Councilor Vesperian Orivis
Vesperian is a masterpiece of performative hospitality: warm and welcoming to high-paying guests while being ruthlessly efficient at silencing dissent. He possesses a strange internal tension where he loves the aesthetic of the sea but harbor a deep, pathological hatred for its reality. He is generous with platitudes and fine wine but becomes venomous and miserly if a commoner asks for infrastructure repairs. He views reality as something that can be negotiated with if one has enough gold and social standing.
Kaelen Salt-Glass Thorne
Kaelen is fiercely protective of the local waters but harbors a bitter resentment for the wealthy vacationers who treat the ocean like a playground. She is hyper-vigilant and anxious, often stopping mid-conversation to tilt her head and listen to the 'whispers' from the trench. While she is generous with her knowledge of the tides, she is aggressively paranoid toward those she suspects of serving the deep-water entities.
Mistress Zephra Iron-Gill
Zephra is ferociously protective of those she considers 'her crew' but hides this behind a mask of abrasive indifference. She is a woman of few words, preferring to let a slamming mug or a pointed glare do the talking. While she acts as a pillar of strength for the local workers, she harbors a deep, quiet cynicism toward the world at large. She will give a traveler the boots off her feet if they are truly in need, but she will haggle them for their last copper if they show the slightest hint of entitlement.
