Moth-Roll Tower was raised by the crown's local reeve to house a council hall, a secure office, and a private watch post in one defensible structure.

4Central stairwell between all three levels
A single spiral stair coils around the tower's shared chimney flue. Ash drifts down from above, and anyone speaking near the flue can be heard faintly on the other levels.
Passages around the council hall
Old torch brackets bear tiny moth-shaped soot marks, left by generations of lamp tenders. Several brackets conceal narrow gaps large enough to hide a key or folded note.

A narrow gutter cut into the floor carries rainwater toward the lower level. It is slick with soot and contains occasional scraps of paper from the Intendant's office.
Upper stair and passages near
Arrow slits and chimney vents create cross-drafts that make loose doors knock at irregular intervals. From the bottom landing, the knocks seem to come from behind the walls.
