At the table

Voice

A dry, lightly rasping voice shaped by years of reading forms aloud over the hiss of office vents. Each answer begins with a thin intake of breath; consonants catch slightly, as if Cadoc is testing whether the words are safe before releasing them.

Cadoc speaks in compact, breathless clauses, with dates and office titles used as handholds when the conversation turns dangerous. They do not grow quiet when angry; instead, their words become faster and more exact, as if precision might serve as armor.

Speech patterns

Begins with qualifications such as "As far as the copy shows" before stating anything consequential.
Uses exact dates, page numbers, and duty titles when nervous.
Stops mid-sentence when a door opens, then resumes with a different subject.

How to play them

Cadoc initially speaks in evasions and asks what proof the party has before offering anything. Treat them with patience, show corroborating documents, and make a concrete protection plan, and they will reveal the duplicate and explain how to read the forged entries. Threats make them retreat into procedural language and seek an exit.

Goal

Get the genuine watch marks into safe hands and testify without exposing Neri to retaliation.

Motivation

Cadoc wants to stop being the person who survives by letting the next person bear the cost.

Appearance

Cadoc has the pinched, sleepless look of someone who has learned to measure every doorway before crossing it. Their skin is pale and dry from furnace-drawn air; their narrow shoulders hunch inside an oversized coat, and their movements arrive in quick, careful increments, as if each step needs authorization. They smell faintly of lamp oil, damp wool, and the sharp mineral tang of ink. Before speaking, they draw a small breath through their teeth, a papery hiss that makes people notice the pause.

Clothing

A heavy charcoal wool coat over a faded padded vest, both rubbed shiny at the cuffs. A narrow municipal sash is tucked out of sight, and a stitched inner pocket holds folded paper against the ribs.

Body language

Cadoc keeps one shoulder angled toward the nearest exit and presses a palm over the inner lining of their coat when frightened. When presented with convincing evidence, their posture briefly straightens before habit pulls them back into a hunch.

Personality

12 traits and drives

Cadoc is observant enough to notice a false date across a crowded room, yet too frightened to challenge a powerful liar without corroboration. They want to be useful and brave, but their first instinct is to preserve an exit. In private, with documents spread before them, they become precise and almost forceful; under scrutiny, they shrink into qualifications and borrowed official phrasing.

Turns every cup handle to point toward the room's nearest exit.
Counts paper corners with a thumbnail before opening a document.
Writes the date on scrap paper, folds it twice, then tears the scrap into tiny squares.
When someone says "safe," asks whether they mean safe tonight or safe afterward.

Habits

Checks the nearest exit when someone mentions official inquiries.
Counts the corners of papers before reading their contents.
When offered a safe place, asks who controls its doors and who has keys.

Traits · 3

Meticulous with records, evasive about their own choices.
Protective of vulnerable people, but prone to confuse silence with protection.
Can speak with startling certainty about a date or signature, then stumble over a simple personal question.

Flaws · 3

Fear makes Cadoc delay even when delay puts others at risk.
They often mistake a promise of safety for proof that safety exists.
Guilt can make them overshare once someone shows credible evidence.

Fears · 3

Being taken by the Counter before they can hand over the duplicate.
Officially being named as the architect of a scheme they only helped conceal.
That Neri will suffer consequences for Cadoc's testimony.

Wants and needs · 3

A credible guarantee that Neri will be protected.
A chance to confess without being abandoned to either the municipal authorities or the Counter.
Proof that the party can preserve the evidence rather than merely seize it.

Combat

AC 12 · HP 27 · 30 ft.

Cadoc avoids a stand-up fight. They use furniture, crowds, and narrow passages to break line of sight, scatter papers to slow pursuers, and flee toward a public place or a trusted contact. They attack only if cornered, and try not to cause lasting harm.

  • Hidden duplicate (evidence)A folded duplicate slip bearing genuine watch signatures and suspicious gaps in the manifest sequence.

Possessions

A hidden duplicate watch slip bearing authentic signatures.
A small ration tin with enough coins for several days away from work.
A folded note from Neri asking Cadoc to visit before the Midsummer Weighing.

Background

Cadoc grew up copying ration tallies for a neighborhood water warden, where one misplaced mark could send a household to the back of a queue. Their talent for catching discrepancies earned them a municipal post as a watch signer. Years later, a supervisor ordered Cadoc to certify manifests that hid Star-Sand cargo beneath ordinary freight descriptions. When Cadoc balked, an enforcer known only as the Counter met them after work and made clear that refusal could cost more than a position. Cadoc signed. The memory of that signature has become a private, daily punishment. They now keep a duplicate slip showing genuine watch marks, and are looking for a way to put it before people who can protect a witness. Their older sister, Neri, still relies on Cadoc's wages and believes the clerk's work is dull but honest.

Role in the story

A frightened but capable witness whose duplicate records can support the party's investigation into Star-Sand cargo disguised as ordinary freight. Cadoc is not a mastermind and does not know the Counting House's full role or the Third Bell's purpose.

“Their talent for catching discrepancies earned them a municipal post as a watch signer.”
From their background
Faction
Former municipal watch office signer; no formal faction loyalty. Cadoc fears the Counter and the officials who ordered the manifests signed.

Known connections

Neri, Cadoc's older sister, depends on their wages and has no idea how dangerous the job has become.
The Counter, an enforcer whose identity Cadoc does not know, taught them that a signature can be coerced without leaving a mark.
Ismay's customs-page discovery gives Cadoc reason to believe that the forged manifests may finally be challenged.
