control station. Nix Brassfinger is innocent. Altered toll records, Voss's maintenance seal, and tracks toward the control station can expose him. He currently relies on two Bridge Enforcers and an Arcane Guardian to protect the hidden clapper.

Role in the story

Primary antagonist of the 60-minute Skybridge adventure. Voss has arranged the defense of the hidden clapper with two Bridge Enforcers and one Arcane Guardian, but prefers bargaining, deception, and surrender to direct combat. The players' choices determine whether he is exposed, arrested, negotiated with, or escapes.
