The New Order Commission

The Commission was established after the 'Accord of the Silent Gates,' a treaty signed when the city of Aethelgard was peacefully handed over to the Hegemony to settle imperial debts. Initially arriving as humanitarian relief and administrative consultants, the Commission quickly transitioned into a governing body. They replaced local laws with the Hegemony Code and began the process of 'cultural realignment.' Over the last five years, they have systematically dismantled the city's old traditions, renaming streets and holidays to reflect Hegemony values. Their defining moment was the Night of Corrective Record, where the city archives were burned and replaced with pre-approved Hegemony historical texts.

Founder’s Story

Founded by Arch-Bureaucrat Valerius Vane, a man who believed that physical conquest was less permanent than psychological and administrative subversion. Vane argued that once a populace depends on your paperwork for their daily bread, they are more conquered than any blade could make them. He died shortly after the takeover of Aethelgard, leaving his protege in charge.

The Mechanism of Intent

Public Goals
  • Restore economic stability to the border region.
  • Eliminate organized crime and corruption inherited from the old empire.
  • Modernize infrastructure through Hegemony engineering.
  • Foster a spirit of unity between the new territory and the Hegemony.
  • Secret Goals
  • Identify and neutralize bloodlines that show resistance to Hegemony mental conditioning.
  • Strip-mine the region's rare essence crystals for the Hegemony war machine.
  • Create a blueprint for bloodless conquest that can be applied to other border cities.
  • Establish a network of sleeper agents within the neighboring empire.
  • Current Objectives
  • Complete the 'Re-education' of the former local nobility.
  • Quell the burgeoning underground 'Ink-and-Dagger' resistance movement.
  • Standardize all currency and trade permits under the Blue Wing seal.
  • Finalize the walling of the 'Old Quarter' to create a controlled social experiment zone.
  • Long-Term Vision

The total assimilation of the border territories into the Hegemony, where the very memory of the old empire is forgotten by the third generation.

    StructureHierarchical Bureaucracy
SuccessionThe High Administrator is appointed by the Hegemony Central Command. Should Elara fall, an Overseer would be temporarily elevated until a permanent replacement is sent from the capital.

    Leadership

Elara Valerius High Administrator of the Aethelgard District

Meticulous, cold, and utterly convinced of her moral superiority. She views the local population as unruly children who need the firm hand of the Hegemony to survive.

    Captain Vex Chief of Pacification

Brutal and efficient, but harbors a secret fascination with local gladiatorial history. He prefers results over procedures.

Kaelen Thorne Liaison to the Citizens

Hollow, soft-spoken, and seemingly tranquil. He is the former heir to the city's duchy, now broken by mental conditioning.
