The Names Beneath the Bridge
The Names Beneath the Bridge
Read aloud
The bells of Bellwether ring at noon, though no one is pulling the ropes. At the town hall door, a council speaker and a grave-warden wait on opposite sides of a flooded map, each accusing the other of stealing the dead. The annual vigil begins tonight, and they want you to decide who will be allowed to carry the names of the departed.

The hook
Set the scene
At the town hall, Mara Venn and Brother Cael are already arguing over a map marked with flood lines. Each stops when the party arrives. A crowd has gathered outside, and the bells continue to ring at irregular intervals. Mara asks the characters to mediate; Cael agrees only if they promise to hear the Wardens before making a judgment.
How Mara Venn asks
Mara Venn approaches the party at the town hall with a written request for neutral mediators.
She offers the council’s public cooperation, but Brother Cael insists the party must also hear the Wardens before accepting any terms.

1. Two Claims, One Vigil
Bellwether town hall, with a crowd gathered outside.
The party hears each side’s claims, establishes ground rules, and learns that both groups fear losing control of the vigil. A calm opening lets them secure access to witnesses and the bridge.
NextMara gives the party access to council records, while Brother Cael offers to guide them to the bridge if they first speak privately with Tovin.

3. Names in the Water
A burial chamber under the old bridge, partly submerged by the river.
The party explores the flooded chamber, finds evidence of the old burial and the missing tokens, and encounters the Voice Below. They can calm the presence by treating the dead as people rather than evidence.
The Flooded OssuaryNextThe party returns to the bridge landing with evidence, recovered tokens, or a clear account of what the Voice Below wants.

4. Terms at the Bridge
The bridge landing at dusk, as families gather with lanterns.
Both factions meet at the bridge. The party presents its findings and proposes terms for the vigil. If the Bridge Standoff is triggered, its participants can still be calmed or separated without a fight.
The Bridge StandoffNextIf the parties agree, they begin the vigil together. If they do not, each faction returns to its people and the party must decide whether to seek a new mediator, protect the chamber, or leave Bellwether to face the consequences.
Behind it
What people believe
A flood has exposed an old burial chamber beneath Bellwether’s bridge.
The town council and the Lantern Wardens dispute who has authority over the remains, and recovered name tokens have gone missing. With the annual vigil approaching, the party is asked to investigate the dispute and help the town reach a respectful agreement.
Background
For generations, the river town of Bellwether has honored its dead with a night-long vigil.
Each family carries a lantern to the old bridge, where the departed are named and their ashes released into the river. The practice is maintained by two rival institutions: the living-led town council and the Lantern Wardens, who tend the graves and conduct the rites. After a recent flood uncovered an old burial chamber, the two sides have begun accusing one another of desecrating the dead.
The stakes
If the dispute is not settled before nightfall, the vigil may become a confrontation between grieving families and armed guards.
If the chamber is mishandled, the Voice Below may haunt the bridge and the dead’s identities may be lost. If the party secures an honest agreement, Bellwether can honor its dead and begin confronting its founding injustice.
Encounters
2The Bridge Standoff
Combat or de-escalation
A narrow stone bridge over a fast river, with low parapets, slick footing, and a broad landing on either end. Falling into the river is dangerous but not automatically fatal; allow opportunities to catch a ledge or be rescued.
Foes
2 town guards
2 Lantern Warden escorts
ComplicationIf a character threatens or strikes a guard, the ferryman, or a Warden, the others attempt to restrain the aggressor rather than fight to the death. The encounter can end when the party withdraws, calms the crowd, or establishes a credible plan to protect the chamber.
ScalingFor a smaller or less combat-ready party, use 2 guards and 1 Warden escort. For a larger or more capable party, add 2 guards. These are ordinary humanoid opponents; use suitable low-threat NPC statistics for the party’s ruleset and avoid adding spellcasting unless desired.
The Flooded Ossuary
Exploration
A partially flooded burial chamber beneath the old bridge. Water reaches waist height in places; loose stones, submerged steps, and floating debris make movement difficult. A cracked ceiling leaks river water, and the chamber has one narrow exit.
Foes
The Voice Below, a custom noncombat supernatural presence
ComplicationThe Voice Below grows louder if the party disturbs the remains or treats them as evidence to be seized. It recedes if the characters name the dead, return the tokens, or agree to a respectful burial. No attack is required to resolve this encounter.
ScalingThis is an exploration and roleplay challenge, not a required combat. If the table wants a dangerous scene, add a small number of custom restless dead appropriate to the party’s strength, but make clear that retreat and negotiation remain valid options.
Cast
4Mara Venn
QuestgiverQuestgiver, town council speaker
WantsWants the remains returned and the vigil to proceed without violence. She is concealing how badly the council mishandled the first discovery.
“Help us settle this before the vigil. No one should have to mourn while wondering whether their family’s dead were stolen.”
Brother Cael
Ally, Lantern Warden representative
WantsWants the Wardens’ custody of the burial chamber recognized and their people protected from arrest.
“We kept the names. We kept the promises. Ask the council what they planned to do with the chamber before you condemn us.”
Tovin Rusk
Witness, ferryman and flood survivor
WantsWants the truth about the chamber exposed, but fears that speaking openly will get his family evicted from council-owned housing.
“I heard stones move beneath the bridge, and then someone called my sister’s name from the water.”
The Voice Below
Wildcard, a custom supernatural presence heard near the flooded chamber
WantsWants the chamber sealed and the dead left undisturbed. The presence is not evil, but it grows more forceful when people argue over the remains.
“The dead are not asking for another speech. They are asking you to stop turning their resting place into a prize.”
How it ends
Rewards
Items
A silvered lantern hood engraved with the names of the first Warden keepers, a sentimental token with no special rules effect.
A sealed packet of old council records, if the party earns Mara’s trust or uncovers the truth publicly.
On a win
The council and Lantern Wardens agree on a shared vigil, return or proper keeping of the name tokens, and protection for the burial chamber.
The Voice Below quiets as the names are spoken aloud. If the party makes the founding-era truth public, the town’s reconciliation is more painful but more honest; if they keep it private, peace comes sooner but the old injustice remains part of Bellwether’s hidden history.
What it leaves open
If it fails
- The party cannot produce an agreement that both the council and Wardens will accept before the vigil begins.
- The vigil is postponed, and the factions’ distrust hardens. The party can return to negotiations later, but the Wardens will no longer allow unsupervised access to the chamber.
- The party fails to protect Tovin or persuade him that speaking is safe.
- Tovin is arrested or driven from Bellwether, taking his testimony with him. The party may still discover the truth through the chamber, but the public settlement becomes harder to secure.
- The party removes or mishandles the burial tokens without acknowledging the dead or arranging a respectful return.
- The Voice Below becomes a recurring disturbance, calling names during the vigil and frightening mourners. It remains a problem to be addressed in a later adventure.
Complications (d6)
- 1A council clerk arrives with a written order to seize the Wardens’ keys. If the order is enforced, the Wardens refuse further negotiations until it is withdrawn.
- 2A grieving family recognizes one of the recovered tokens as belonging to their ancestor and demands immediate custody of the remains.
- 3The river rises over the lower path to the bridge, forcing the party to find another route or spend time securing a safe crossing.
- 4A frightened guard mistakes a Warden’s lantern signal for an attack signal and draws a weapon, making calm intervention urgent.
- 5Tovin is offered money to retract his testimony. If the party does not protect him from the offer, he becomes reluctant to speak in public.
- 6The Voice Below speaks a recently dead villager’s name aloud. The crowd falls silent, and both sides demand that the party explain what the voice means.
